Today\u2026 lows drop below zero across the north and down into the James River valley, with dangerous cold wind chills.<\/p>\n

Those traveling need to have a winter survival kit in their vehicle.<\/p>\n

Conditions remain dry and temperatures generally seasonably warm through early next week.<\/p>\n

Tuesday morning, The North Dakota Department of Transportation (NDDOT) along with the North Dakota Highway Patrol (NDHP)\u00a0 issued a\u00a0Travel Alert\u00a0<\/strong>for portions of\u00a0northeastern North Dakota due to strong winds and blowing\u00a0<\/span>snow which is<\/span>\u00a0creating reduced visibility and creating hazardous driving conditions. Cities included in the\u00a0Travel Alert\u00a0<\/strong>are Grand Forks, Cavalier, Pembina,\u00a0Drayton\u00a0and surrounding areas. ATravel Alert\u00a0<\/strong>means conditions are such that\u00a0motorists can still travel\u00a0<\/strong>in these areas, but should be advised of rapidly changing conditions. Motorists are encouraged to reduce speeds and drive according to the conditions.\u00a0<\/span><\/p>\n

Jamestown\u00a0 (CSi)\u00a0 The Jamestown City Council met in Regular Session Monday evening at City Hall.<\/p>\n

All members were present.<\/p>\n

 <\/p>\n

HEARING FROM THE AUDIENCE: \u00a0No One Spoke<\/p>\n

 <\/p>\n

James River Valley Library System Director Joe Rector, gave an update on planned and past projects including information on the Alfred Dickey Public Library\u2019s Centennial Initiative.<\/p>\n

He said the refurbishing of the library has led the way, including funding from the Friends of the Library.<\/p>\n

He pointed out the new electronic scrolling sign installed outside the library.<\/p>\n

He said, electrical circuit boxes are being installed, and landscaping will be completed in the spring.<\/p>\n

An Alfred Dickey display will be added to the Louis L\u2019Amour Family display\u2019s interactive kiosk, and room.<\/p>\n

The bookmobile stops have been expanded within the city limits, along with an upcoming parks program.<\/p>\n

Some Jamestown Public Schools will have visits from the bookmobile.<\/p>\n

The Centennial Celebration week, will be February 19-22, 2019.<\/p>\n

 <\/p>\n

CONSENT AGENDA ITEMS DISCUSSED SEPARATELY\u2026<\/p>\n

Item H, was removed by Council Member Brubakken, \u00a0a Resolution to approve and modify the garbage and recycling collection routes in specific areas from alley to curbside collection, as recommended by Jamestown Sanitation staff and by Recycle North Dakota, and to transition to a four (4) day collection schedule, with the date to be determined by the City Administrator and staff, was approved.<\/p>\n

Before the vote, he asked if residents affected by the changes in pick up location have been notified.<\/p>\n

Mayor Heinrich said those being affected will be notified after City Council action.<\/p>\n

Council Member Phillips questioned if the property owner, or renter will be notified.<\/p>\n

City Administrator Hellekson said, the \u201coccupant,\u201d will be notified.<\/p>\n

The four days route pick up days for garbage and recycling pick ups will be announced, and residents should continue with the present pick up schedule.<\/p>\n

Also to be announced will be the changes, where determined, to move alley garbage and recycling collections to curbsides.<\/p>\n

The information on the revised map indicating where the pick up locations will be, \u00a0have been sent to affected property owners.<\/p>\n

 <\/p>\n

Item \u00a0G. was removed by Jerry Demore, a beekeeper, honey producer concerning a Resolution to approve and authorize entering into a three-year agreement with Airborne Custom Spraying for aerial spraying of pesticides of approximately 11,640 acres of the city at the direction of City staff. \u00a0He asked about being contact about spraying.<\/p>\n

City Administrator Hellekson said there will be notification with the spraying to take place, at dusk.<\/p>\n

Demore will speak with city officials about spraying times saying bees should be sprayed in the morning hours.<\/p>\n

The City Council approved the agreement with Airborne Custom Spaying.<\/p>\n

REGULAR AGENDA<\/p>\n

RESOLUTIONS:<\/p>\n

Considered was the agreement with New Phase Energy for a feasibility study, \u00a0to study the gas emitted from \u00a0the Wastewater Treatment Facility at a reduced cost, not to exceed 22,500, and authorize the City Attorney, Mayor and City Administrator \u00a0to meet with, representatives of New Phase Energy.<\/p>\n

