News Apr 15, 2013) A Jamestown native who finished the Boston Marathon minutes before two bombs exploded says she is in disbelief and called the event \u201csurreal.\u201d<\/p>\n<p>Julie Jeske was about two blocks away getting food when two bombs exploded in the packed streets near the finish line Monday. At least three people were killed and scores of others were injured.<\/p>\n<p>Jeske says she could see the smoke billowing out but tried to stay away so that emergency responders could attend to the injured.<\/p>\n<p>Jeske who now lives in Bismarck with her husband Charlie was one of 17 runners from the Capitol City competing in the race. This was her fourth time running the Boston Marathon.<\/p>\n<p>\u00a0She said it was frustrating not being able to call her husband and other family members once the cell phone circuits were jammed or overloaded minutes after the explosions in downtown Boston. Jeske flew back to Bismarck Tuesday to reunite with her family<\/p>\n<p>Other former Jamestown residents in the marathon \u00a0included, Justin Schweitzer, from Sioux Falls, South Dakota, and Maggie Conlon.Lief Rasmussen,\u00a0 now of Fargo, says that he and the others in his group are safe.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown, ND (KCSi-T.V. News) &#8212; The Jamestown City Fire Department was called out about 1-p.m., on Monday (Apr 15, 2013) to 1314 6<sup>th<\/sup> Avenue, Southeast.<\/p>\n<p>The fire was in an electric water heater.<\/p>\n<p>Lt. Sheldon Mohr said the resident fought the fire with an extinguisher, and all occupants were evacuated safely.<\/p>\n<p>Damage was confined to the water heater, and no injuries reported.<\/p>\n<p>The units were on the scene about 20 minutes.<\/p>\n<p>&nbsp;<\/p>\n<p>Valley City, ND (KCSi-T.V. City Attorney Russell Myhre said the Ordinance concerns flood buyout structures.<\/p>\n<p>\u3000<\/p>\n<p>Also approved was the Second and Final reading of an Ordinance rezoning property A-Agriculture to R-2 Single and Two Family Dwellings located at Auditor\u2019s Lot 5 of the NE \u00bc of the SW \u00bc of Section 27, Township 140, Range 58 of the Fifth Principal Meridian in Barnes County, North Dakota. The Eberle property, recommended for approval by the Planning Commission.<\/p>\n<p>New Business<\/p>\n<p>City Commissioners approved blocking off the Street for the Bridge City Cruisers during the Rally in the Valley on June 15, 6 am to 4 p.m.<\/p>\n<p>\u3000<\/p>\n<p>A discussion was held concerning the hanging signage on the Elks Footbridge. Commissioner Nielson said the signage is for an annual CROP Walk, adding that the frozen ground prohibits installing the signs in the ground.<\/p>\n<p>Mayor Werkhoven said there is a specific city Ordinance prohibiting such signage, that are a distraction. Sharon Buhr the Chairperson of the Local CROP Walk said a few years ago there was a change in policy on hanging signs from the bridge, and made suggestions to exceptions to the policy. She said there are other signs in Valley City that offer distractions.<\/p>\n<p>City Attorney Myhre read from the agreement between Valley City and the NDDOT concerning signage, which Commission Nielson says the city signs off on and allows signage.<\/p>\n<p>Commissioner Pedersen said he would make an exception due to weather.<\/p>\n<p>Commissioner Nielson will contact NDDOT Valley City District supervisor John Thompson for and exception.<\/p>\n<p>\u3000<\/p>\n<p>Discussion then concerned approving $1.2 million to purchase the Automated Meter Infrastructure system.<\/p>\n<p>The discussion comes after a recent public hearing on the topic.<\/p>\n<p>City Administrator David Schelkoph said line items have been outlined in the draft agreement.<\/p>\n<p>He pointed out the annual cost to the city with the city is $21,400, with MRES, which supplies I.T. support of software. He said new meters on hand can be used, lower the overall costs.<\/p>\n<p>He added the city could save $116,000 is labor and other costs, plus saving regarding load control, using the AMI system. He said the system will eliminate estimated meter readings.<\/p>\n<p>He pointed out that through employee attrition, the city will see savings.<\/p>\n<p>From the audience Keith Koble suggested use of the automated meters should be a free choice of the consumer.<\/p>\n<p>Also from the audience, Bob Drake said some individuals are sensitive to the RF radiation from the meters, pointing out liability issues, adding that some states the automated meters are not mandatory. He agreed that the consumer should be able to opt-out of the plan.<\/p>\n<p>Mayor Werkhoven said there are some issues that need to be &#8220;ironed out,&#8221; before making a decision, and the city should have an operational plan.<\/p>\n<p>The motion to approve was passed on a 4-1 vote with Mayor Werkhoven voting against.<\/p>\n<p>The City Commission approved sale of house in the flood buyout area at 542 5<span style=\"font-size: medium;\"><span style=\"font-size: xx-small;\">th <\/span><\/span><span>Avenue SW (aka The Pink Flamingo) to Earnest Bailey in the amount of $10.00. <\/span><\/p>\n<p>Commissioners discussed entering into a contract with URS in the amount of $60,000 for a Comprehensive Erosion Study of the Sheyenne River in Valley City.<\/p>\n<p>Commissioner Luke told the commission why she favors the contract with URS.<\/p>\n<p>Commissioner Nielson said an erosion study should be part of the permanent flood control.<\/p>\n<p>Commissioners voted to approve a phased erosion study, between URS and KLJ.<\/p>\n<p>The vote was 4-1 with Commissioner Nielson voting against.<\/p>\n<p>\u3000<\/p>\n<p>Discussion was held on water and sewer hook-up fees:<\/p>\n<p>$2,000 per hookup if done in conjunction with total reconstruction of street.