While the heaviest snowfall is expected across much<br \/>\nof South Dakota, <strong>far southern North Dakota has a potential of<\/strong><br \/>\n<strong>receiving 3 to 6 inches of snow<\/strong>. (AP) \u2014 The Red River is cresting in the Fargo-Moorhead area with few problems, though overland flooding remains an issue in rural areas of the valley in eastern North Dakota and northwestern Minnesota.<\/p>\n<p>The river is about 5 feet above major flood stage, but the neighboring cities have put several flood control measures in place since the record 2009 flood when the river crested nearly 6 feet higher.<\/p>\n<p>Impacts this year include closed roads and bridges but no flooded homes or businesses. Mayor Tim Mahoney says officials are pleased.<\/p>\n<p>Cass County Engineer Jason Benson says rural areas are still battling floodwaters. National Guard soldiers remain on standby to deliver sandbags.<\/p>\n<p>National Weather Service meteorologist Greg Gust says a winter storm expected in the Upper Midwest later this week shouldn&#8217;t add a lot more moisture to the valley.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>TIOGA, N.D. (AP) \u2014 The North Dakota Highway Patrol says foggy conditions were present during two separate fatal crashes in Williams County.<\/p>\n<p>The latest happened shortly before midnight Sunday when the driver of a pickup truck missed a stop sign at Highways1804 and 21 near Tioga and struck a Jeep.<\/p>\n<p>A 16-year-old passenger in the Jeep, Alexis Meduna, of Williston, was killed. The Jeep&#8217;s 16-year-old male driver and the man behind the wheel of the pickup were injured and taken to Tioga Medical Center.<\/p>\n<p>Earlier Sunday, 37-year-old Jason Morgan, of Williston, was killed in a crash involving a van and a semitrailer in foggy conditions.<\/p>\n<p>The Highway Patrol says Morgan failed to stop at a red light on U.S. Highway 2 near Williston and crashed into the semi about 1:30 a.m.<\/p>\n<p>&nbsp;<\/p>\n<article id=\"story_content\" class=\"summary ap-serif d-block mb-3\">BISMARCK, N.D. (AP) \u2014 North Dakota Gov. Doug Burgum has signed legislation that exempts military retirement pay from state income tax.The first-term Republican governor signed the legislation on Monday.<\/p>\n<p>The deduction is available to individuals or their survivors who receive military retirement pay. The exemption is effective for the 2019 tax year.<\/p>\n<p>Burgum says the legislation honors veterans and promotes &#8220;workforce participation by military personnel in North Dakota after retirement.&#8221;<\/p>\n<p>Military members generally may retire after 20 years, leaving many of them in their late 30s or early 40s in search of a new career.<\/p>\n<p>The state Tax Department says there are about 5,100 active duty military, armed forces reserves and National Guard members who would qualify for the pay exemption, at a cost of about $2.8 million every two years.<\/p>\n<\/article>\n<p>&nbsp;<\/p>\n<article id=\"story_content\" class=\"summary ap-serif d-block mb-3\">BISMARCK, N.D. (AP) \u2014 The North Dakota House has approved a Senate bill that forbids local governments from imposing longer setbacks than the state&#8217;s rules for livestock feeding operations.Representatives passed the amended bill on Monday. The legislation now goes to a conference committee.Opponents say the legislation takes away local control for managing feedlots.Backers say it will help the state&#8217;s livestock industry and crop producers who sell feed to the operations.<\/article>\n<p>&nbsp;<\/p>\n<p>In world and national news&#8230;<\/p>\n<p>ADEN, Yemen (AP) \u2014 An Associated Press investigation has found that Yemen&#8217;s massive cholera epidemic was aggravated by official intransigence and potential corruption.<\/p>\n<p>The AP&#8217;s reporting found that both the Houthi rebels who control northern Yemen and their main adversary in the war \u2014 the U.S.- and Saudi-backed government in the south \u2014 impeded efforts by relief groups to stem the epidemic.<\/p>\n<p>The outbreak ultimately produced more than 1 million suspected cholera cases \u2014 the worst cholera epidemic recorded in modern times. Sanders raised more than $18 million in the first fundraising quarter, far outpacing his rivals.<\/p>\n<p>Sanders is embracing his new status.<\/p>\n<p>He draws explicit comparisons with President Donald Trump in his campaign remarks, previewing his approach to a general election faceoff with the incumbent Republican. He&#8217;s also building out a larger, more diverse campaign operation. That&#8217;s in response to criticism that his 2016 organization skewed too heavily white and male.<\/p>\n<p>Campaign officials say the 2020 campaign staff of roughly 100 people and growing is majority female and 40 percent people of color.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>NEW YORK (AP) \u2014 People over age 60 whose brains were zapped with a mild electrical current showed improvements in a form of memory in a new study. In fact, they began performing as well as people in their 20s.<\/p>\n<p>The study focused on working memory, which is the ability to hold information in mind for a matter of seconds as you perform a task. Scientists say it&#8217;s crucial for things like taking medications and planning. Results were reported Monday in the journal Nature Neuroscience.<\/p>\n<p>In the study, participants had to remember a detailed image of an object for three seconds in order to judge whether another image was identical or slightly different. They did that repeatedly.<\/p>\n<p>The electrical current was sent through the scalp to improve communication between two areas of the brain.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>WASHINGTON (AP) \u2014 A new study finds Earth&#8217;s glaciers are melting much faster than scientists thought. They are losing 369 billion tons of snow and ice each year, more than half of that in North America.<\/p>\n<p>Michael Zemp, director of the World Glacier Monitoring Service at the University of Zurich, says the most comprehensive study of glaciers worldwide found that those giant masses of snow and ice have lost about 18 percent more mass than an international panel of scientists calculated in 2013.<\/p>\n<p>The world&#8217;s glaciers are shrinking five times faster now than in the 1960s, and the loss is accelerating. The melting, a result of global warming, is adding to rising sea levels, according to the study.<\/p>\n<p>The study is in Monday&#8217;s journal Nature.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>NEW YORK (AP) \u2014 TV actress Allison Mack has pleaded guilty in a case involving a cult-like group based in upstate New York.<\/p>\n<p>Mack entered her plea to racketeering charges on Monday, shortly before federal jury selection was scheduled to start in Brooklyn federal court.<\/p>\n<p>The trial is expected to detail sensational allegations that the group, called NXIVM (NEHK&#8217;-see-uhm), recruited sex slaves for its spiritual leader, Keith Raniere.<\/p>\n<p>Prosecutors accused Mack of helping Raniere recruit women to a secret sub-society within the group.<\/p>\n<p>Authorities say the women were branded by a surgical tool with a symbol that resembled Raniere&#8217;s initials.
