in Regular Session, Tuesday evening at City Hall.<\/p>\n<p>Commission Magnuson was not present.<\/p>\n<p class=\"Default\"><b><span style=\"font-size: 11.0pt;\">APPROVAL OF CONSENT AGENDA ITEMS: <\/span><\/b><\/p>\n<p class=\"Default\"><span style=\"font-size: 11.0pt;\">Approval of a Raffle Permit for Dakota Plains Ag, North Dakota Game Warden Museum, Valley City Baseball Association, Valley City Lion.<\/span><\/p>\n<p class=\"Default\"><b><span style=\"font-size: 11.0pt;\">PUBLIC COMMENT:\u00a0 No one spoke.<\/span><\/b><\/p>\n<p><strong>PUBLIC HEARING<\/strong><\/p>\n<p>A Public Hearing was held to consider the petition to Annex the a tract of land located southeast of I-94 and Exit 292, submitted by Roserock Holdings, LLC<\/p>\n<p>On person spoke and had concerns about a trap team range within 900 feet of the property, and pointed out noise issues.<\/p>\n<p>The president of the Trap Club said hours of usage will be expanded in the future.<\/p>\n<p>City Attorney Martineck said there should not be any concerns, based on the North Dakota Century Code, concerning shooting ranges.<\/p>\n<p>Following the Public Hearing\u2026<\/p>\n<p class=\"Default\"><b><span style=\"font-size: 11.0pt;\">ORDINANCE <\/span><\/b><\/p>\n<p class=\"Default\"><span style=\"font-size: 11.0pt;\">City Commissioners approved the first reading of Ordinance relating to the annexation, as\u00a0 the Loves corporation\u00a0 is to build \u00a0 a new travel center and truck stop in Valley City.<br \/>\n<\/span><\/p>\n<p>The City Commission approved the second and final reading of, an Ordinance relating to removal of snow and ice from sidewalk, and repealing a section of the City Code.<\/p>\n<p>City Attorney Martineck said no changes were made from the First Reading, and a recodification action, which mandates snow be removed from sidewalks within 24 hours of the end of a snowfall event.<\/p>\n<p>Valley City Fire Chief Scott Magnuson presented the\u00a0 2018 Valley City Fire Department Annual Report.<\/p>\n<p>He said in 2018 there were 102 fire calls, noting the all time high was 298 \u00a0two years ago.<\/p>\n<p>He said there were 110 training hours held, and 44 hours were spent in schools concerning fire safety and fire prevention.<\/p>\n<p class=\"Default\"><span style=\"font-size: 11.0pt;\">Approved was the Visitors Committee Recommendation for Image Enhancement Grant Application for Foell Chiropractic Clinic up to $1,000 for signage.<\/span><\/p>\n<p>Approved a Visitors Committee Recommendation for Image Enhancement Grant for Historic Buildings Grant Application for Brockopp Brewing, LLC up to $15,000 subject to conditions set forth by Visitors Committee.<\/p>\n<p>City Administrator Schelkoph there will be tuck pointing to the building, with the original look of the building being maintained.<\/p>\n<p>Approve was a Special Alcohol Beverage Event Permit for Valley City Eagles Aerie, at 2192 at North Dakota Winter Show on March 5 \u2013 9, 2019<\/p>\n<p>The City Commission approved a Special Alcohol Beverage Event Permit for VFW Post 2764 at North Dakota Winter Show on March 8, 2019.<\/p>\n<p>Approved \u00a0was extending the protest deadline for Paving Improvement District No. 119 to March 11, 2019<\/p>\n<p>City Administrator Schelkoph said at a public meeting, costs were questioned, including paving and infrastructure replacement during the project.\u00a0 Another public meeting next week, will be held explaining what the project entails.<\/p>\n<p class=\"Default\"><span style=\"font-size: 11.0pt;\">The City Commission approved an updated procedure for Commission meeting agendas.<\/span><\/p>\n<p class=\"Default\"><span style=\"font-size: 11.0pt;\">The agenda will be included in the city\u2019s web site, and E-Mail requests will be honored when notifying the city.<\/span><\/p>\n<p class=\"Default\"><span style=\"font-size: 11.0pt;\">City Attorney Martineck said it is not required by law to publish notice in the newspaper, but rather a courtesy. <\/span><\/p>\n<p><strong>CITY ADMINISTRATOR\u2019S REPORT <\/strong><\/p>\n<p class=\"Default\"><span style=\"font-size: 11.0pt;\">David Shelkoph gave a report on MRES, and WAPA power, providers, and city representation on the MRES Board, concerning input, and he being an MRES board member.<\/span><\/p>\n<p>He said he continues to support and the trackage of the Prairie Dog Bill, along with permanent flood protection state funding for Valley City.<\/p>\n<p>He praised the city\u2019s snow clearing efforts giving the amount of snow, and frequency of snowfalls.<\/p>\n<p>He pointed out the city will post on its website the list of licensed contractor to remove snow from properties.<\/p>\n<p><strong>CITY UPDATES &amp; COMMISSION REPORTS <\/strong><\/p>\n<p>KLJ reported the public meeting for paving district 118, along 5th Avenue, Northwest,\u00a0 will be this Thursday the 21<sup>st<\/sup>, from 5:30- to 7:30-p.m., at the Hi Liner
