Richard Allen Smuda lives at 2605 Circle Drive, North Dakota State Hospital Transition Home, Jamestown, ND<\/p>\n

He presently had no vehicle.<\/p>\n

Smuda is a 52 year old white male, five feet nine inches tall, Weighing 302 pounds with blue eyes and brown hair.<\/p>\n

He has been assigned a high risk assessment by the North Dakota Attorney General\u2019s Risk Level Assessment Committee.<\/p>\n

Offense:\u00a0 Gross Sexual Imposition. He beat up his girlfriend and forced her to perform oral sex on him, occurring on a rural gravel road.<\/p>\n

Conviction Date: March 1991 in Cass County District Court in North Dakota.<\/p>\n

Disposition: Eight years, first serve five years, three years suspended for three years, 118 days credit, three years supervised probation.<\/p>\n

Offense:\u00a0 Gross Sexual Imposition, using a knife to compel a female acquaintance to perform oral sex on him, at\u00a0 car parked in a rural area.<\/p>\n

Conviction Date: April, 1987 in Cass County, ND, District Court.<\/p>\n

Disposition:\u00a0 Five years, one year suspended, 235 days credit, one year supervised probation.<\/p>\n

Smuda is not wanted by police at this time and has served the sentence imposed by the court.<\/p>\n

This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault, or intimidate the offender.<\/p>\n

Any attempts to harass, intimidate or threaten these offenders, their families, landlords, or employers will be turned over for prosecution.<\/p>\n

Colds are common this time of year. However, colds that can\u2019t be shook may be sinusitis, said Dr. W. Thomas Coombe, JRMC Ear, Nose & Throat specialist. When the drainage system becomes blocked, usually from swelling, heads hurt and noses congest.<\/p>\n

One of the easiest ways to treat sinusitis is with nasal irrigation. Irrigate the nose at least once a day. The Academy of Otolaryngology recommends brewing a simple solution of one-half teaspoon of non-iodized salt and a half teaspoon of baking soda into two cups of lukewarm distilled or previously boiled water.<\/p>\n

BISMARCK, N.D. (AP) \u2014 A Bismarck man convicted of firing a shotgun at a law enforcement officer in 2015 will be resentenced after winning his challenge with the North Dakota Supreme Court.<\/p>\n

Branden Lyon was sentenced to life in prison last year with the possibility of parole. Lyon was convicted in October 2017 of attempted murder, two counts of terrorizing and illegal possession of a firearm related to a standoff with police in October 2015 in Bismarck.<\/p>\n

The Bismarck Tribune<\/a> says Lyon appealed that sentence, saying it was improper under the habitual offender statute. The Supreme Court agreed.<\/p>\n

Judge Bruce Haskell cited Lyon’s lengthy and violent criminal history in handing down the life sentence. Lyon will be resentenced March 5 at the Burleigh County Courthouse in Bismarck.<\/p>\n

BISMARCK, N.D. (AP) \u2014 North Dakota’s House has killed a bill to increase speed limits on multilane highways and interstates in the state.Representatives on Wednesday voted 46-46, which means the measure was rejected.Grand Forks Republican Jake Blum sponsored the bill that would raise speed limits on multilane highways from 70 mph to 75 mph and on interstates from 75 mph to 80 mph.Blum says the proposed increase “reflects the reality of traffic speed.”North Dakota’s Transportation Department estimates the cost of changing signs and road improvements needed to be rated for the extra speed is nearly $10 million over the next four years.\u00a0<\/article>\n
BISMARCK, N.D. (AP) \u2014 North Dakota’s House believes that people convicted of drunken driving shouldn’t have to have the offense hanging over their heads forever.The House voted 89-2 on Wednesday to seal the court records of convicted drunken drivers if aren’t charged with another DUI or any other crime for seven years.Devils Lake Republican Rep. Dennis Johnson sponsored the bipartisan bill. It does not apply to licensed commercial drivers.The bill now moves to the Senate for consideration.\u00a0<\/article>\n
BISMARCK, N.D. (AP) \u2014 North Dakota’s House has approved legislation that would allow people convicted of some crimes to have their records sealed if they stay out of trouble for a few years.The House voted to approve the bill 78-13 on Wednesday.Fargo Republican Rep. Shannon Roers Jones sponsored the bill. She says it would only apply to nonviolent and nonsexual offenses.The bill would allow someone convicted of a misdemeanor to apply to have the offense sealed if they are not charged with a new crime for at least three years. Someone convicted of a felony may apply if they are not charged with a new crime for at least five years.Roers Jones says the sealing of records is not automatic, and courts would make the determination.\u00a0<\/article>\n