<\/p>\n<p>$3,000 per hook-up if done within 10 years after water or sewer replacement.<\/p>\n<p>$1,000 per hook-up if done after ten years of sewer or water main replacement.<\/p>\n<p>No action was taken by the Commission.<\/p>\n<p>City Administrator Report<\/p>\n<p>Dave Schelkoph, said City Fire Chief Retterath will be attending a convention.<\/p>\n<p>Also, the Barnes Rural Water Committee will meet with the City Commision, on present issues on water usage.<\/p>\n<p>He brought up a topic at the recent public input meeting concerning AMI about meter fires, which he said was not an issue.<\/p>\n<p>He said load control boxes are UL listed.<\/p>\n<p>House Bill 1440 is in a joint conference committee\u2026which addresses city and rural water districts working together.<\/p>\n<p>\u3000<\/p>\n<p>City Updates &amp; Commission Comments<\/p>\n<p>City Building and Fire Inspector Dave Andersen said City Clean Up Week will be the first week in May.<\/p>\n<p>Police Chief Thompson said the Department is at full staff, adding that the lead mitigation at the fire range is continuing.<\/p>\n<p>City Fire Chief Gary Retterath said the outdoor sirens are repaired and in working order.<\/p>\n<p>Commissioner Magnuson brought up a plan to bring to the Barnes County Commission regarding the move of 9-1-1 dispatch center.<\/p>\n<p>The meeting was shown live on CSi 68, followed by replays.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0FARGO, N.D. (AP) &#8211; Two men stabbed during a dispute at a Fargo bar late last year say the sentence handed down to their attacker isn&#8217;t adequate.<br \/>\n\u00a0<br \/>\n\u00a0\u00a038-year-old Jason Pederson initially had been charged with attempted murder after the Dec. 22 incident at Speck&#8217;s Bar but pleaded guilty to a lesser charge of aggravated assault and was sentenced to five years in prison.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Victims Jason Jensen and Stephan Fletcher protested in court, saying the five-year term isn&#8217;t long enough.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Prosecutor Reid Brady said he doesn&#8217;t want to belittle the injuries of the men who were stabbed but that he considers the plea agreement a &#8220;decent resolution.&#8221; He said there is always a risk at trial, such as memory problems of some witnesses who had been drinking on Dec. 22.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; North Dakota&#8217;s top-ranking tax official has decided to help people who missed Monday&#8217;s filing deadline because of the severe winter storm.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Tax Commissioner Cory Fong says his office will waive penalties and interest for these taxpayers.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Fong says taxpayers are encouraged to file their returns in a reasonable time, however.\u00a0<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 State Capitol offices did not open on time Monday because of the Sunday snowstorm. And Sen. John Hoeven says the Internal Revenue Service has agreed to extend the deadline for filing tax returns in North Dakota, and waive penalties for late returns, because of the storm.<\/p>\n<p>&nbsp;<\/p>\n<p>FARGO, N.D. (AP) &#8211; A Minnesota semitrailer driver who pleaded not guilty to manslaughter in a fatal crash in North Dakota is scheduled to change that plea next month.<\/p>\n<p>Fifty-six-year-old James Toner, of Long Prairie, Minn., is accused of causing a crash in Fargo last June that killed 29-year-old motorcyclist Jason Viestenz and injured the Fargo man&#8217;s 10-year-old son.<\/p>\n<p>Toner was to go on trial starting Tuesday but now is set for a change-of-plea hearing on May 13. Prosecutor Cherie Clark declined comment on the plea deal.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; Two men scheduled for trial on a human trafficking charge that could have put them in prison for life have pleaded guilty to a lesser charge in a Grand Forks courtroom. Thirty-year-old Travis Johnson and 27-year-old Joshua Harry were charged with trafficking that authorities say involved the pimping of a 17-year-old girl in early 2011. If convicted, they could have been sentenced to up to life in prison without parole.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 WILLISTON, N.D. (AP) &#8211; A 19-year-old man accused of ramming his vehicle into a Williston business has been arrested after he attempted to report the car had been stolen. Williston Police Detective David Peterson says Calum Kinstler allegedly rammed his vehicle repeatedly into the glass entry doors at MonDak Motorsports Thursday night. Officers pursued the vehicle until Kinstler abandoned it and fled on foot.<\/p>\n<p>&nbsp;<\/p>\n<p>\u3000\u00a0HUDSON, Wis. (AP) &#8211; The insanity trial of a man who has admitted killing his three young daughters in western Wisconsin is winding down.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Attorneys are scheduled to close arguments Tuesday in the Aaron Schaffhausen trial. Jurors will decide if he was legally sane when he killed 11-year-old Amara, 8-year-old Sophie and 5-year-old Cecilia at their River Falls home last July. The defense maintains Schaffhausen is not responsible for the crimes because of a mental illness.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 If Schaffhausen is found to be sane, he would likely go to prison for life. (AP) &#8211; Fargo officials are restarting sandbag filling operations to protect against spring flooding because of last week&#8217;s snow storm and the prediction for more precipitation.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Work at Sandbag Central was put on hold last week after volunteers filled more than a million bags in nine days.
