Highs around 20.<\/p>\n<p>&nbsp;<\/p>\n<p>Monday Evening<\/p>\n<p>The North Dakota Department of Transportation (NDDOT) along with the North Dakota Highway Patrol (NDHP) have extended the <strong>No Travel Advisory<\/strong> in south central North Dakota to include Bismarck and surrounding areas due to snow and blowing\u00a0snow which is\u00a0creating near zero visibility. Motorists should know that blowing snow is creating drifts at bridges and underpasses and roadways may become blocked. A <strong>No Travel Advisory <\/strong>remains in effect for<strong> Valley City,<\/strong> Ellendale and surrounding areas. A <strong>No Travel Advisory <\/strong>means conditions are such that <strong>motorists should not travel <\/strong>in these areas.<\/p>\n<p>&nbsp;<\/p>\n<p>There is also a <strong>Travel Alert<\/strong> in effect for areas including Dickinson, \u00a0Minot, Devils Lake, Grand Forks, Fargo, Wahpeton and surrounding areas due to blowing snow and reduced visibility. Be cautious when approaching bridges and sheltered areas because the blowing snow may create drifts in the driving lanes. A <strong>Travel Alert <\/strong>means conditions are such that <strong>motorists can still travel <\/strong>in these areas, but should be advised of rapidly changing conditions. The City Council will take no official action on items discussed at the hearing, with the exception of referral to staff or Committee.)<\/p>\n<p>&nbsp;<\/p>\n<p class=\"Default\">CONSENT AGENDA ITEMS DISCUSSED SEPARATELY:<\/p>\n<p class=\"Default\">Item C was asked for discussion by Council Member Brubakken, a Resolution to approve the request from JSDC Economic Development Funds to pay the dues of $37,534 less the $5,000 for 2018 SBDC (minutes from SCDRC 9-19-18 included) and the $15,000 for 2019 SBDC (minutes from SCDRC 7-18-18 included) which brings the total requested at this time to $37,534 less $20,000 = $17,534 <strong>with the City Share to be $11,045(63%) and paid from the City Sales Tax Fund.<\/strong><\/p>\n<p class=\"Default\">He pointed out the city\u2019s shared of $11,045 will be paid from the city\u2019s sales tax fund, regardless of any Stutsman County decision in opposition to their payment, forwarded by the JSDC.<\/p>\n<p class=\"Default\">He moved as such, and the City Council Members approved.<\/p>\n<p class=\"Default\">REGULAR AGENDA<\/p>\n<p class=\"Default\">RESOLUTIONS:<\/p>\n<p class=\"Default\">A <b>PUBLIC HEARING: <\/b>Concerning Seal Coat, Patching, Construction and Reconstruction District #19-41 protests and the sufficiency thereof.<\/p>\n<p class=\"Default\">No one spoke at the Public Hearing.<\/p>\n<p class=\"Default\">The protests have been found to be insufficient to bar proceeding with Seal Coat, Patching, Construction and Reconstruction District #19-41.<\/p>\n<p class=\"Default\">Council Members approved authorizing the City Engineer to develop detailed plans, specifications and estimates for Seal Coat, Patching, Construction and Reconstruction District #19-41.<\/p>\n<p>APPOINTMENTS:<\/p>\n<p>Appointed \u00a0Trent Hillerud to serve as a member of the Board of Adjustment for a three year term to January 2022.<\/p>\n<p>Appointed Mitchell Ostlie to serve as a member of the Planning Commission to fill the unexpired term of Mike Rhinehart to August 2019.<\/p>\n<p>Appointed Jay Marie Nitchke to serve as a city member of the James River Valley Library System Board for a three year term to March 2022.<\/p>\n<p>&nbsp;<\/p>\n<p>MAYOR AND COUNCIL MEMBER&#8217;S REPORT:<\/p>\n<p>Council Member Phillips that Central Valley Health District has available a Hazardous Waste Recycling information, to be distributed at the Home &amp; Ruth Buffalo, the bill sponsor and member of the Three Affiliated Tribes, told the Senate Education Committee on Monday that some schools in the state forbid the practice of wearing eagle feather and plumes, which are Native American symbols of strength, honor and pride.<\/p>\n<p>They are presented by families or elders to recognize major accomplishments, Buffalo said.<\/p>\n<p>&#8220;Students should not have to worry about whether they will be allowed to celebrate their heritage,&#8221; said Buffalo, the first female Native American Democrat elected to the state Legislature.<\/p>\n<p>&#8220;Embracing our indigenous culture and identity are essential to our survival,&#8221; she said.<\/p>\n<p>The House passed the bipartisan tribal regalia bill 90-2 last month.