If the city goes forward with the project the city will pay additional dollars above the minimum.<\/p>\n

New Phase Energy said Fargo is currently doing a similar gas capture from their landfill.<\/p>\n

The Jamestown study involves capturing so called Green Gas, or bio-gas emitted from the plant, and sent by pipeline to a utility that will transform the gas to be used for other purposes.\u00a0 Mayor Heinrich said on a recent Wayne Byers Show on CSi Cable 2, that it\u2019s estimated the City of Jamestown could be in line for about $1-million annually in the sale of the gas.<\/p>\n

The City Council approved the agreement.<\/p>\n

The City Council approved \u00a0the agreement with CPS to provide the 2018 Annual Municipal Solid Waste Landfill Groundwater Monitoring Report and additional consultation regarding the City\u2019s Groundwater Monitoring Plan.<\/p>\n

MAYOR AND COUNCIL MEMBER’S REPORT:<\/p>\n

Council Member Buchanan reported on the Battle of the Badges Blood Drive, as Jamestown Police Chief said, over 200 individuals gave blood, as the Jamestown Fire Department won the competition based on votes from blood donors.<\/p>\n

Council Member Steele reported that\u00a0 The Heading South T.V. program that was videoed in Jamestown has been completed.<\/p>\n

He added volunteers are assisting children within crosswalks at Lincoln Elementary School.<\/p>\n

Mayor Heinrich was joined by Council member Brubakken in saying city crews did a good job in cleaning snow from streets following the recent blizzard.<\/p>\n

OTHER BUSINESS:<\/p>\n

Considered approval of the Code of Conduct to ensure efficient, fair, and professional administration of federal grant funds and programs in compliance with the U.S. Office of Management and Budget and other applicable federal and state standards, regulations, and laws.<\/p>\n

Mayor Heinrich explained that the Code of Conduct includes all city employees and contractors in which the city does business. Approval helps clear the way to received various grants.<\/p>\n

The City Council approved the Code of Conduct language.<\/p>\n

Approved the agreement with Interstate Engineering to provide engineering services for the 2019 Water Main Improvement District included in the Drinking Water State Revolving Fund (DWSRF) priority list, as budgeted for 2019 in the Water Utility Fund.<\/p>\n

Jamestown\u00a0 (CSi)\u00a0 Jamestown Mayor Dwaine Heinrich points out that a little time remains for those qualifying for the Homestead Property Tax Credit.<\/p>\n

On Monday\u2019s Wayne Byers Show on CSi cable 2, he said, the program is for property owners 65 years old and older, or disabled with an annual income of $42,000 or less.<\/p>\n

More information by contacting the city or county assessors.<\/p>\n

He said the tax dollars are reimbursed to the city from the state.<\/p>\n

He added that the North Dakota legislature will be taking up the \u201cPrairie Dog Bill.\u201d<\/p>\n

He said the bill aims to distribute dollars to non-oil producing counties for purposes of infrastructure improvements including roads, sewers and other needs.<\/p>\n

The Mayor pointed out that the distribution is based on population, and that the City of Jamestown is in line for $2.4 million annually under the bill, which is designed to be an on-going distribution.<\/p>\n

On our show, Mayor Heinrich added that the two traffic signals, part of the upgrade on Highway 281 South at the I-94 interchange will be installed in the next few weeks.\u00a0 The city will have more information on the exact dates of installation.<\/p>\n

\"\"Jamestown\u00a0 (Cassie DuBray)\u00a0 The Jamestown United Way presented a laptop computer on Monday to Isabella Sandstrom at the JRMC.<\/p>\n

Isabella Sandstrom is the 11 year old child who was struck by a car this fall by Lincoln Elementary School. The Jamestown United Way learned that due to her injuries and being hospitalized, she was unable to communicate with her teachers, unable to write, or complete her homework. The Jamestown United Way\u00a0 voted to purchase a brand new laptop computer to give to her.<\/p>\n

Valley City\u00a0 (VCSU)\u00a0 The annual Rotary Club Pancake Feed will be held Jan. 22 from 5-7 p.m. at the VFW in Valley City. Part of the proceeds go to the V-500 Scholarship program.<\/p>\n

