Jamestown, ND (KCSi-T.V. News (Apr 10, 2013) — The Buffalo City Tourism Foundation Board has approved funding arrangements with the city of Jamestown and the Jamestown\/ Stutsman Development Corp.<\/p>\n

Tourism Executive Director Searle Swedlund says under the four year agreement approved by the City Council, Tourism receives $299,320 this year for the foundation\u2019s enterprise plan. The Foundation will receive between $290,320 to $323,320 for 2014 depending on the amount requested in its enterprise plan for 2014.<\/p>\n

The City Council will determine the amount of funding the foundation receives for 2015 and 2016 at a later date.<\/p>\n

The City of Jamestown levies a 2 percent tax on lodging and a 1 percent tax on restaurants, which is then sent to the city from the state, and used for tourism promotion.<\/p>\n

Jamestown, ND (KCSi-T.V. News Apr 9. 2013) — The U.S. Army Corps of Engineers says, the spring of 2013 will see among the higher years of water flowing through Jamestown with releases from Jamestown and Pipestem Dams due to run off rather than all the moisture soaking into the ground.<\/p>\n

Also a combination of a late spring and slow snow melt is still holding between two and half and three and a half inches of moisture, in the snow pack above Jamestown and Pipestem Dams. Not all of the moisture content is expected to enter into the ground.<\/p>\n

Officials say while this spring will mean a higher year of water flowing in the James River Basin, about 206,000 acre feet, it is expected to be below record high years, when more than 800,000 acre feet flowed through the James River.<\/p>\n

South of Jamestown little runoff was reaching the rivers.<\/p>\n

As of Wednesday the highest combined releases from Jamestown and Pipestem Dam is estimated at between 750 and 1,200 cfs, timed to happened after local runoff is finished at LaMoure and the river level at that location starts to go down.<\/p>\n

Pipestem Dam Manager, Bob Martin in Jamestown has said officials hope to have Jamestown Reservoir’s levels drawn down to summer level by June this year.<\/p>\n

\n\u00a0\u00a0\u00a0\u00a0 The McKenzie County Sheriff’s Office says 29-year-old Aaron Callantine, of Alexander, was flown to a Minneapolis burn center after the Wednesday morning blast at Youngquist Brothers Oil and Gas Shop.

\n\u00a0\u00a0\u00a0\u00a0 Details on Callantine’s injuries and condition were not released.<\/p>\n

BISMARCK, N.D. (AP) – A convicted felon from North Dakota has been arrested on drug and weapons charges.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Harvey Trautman is charged in federal court with three counts, including possession with intent to distribute a controlled substance and possession of a firearm in furtherance of a drug trafficking crime. He has pleaded not guilty.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Authorities say Trautman was in possession of methamphetamine and a pistol when he was arrested in December.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Trautman is also charged with possession of a firearm by a convicted felon. He has previous convictions for motor vehicle theft, distribution of a controlled substance and escape.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 A detention hearing in the case is scheduled Monday in Bismarck. Prosecutors say Trautman is a flight risk and should be jailed until the case is resolved.<\/p>\n

FARGO, N.D. (AP) – Fargo police say three men have been arrested in connection with copper thefts.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The\u00a0 three men were arrested Wednesday on burglary charges.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Authorities say the three men stole about 26,000 pounds of copper from Dakota Supply Group. The copper is valued at $112,000.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The trio is also charged in connection with the Feb. 25 copper theft from Fargo Electric. That copper theft was estimated at $50,000.<\/p>\n

\u00a0BISMARCK, N.D. (AP) – North Dakota’s Senate has unanimously endorsed a bill aimed at strengthening penalties for drunken driving.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Senators approved the bill 47-0 on Wednesday. The measure will now go to a conference committee to work out differences of House and Senate versions of the bill.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Along with increased fines and other penalties, the measure would require jail time or community service work for first-time DUI offenders who have blood alcohol content of 0.18 percent. That’s more than twice the state’s legal limit of 0.08 percent.

\n\u00a0\u00a0\u00a0\u00a0 The bill also would require mandatory participation in the so-called 24\/7 sobriety program for repeat offenders.