CHICAGO\u00a0 ( Gatorade POY\u00a0 Feb 13, 2019)\u00a0 <\/span>\u2013 In its 34th year of honoring the nation\u2019s best high school athletes, The Gatorade Company, Wednesday announced Meghan Ford of Jamestown High School as its 2018-19 Gatorade North Dakota Girls Cross Country Runner of the Year.<\/strong> Ford is the first Gatorade North Dakota Girls Cross Country Runner of the Year to be chosen from Jamestown High School.<\/p>\n

The award, which recognizes not only outstanding athletic excellence, but also high standards of academic achievement and exemplary character demonstrated on and off the racecourse, distinguishes Ford as North Dakota\u2019s best high school girls cross country runner. Now a finalist for the prestigious Gatorade National Girls Cross Country Runner of the Year award to be announced in February, Ford joins an elite alumni association of past state award- winners in 12 sports, including Lukas Verzbicas (2010-11, 2009-10 Carl Sandburg High School, Orland Park, Ill.), Megan Goethals (2009-10, Rochester High School, Rochester Hills, Mich.), Jordan Hasay (2008-09, Mission College Preparatory Catholic High School, San Luis Obispo, Calif.) and Chris Derrick (2007-08, Neuqua Valley High School, Naperville, Ill.).<\/p>\n

The 5-foot-6 sophomore raced to the Class A state championship this past season with a time of 17:56.9. Ford also won the Western Dakota Association championship, the Devils Lake Invitational, the Blue-White Invitational and the Andrew Carlson Distance Challenge. She took 16th at the Foot Locker Midwest Regional championships and 17th at the Nike Cross Nationals Heartland Regional championships.<\/p>\n

A devoted member of her church community, Ford has volunteered locally on behalf of the Salvation Army, Operation Christmas Child, a Vacation Bible School and suicide-prevention initiatives. \u201cMeghan Ford proves that hard work and dedication can lead to great accomplishments,\u201d said Jamestown coach Ken Gardner. \u201cEver since she joined the team as a seventh-grader, she has put the time in, both in-season and offseason. The result has been a consistent rise in the ranks of elite runners in the state.\u201d<\/p>\n

Ford has maintained a 4.0 GPA in the classroom. She will begin her junior year of high school this fall.<\/p>\n

The Gatorade Player of the Year program annually recognizes one winner in the District of Columbia and each of the 50 states that sanction high school football, girls volleyball, boys and girls cross country, boys and girls basketball, boys and girls soccer, baseball, softball, and boys and girls track & field, and awards one National Player of the Year in each sport. The selection process is administered by the Gatorade Player of the Year Selection Committee, which work with top sport-specific experts and a media advisory board of accomplished, veteran prep sports journalists to determine the state winners in each sport.<\/p>\n

ENGLEWOOD, Colo. (AP) \u2014 The Baltimore Ravens have agreed to trade quarterback Joe Flacco to the Denver Broncos in exchange for a fourth-round pick in this year\u2019s NFL draft, a person with knowledge of the agreement told The Associated Press.<\/p>\n

The person spoke to the AP on condition of anonymity Wednesday because neither team announced the deal, which was first reported by ESPN. NFL rules prohibit teams from discussing trades until the start of the league year on March 13.<\/p>\n