GRAND FORKS, N.D. (AP) \u2014 Police are investigating the death of a man whose body was found in a vehicle in Grand Forks.<\/p>\n

Authorities say officers were called to check on the man sitting in a vehicle near Interstate 29 Monday about 5:30 p.m. When police arrived they discovered the man was dead. His identity has not been released.<\/p>\n

KFGO<\/a> says the investigation is ongoing.<\/p>\n

BISMARCK, N.D. (AP) \u2014 A federal judge is allowing four Native American tribes in the Dakotas to challenge the recent conclusion of federal officials that a Dakota Access oil pipeline spill wouldn’t unfairly affect them. It will further prolong a lawsuit that the Standing Rock, Cheyenne River, Yankton and Oglala Sioux filed 2 \u00bd years ago against the $3.8 billion pipeline that’s now moving North Dakota oil to Illinois.<\/p>\n

BISMARCK, N.D. (AP) \u2014 A new revenue forecast for North Dakota is expecting oil prices to rise. The Legislature got the forecast Monday from its own economic consultancy as it prepares to work up a budget in the new legislative session. Legislators voted two years ago to get a private forecast as a backup to the state’s own forecast. The consultant’s forecast was largely in line with the $2.9 billion in revenue that the state estimated. Gov. Doug Burgum used that estimate to craft a two-year, $14.3 billion budget.<\/p>\n

Valley City –\u00a0 Mark Potts, VCSU \u2013 The 102nd Barnes County Boys Basketball Tournament has been set as follows:<\/p>\n

Eight teams will converge on Valley City State University for the annual tournament in early January.<\/p>\n

The quarterfinals of the tournament will be played on Tuesday, Jan. 8.<\/p>\n

The semifinals are on Thursday, Jan. 10.<\/p>\n

BISMARCK, N.D. (AP) \u2014 A Facebook Live fish-off involving tourism spokesmen for two top ice-fishing destinations in the Upper Midwest turned into a whopper of a competition.<\/p>\n

The friendly daylong contest Thursday involving Tanner Cherney at North Dakota’s Devils Lake and Joe Henry at Minnesota’s Lake of the Woods ended with 85 fish being caught by those two and others.<\/p>\n

Lake of the Woods came out the winner, with a windfall of 71 fish.<\/p>\n

The main goal of the Walleye War was to showcase the two lakes that are popular destinations for anglers.<\/p>\n

(AP) \u2014 National champion North Dakota State tops the final Football Championship Subdivision polls of the season.NDSU beat Eastern Washington on Saturday for its record seventh FCS title. The Bison finished No. 1 in both the coaches and media polls released Monday.Eastern Washington is second and South Dakota State third in both the American Football Coaches Association poll and the STATS media poll. Kennesaw State and Maine flip-flop the final two Top Five positions in the polls.<\/p>\n

VCSU to celebrate Women’s Sports…<\/p>\n

Valley City\u00a0 (VCSU)\u00a0 \u00a0The Valley City State University athletic department is inviting all former female student-athletes and coaches back to campus in February as we celebrate the 50th season of women\u2019s athletics at VCSU.<\/p>\n

Although the history of Valley City State women\u2019s athletics dates back to the early 1900\u2019s, the 2018-19 season marks the 50th season of continuous intercollegiate women\u2019s athletics on the VCSU campus. Valley City fielded intercollegiate teams in\u00a0women\u2019s basketball and softball during the 1969-70 school year and has been doing so ever since.<\/p>\n

The February reunion weekend kicks off a yearlong celebration of events recognizing our tradition and just how far VCSU has traveled in five decades of women\u2019s athletics.<\/p>\n

Lawrence threw TD passes to Travis Etienne, Tee Higgins and Justyn Ross to help undefeated Clemson become the first team in the AP poll era starting in 1936 to win 15 games in a season.<\/p>\n

Etienne had three first-half TDs for Clemson, which actually trailed 16-14 in the second quarter before forging a 31-16 advantage by halftime. He finished with 86 yards on 14 carries.<\/p>\n

A.J. Terrell brought back an interception 44 yards for a touchdown on Alabama’s opening drive. Heisman Trophy runner-up Tua Tagovailoa (TOO’-ah tuhng-oh-vy-LOH’-ah) threw a second interception and was 22 of 34 for 295 yards with two first-quarter TDs, along with minus-9 yards rushing.<\/p>\n