\n\u00a0LINCOLN, Neb. (AP) – Opponents of the Keystone XL pipeline in Nebraska are circulating a petition to try to halt the project.

\n\u00a0\u00a0\u00a0\u00a0 The group Bold Nebraska sent out an email Wednesday, urging its supporters to sign an online petition that would ask President Barack Obama to deny federal approval.

\n\u00a0\u00a0\u00a0\u00a0 The group pointed to a recent tar-sands oil pipeline leak in Arkansas as evidence that regulators should reject the Keystone XL.

A coalition of environmentalists, Native Americans and some landowners are fighting the project. Oil companies, some labor unions and the Canadian government are pushing for project approval. CANDO, N.D. (AP) – A shuttered pasta plant in the northeastern North Dakota city of Cando might reopen soon.

\n\u00a0\u00a0\u00a0\u00a0 Towner County Economic Development Director JoAnn Rodenbiker\u00a0says \u00a0a group of local buyers hopes to close a deal to purchase the former Noodles By Leonardo plant by the end of the month.

\n\u00a0\u00a0\u00a0\u00a0 The plant closed last October, about six months after a sister plant closed in Devils Lake. That plant was sold last year to a Twin Cities-based company that manufactures biodegradable food service products such as disposable plates.<\/p>\n

\u3000\u00a0 BISMARCK, N.D. (AP) – North Dakota’s oil industry is endorsing a change to a revenue sharing agreement that the state has had with the Three Affiliated Tribes since 2008. The agreement limits oil tax rates on Fort Berthold Reservation land, and details how the state and tribal governments will share oil revenues. State records show that since the agreement was adopted, the state has collected $315 million and the tribe received $201 million.<\/p>\n

\u00a0FARGO, N.D. (AP) – North Dakota’s congressional delegation says President Barack Obama’s failure to include money for a Red River diversion project in his budget is unfortunate. The nearly $2 billion project is meant to move water around Fargo and Moorhead, Minn., through a 35-mile channel. Senators John Hoeven and Heidi Heitkamp and Representative Kevin Cramer released a joint statement saying the omission will make it harder for them to secure federal funding.<\/p>\n

\u00a0BISMARCK, N.D. (AP) – The Senate Appropriations Committee has voted unanimously to support a request by North Dakota Attorney General Wayne Stenehjem (STEHN’-juhm) for a $400,000 budget increase to defend any lawsuits that arise from the state’s strictest abortion laws in the country. Republican Governor Jack Dalrymple (DAHL’-rimp-ul) signed three abortion bills last month that would make North Dakota the most restrictive state in the nation for the procedure. The state Senate and House must still approve the appropriation for legal challenges.<\/p>\n

\u00a0FARGO, N.D. (AP) – Truck drivers who have been hauling sandbags around Fargo in preparation for spring flooding chipped in to buy lunch for hundreds of volunteers.

Jack Nicklaus, Arnold Palmer and Gary Player – with 13 green jackets between them – each struck a ball off the first tee to begin the first major of the year Thursday.<\/p>\n

Then they stepped aside for the first group: Sandy Lyle, John Peterson and amateur Nathan Smith. Lyle and Smith both left the opening hole with bogeys.<\/p>\n

Four-time Masters champion Tiger Woods comes into the week as the overwhelming favorite. He already has three wins this year and reclaimed the No. 1 spot in the world rankings.<\/p>\n

AUGUSTA, Ga. (AP) – Augusta National chairman Billy Payne says the winner of six PGA Tour events held in the fall will earn invitations to the Masters.<\/p>\n

To allow room for more winners, however, the Masters is making its first changes to the qualifications since 2007.<\/p>\n

Only the top 12 and ties from the previous Masters will be eligible to return, down from the top 16 and ties. The top eight and ties from the U.S. Open used to be eligible for the Masters. That number will shrink to the top four and ties, same as the British Open and PGA Championship.<\/p>\n

In the biggest change, the Masters will no longer include the top 30 from the PGA Tour money list.<\/p>\n

Payne announced one other change effective this year – the cut will increase from the top 44 to the top 50, including the 10-shot rule.<\/p>\n
