(AP Apr 4, 2013) &#8212; National Weather Service officials say the favorable spring thaw in eastern North Dakota should continue for the next week.<\/p>\n<p>State and local officials are preparing for what&#8217;s expected to be major flooding in some areas of the state, especially along the Red River and its tributaries.<\/p>\n<p>The outlook released Thursday by the weather service calls for temperatures to remain about 10 to 15 degrees below normal.<\/p>\n<p>Officials say the combination of daytime highs above freezing and nighttime lows below freezing will cause the snowpack to diminish slowly and not overwhelm the river channels with fast runoff.<\/p>\n<p>However, the prolonged gentle melt does increase the risk for heavy spring rains.<\/p>\n<p>The weather service says the Red River in Fargo is likely to peak after April 15.<\/p>\n<p>\u3000<\/p>\n<p>ST. PAUL, MINN. (KCSi-T.V. News Apr 4, 2013) &#8212; The U.S. Army Corps of Engineers, St. Paul District, released a draft environmental assessment on a proposed change to the Baldhill Dam Water Control Manual that would allow increased drawdowns at Lake Ashtabula, near Valley City, N.D., issued April 3, 2013.<\/p>\n<p>The assessment is available for public review until May 12, 2013.<\/p>\n<p>The Corps of Engineers is proposing to modify the existing water control manual. The modification would change the maximum allowable drawdown elevation from 1,257.0 feet to 1,255.0 feet. News Apr 4, 2013) &#8212; SRF Consultants Thursday (Apr 4, 2013) at the Quality Inn &amp; Suites in Jamestown hosted an open house on the Jamestown Land Use Plan.<\/p>\n<p>The questions and feedback session, outlined the land use draft form, and draft map.<\/p>\n<p>The draft is subject to change following Thursday\u2019s gathering.<\/p>\n<p>A Growth Management Plan for the City of Jamestown, includes a future land use plan which defines growth areas for the City of Jamestown and its two-mile Extraterritorial Area.<\/p>\n<p>SRF Consulting Group, planner, Cindy Gray said, the ultimate decisions regarding property use remains with the property owner.<\/p>\n<p>The land use plan could be used to guide future changes in zoning or land use if it is initiated by the property owner.<\/p>\n<p>Jamestown Regional Airport, Manager, Matt Leitner said the land use plan includes future plans for airport lots on the west side of the airport, and on 21<sup>st<\/sup> Avenue.<\/p>\n<p>Following adoption, the future land use plan will serve as a planning tool for the city.<\/p>\n<p>Jamestown Mayor Katie Andersen says the plan does not call for the immediate change in land use or zoning.<\/p>\n<p>Existing development that may be designated as a different land use in the future land use plan will be allowed to continue in its current use and zoning district for an indefinite amount of time or at such time that a zone change is requested.<\/p>\n<p>The proposed change must comply with the future land use plan.<\/p>\n<p>SRF Consulting and Jamestown officials will evaluate the concepts, consider revisions to the plan,and the Jamestown City Council may consider adopting the plan as part of an overall growth management plan as early as its May meeting.<\/p>\n<p>\u3000<\/p>\n<p>\u3000FARGO, N.D. (AP) &#8211; A Fargo Hospital is preparing for an $80 million dollar expansion.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0The Essentia Health project includes a new wing with a four-story 105,000-square-foot tower at the hospital&#8217;s current location. It&#8217;s slated for completion in January 2015.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A 25,000-square-foot support services building will be added south and west of the hospital.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Hospital officials say the current 105-bed facility operates at a high capacity every day and more patients are demanding services.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Second-phase construction will begin in January 2014 on a two-story, 20,000-square-foot facility offering specialty clinic space.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The third phase begins in December 2014, with the expansion of the hospital&#8217;s current Emergency Department, operating rooms and imaging services. The work is expected to extend to early 2016.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0MINOT, N.D. (AP) &#8211; Minot police say they arrested a 22-year-old Stanley man on suspicion of fleeing law enforcement, reckless endangerment and driving under the influence after a short chase in the city.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Police say they tried to stop a pickup truck that committed a traffic violation just after midnight Friday but the truck drove off. The high-speed pursuit ended when the driver turned onto a dead-end road ending at the Souris River dead loop and nearly put the pickup into the river.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The man ran off but was apprehended and arrested a short distance later. Formal charges are pending.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; North Dakota is the latest state to pass its own version of Florida&#8217;s Caylee&#8217;s Law.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The House voted unanimously Thursday to endorse a bill requiring that caretakers meet deadlines in reporting children missing or dead. The bill is expected to be signed into law by Gov. Jack Dalrymple. It requires caretakers to report a child missing within 24 hours of a disappearance and to report a death within two hours.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Florida&#8217;s Caylee&#8217;s Law was passed following the death of 2-year-old Caylee Anthony, who was not reported missing until 31 days after vanishing in 2008. At least 11 states, including South Dakota, have enacted similar laws.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Sen. Tyler Axness, a Fargo Democrat and the bill&#8217;s main sponsor, says law enforcement must be notified &#8220;while there is still time to act.&#8221;<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0FARGO, N.D. (AP) &#8211; Fargo-area hardware stores are stocking up on flood supplies in anticipation of an unruly Red River this spring.<br \/>\n\u00a0<br \/>\nStores are putting items such as semi-automatic sump pumps on the shelves. Other big sellers include generators and drain plugs that inflate to provide water-tight seals.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The National Weather Service has given a 50 percent chance that the river in Fargo and Moorhead, Minn., will reach 38 feet. That would make it one of the top five floods in its history. Volunteers are in the midst of a 10-day campaign to fill a million sandbags at Sandbag Central.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; A North Dakota man faces charges stemming from what authorities say are the starvation deaths of more than 100 cattle on his McIntosh County farm.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Forty-four-year-old James Schnabel faces four misdemeanor counts of mistreating animals. He&#8217;s scheduled for his first court appearance on April 22nd.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Sheriff Laurie Spitzer says in an affidavit that Schnabel told authorities that stray dogs chased the cattle into a pole barn, and they died from trampling and suffocation. The sheriff says a veterinarian concluded almost all of the dead cattle died of starvation<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Schnabel could face up to four years in jail if convicted. He did not immediately respond to an Associated Press request for comment Thursday, and court documents do not list an attorney for him.<br \/>\n\u00a0<\/p>\n<p>\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 HUDSON, Wis. (AP) &#8211; The mother of three girls who were killed by their father in northwestern Wisconsin says she was worried about leaving the children alone in his care.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Jessica Schaffhausen testified for a second day in St. Croix County Circuit Court where jurors will decide whether her ex-husband, Aaron Schaffhausen, was sane when he killed 11-year-old Amara, 8-year-old Sophie and 5-year-old Cecilia.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Schaffhausen testified that if left alone in the care of her husband, she worried he would forget to feed them or put them to bed on time.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0Schaffhausen said her husband stopped talking to their children in October of 2011 after moving to North Dakota for work, but told the jury that he would call her up to 30 times a day to harass her.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D.