Haskins is leaving school for NFL draft<\/p>\n

UNDATED (AP) \u2014 Ohio State quarterback Dwayne Haskins is giving up his remaining college eligibility to enter the upcoming NFL draft.<\/p>\n

The third-year sophomore said on Twitter he would forgo his final year of eligibility “after many thoughts and prayers with family and close friends.”<\/p>\n

Haskins smashed most Ohio State and Big Ten single-season passing records in 2018, throwing for a nation-leading 50 touchdowns and finishing third in Heisman Trophy voting.<\/p>\n

His decision comes after he completed 25 of 37 passes for 251 yards and three touchdowns in the Rose Bowl, which also was the last game for retiring coach Urban Meyer.<\/p>\n

\u2014 The College Football Playoff is not expanding anytime soon despite calls from at least one league commissioner to increase the number of participants. Mississippi State President and CFP board of managers chairman Mark Keenum says it’s much too soon to know if there’s even the possibility of expanding the number of teams.<\/p>\n

Packers hire Titans OC to replace McCarthy<\/p>\n

UNDATED (AP) \u2014 The Green Bay Packers have found their new head coach.<\/p>\n

A person familiar with the decision says Titans offensive coordinator Matt LaFleur has accepted Green Bay’s offer to become the next head coach of the Packers.<\/p>\n

LaFleur would replace Mike McCarthy, who was fired during the season after a stunning home loss to Arizona. LaFleur was offensive coordinator with the Rams in 2017, leading a group that paced the NFL in scoring was 10th in total offense.<\/p>\n

Offensive coordinator Joe Philbin went 2-2 to close out the season as the Packers failed to reach the playoffs for the second straight year. The 6-9-1 record was also the second straight under .500 for the storied franchise.<\/p>\n

\u2014 Cody Parkey’s missed 43-yard field goal attempt on Sunday has been officially ruled a block by the league. Video showed Philadelphia’s Treyvon Hester tipped the ball.<\/p>\n

\u2014 The Chargers have added tight end Hunter Henry to the roster, less than eight months after he suffered a knee injury during an offseason workout. The team’s second-round pick in 2016 tore the anterior cruciate ligament in his right knee while running a route during a non-contact drill on May 22, the first day of organized team activities. He returned to practice on Dec. 17 and took part in team drills last week as the Chargers prepared for their AFC wild-card game at Baltimore.<\/p>\n

\u2014 The league has carried over its increase in viewers from the regular season over to the playoffs. The NFL said on Monday that there was an average of 28.4 million viewers for the four wild-card round games, which is a 12 percent increase over last year.<\/p>\n

Spurs dump Pistons for fifth win in row<\/p>\n

UNDATED (AP) \u2014 The San Antonio Spurs have their longest winning streak of the season after knocking off the Pistons in Detroit.<\/p>\n

DeMar DeRozan poured in 26 points and LaMarcus Aldridge added 25 as the Spurs earned a 119-107 victory. San Antonio trailed by nine until a 23-2 run bridging the first two quarters put the Spurs ahead, 45-33.<\/p>\n

It was the Spurs’ fifth straight win and the 1,221st of coach Gregg Popovich’s career. Popovich is tied with Jerry Sloan for third on the all-time wins list, behind only Don Nelson and Lenny Wilkens.<\/p>\n

Ex-Arizona assistant to plea out<\/p>\n

UNDATED (AP) \u2014 Former Arizona assistant coach Emanuel Richardson has reached an agreement with New York prosecutors to plead guilty to one count of federal funds bribery at a hearing later this month.<\/p>\n

Richardson’s attorney said the plea agreement for the Jan. 22 hearing contains a stipulated sentencing guidelines range of 18 to 24 months, though the sentence is up to the judge and doesn’t guarantee testimony against others.<\/p>\n

Richardson was among 10 people arrested as part of a federal probe into college basketball recruiting practices in September 2017, including assistant coaches at four prominent schools.<\/p>\n

Former Southern California assistant coach Tony Bland pleaded guilty to conspiracy to commit bribery last Wednesday. Former Auburn assistant coach Chuck Person and another man are scheduled to go on trial next month.<\/p>\n