Flacco, the MVP of the 2013 Super Bowl following a miraculous win at top-seeded Denver, became expendable in Baltimore with the emergence of rookie Lamar Jackson, the former Louisville star who led the Ravens into the playoffs after Flacco got hurt.<\/p>\n

WASHINGTON (AP) \u2014 A former counterintelligence agent with the U.S. Air Force has been accused of revealing classified information to Iran.<\/p>\n

The Justice Department has announced an indictment against Monica Elfriede Witt, who defected to Iran in 2013 and is currently at-large.<\/p>\n

Also charged are four Iranian hackers. Prosecutors say they targeted former colleagues of Witt’s in the intelligence community. The indictment says the four Iranians were acting on behalf of the government-linked Iranian Revolutionary Guard Corps.<\/p>\n

Assistant Attorney General John Demers, the head of the Justice Department’s national security division, says, “It is a sad day for America when one of its citizens betrays our country.”<\/p>\n

TEHRAN, Iran (AP) \u2014 Iran’s Foreign Minister Mohammad Javad Zarif is linking a suicide bombing targeting the country’s elite Revolution Guard to an ongoing, U.S.-sponsored Mideast meeting in Warsaw.<\/p>\n

Zarif tweeted Wednesday night: “Is it no coincidence that Iran is hit by terror on the very day that (hashtag)WarsawCircus begins? Especially when cohorts of same terrorists cheer it from Warsaw streets & support it with twitter bots?”<\/p>\n

Zarif added that the “US seems to always make the same wrong choices, but expect different results.”<\/p>\n

NEW YORK (AP) \u2014 Experts say there’s little doubt as to where Joaquin “El Chapo” Guzman will be serving his prison sentence in the United States: The ADX “Supermax” in Florence, Colorado, houses some of the most notorious criminals to set foot in an American courtroom.<\/p>\n

It’s known as the “Alcatraz of the Rockies” and is home to Unabomber Ted Kaczynski and Sept. 11 conspirator Zacarias Moussaoui.<\/p>\n

Inmates are kept in solitary confinement for 23 hours a day and get minimal human interaction. Inmates receive meals in their cells and eat them feet away from their toilets.<\/p>\n

The facility is guarded by razor-wire fences, gun towers and armed patrols.<\/p>\n

Guzman was convicted Tuesday of running one of the largest narcotics smuggling operations in the world. He previously escaped from two high-security Mexican prisons.<\/p>\n

WASHINGTON (AP) \u2014 President Donald Trump says he and his aides will be “looking for land mines” when they review the final text of a border security agreement. The deal would keep the government open, but provide just a fraction of the money Trump has been demanding for his border wall.<\/p>\n

Asked by reporters whether he planned to back the deal, Trump said Wednesday he would be taking “a very serious look,” but declined to tip his hand.<\/p>\n

He says, “we’re going to look at the legislation when it comes and I’ll make a determination.”<\/p>\n

Still, Trump reiterated his desire to avoid another government shutdown, following the 35-day partial closure that left hundreds of thousands of federal workers without paychecks, saying another closure “would be a terrible thing.”<\/p>\n

Trump is also insisting that, no matter what, “We’re going to have a great wall.”<\/p>\n

CAPE CANAVERAL, Fla. (AP) \u2014 NASA’s longest-running rover on Mars, Opportunity, has been pronounced dead, 15 years after it landed on the red planet.<\/p>\n

The six-wheeled vehicle was built to operate just three months. But it kept going and going until it was finally doomed by a ferocious dust storm eight months ago.<\/p>\n

Flight controllers made numerous attempts to contact it and sent one final series of recovery commands Tuesday night, accompanied by one last wake-up song, Billie Holiday’s “I’ll Be Seeing You.” There was no response, only silence.<\/p>\n

Remarkably spry until communication ceased last June, Opportunity roamed a record 28 miles (45 kilometers) around Mars.<\/p>\n
