News) &#8212; The National Weather Service in Bismarck reports in the updated spring 2013 flood forecast that as of now (Apr 17, 2013) no &#8220;significant&#8221; flood is forecast for cities along the James River.<\/p>\n<p>The spring 2013 flood outlook for the Sheyenne River in Valley City and Lisbon has changed in the latest report this week.<\/p>\n<p>The National Weather Service in Grand Forks says there is a 50-percent chance that the Sheyenne River in Valley City will reach about 16.9 feet. There is also a 50 percent chance of the Sheyenne rising to 18.2 feet in Lisbon this spring.<\/p>\n<p>Officials in Valley City will meet with the U.S. Army Corps of Engineers, following a request by the city for an emergency declaration, due to an updated Sheyenne River spring 2013 flood forecast.<\/p>\n<p>The declaration with the Corps is expected to be made Friday, followed by a Monday morning meeting, to discuss any flood protection measures that may be needed in Valley City.<\/p>\n<p>The City Commission will meet at City Hall in Valley City on Friday morning at 7:30, to make the Emergency Declaration.<\/p>\n<p>Another City Commission meeting is set for Monday morning at 8-O\u2019Clock at City Hall, to discuss the update flood forecast and outlook.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown, ND (KCSi-T.V. News Apr 18, 2013) \u2013 The Jamestown City Engineer\u2019s Office is informing residents that 11<sup>TH<\/sup> Ave SE between 12<sup>th<\/sup> &amp; 13<sup>th<\/sup> St SE will be closed for water main replacement work due to a &#8220;cascade&#8221; failure in the water utility line.<\/p>\n<p>Crews anticipate the repairs will take 7-10 working days, weather permitting. The Street will remain closed in order to facilitate the repairs.<\/p>\n<p>Residents in the area may experience short periods of water outages during the repair period.<\/p>\n<p>Motorists\u2019 should use caution in and around this area and use alternate routes if possible.<\/p>\n<p>Also effective Friday, April 19, 2013, the SOUTH bound lane of the viaduct (4<sup>th<\/sup> Ave NE\/SE) will be closed from approximately 9:30 am until 11:30 am for road repairs.<\/p>\n<p>Motorists should use alternate routes and use EXTREME caution in and around this area.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0Jamestown, ND (KCSi-T.V. News) \u2014 The Jamestown City Council met in Special Session Thursday afternoon (Apr 18, 2013) at City Hall, for the purpose of going into Executive Session.<\/p>\n<p>The City Council will again consult with the City Attorney, concerning territorial claims by Stutsman Rural Water District.<\/p>\n<p>Negotiations continue between the city and SRWD, concerning which entity will serve Titan Machinery\u2019s location under construction west of Jamestown, and other parcels in that area, within the one mile extra-territory of Jamestown.<\/p>\n<p>Present at the Executive Session were: Mayor Andersen, City Administrator Jeff Fuchs, City Council Members, Kourajian, Gumke \u00a0Buchanan, and Brubakken\u2026along with Assistant City Attorney Mary Jensen, City Fire Chief Jim Reuther, and City Water Department Superintendent Steve Suko. Council Member Gumke was excused at 4:22 p.m.<\/p>\n<p>At a Special City Council meeting Wednesday, the city announced it\u2019s proposal of a territorial exchange between the city and and SRWD.<\/p>\n<p>The proposal is to allow SRWD to serve the newly constructed Titan building west of change in exchange for the city to serve any new development in the quarter section of land directly south of the entrance to Jamestown Regional Airport.<\/p>\n<p>The quarter includes some areas served by Jamestown and allows the city to extend water lines into the rest of the area.<\/p>\n<p>She added while no formal agreement has been reached between the city and SRWD, the plan will be sent to Stutsman Rural Water District, noting that the two entities have had good communications and correspondence.<\/p>\n<p>At Thursday\u2019s open portion of the meeting following the Executive Session,\u00a0 Mayor Andersen said there was no action to be taken, and the Special Session was adjourned.<\/p>\n<p>\u00a0The live portion of the meeting was shown on CSi 67.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown, ND (KCSi-T.V. (AP) &#8211; Bismarck police have cited five juveniles in connection with 16 business burglaries in the city.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The burglaries occurred between July and December last year. Authorities say the juveniles stole nearly $54,000 worth of items and caused about $16,600 in damages.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Businesses that were targeted included everything from pawn shops to convenience stores.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Hearings eventually will be held to determine if the juveniles will be charged as adults.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0\u00a0WEST FARGO, N.D. (AP) &#8211; A fire at a townhome in West Fargo has displaced five families.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Firefighters were on the scene for more than three hours late Wednesday afternoon. No injuries to people were reported, but firefighters had to revive some cats and dogs that were overcome by smoke. At least two animals were taken to a veterinarian.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Officials say three of the townhome&#8217;s units were severely damaged and the other two had smoke damage. The Red Cross and Salvation Army are helping the residents.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The cause of the blaze wasn&#8217;t immediately determined.<\/p>\n<p>&nbsp;<\/p>\n<p>FARGO, N.D. (AP) &#8211; A judge says he plans to rule in favor of North Dakota&#8217;s lone abortion clinic in its challenge to shoot down a 2011 state law that would limit certain abortions.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The lawsuit by the Red River Women&#8217;s Clinic says the bill that limits one of two drugs used in medication abortions takes away an important choice for women and is unconstitutional.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Judge Wickham Corwin said Thursday at the end of the civil trial that he&#8217;s likely to &#8220;ultimately rule that all of the challenge provisions are unconstitutional.&#8221;<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Corwin had earlier blocked the law from taking effect.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Assistant Attorney General Doug Anderson says the state would likely appeal the ruling.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>\u00a0<\/strong>MINOT, N.D. (AP) &#8211; Attorney General Wayne Stenehjem (STEHN&#8217;-juhm) says a North Dakota Board of Higher Education dinner social at the university system chancellor&#8217;s home violated the state&#8217;s open meetings law.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Stenehjem said in a written opinion Thursday that the higher education board failed to provide adequate notice of the Jan. 16 meeting at Chancellor Hamid Shirvani&#8217;s home. (AP) &#8211; A power plant company is considering burying oil field waste in a mostly empty coal ash pit near Underwood.<br \/>\n\u00a0<br \/>\nGreat River Energy is holding meetings this week with area residents about a possible state permit application to handle up to 300,000 tons of oil field waste annually.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Great River Energy operates the Coal Creek Station plant near Underwood. Spokesman Al Christianson says the company&#8217;s board is only studying the project and has not formally applied to the state Health Department to change its waste disposal permit.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 State Waste Management Director Scott Radig says Great River Energy has submitted a pre-application, which outlines the general concept.<\/p>\n<p>&nbsp;<\/p>\n<p>FARGO, N.D. (AP) &#8211; Organizers have canceled this year&#8217;s Fargo AirSho in the wake of the decision by the Navy to ground the Blue Angels flying team because of federal budget cuts.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Officials say the loss of the headline event was a major factor in canceling the AirSho but there were other reasons, as well. (AP) &#8211; A ceremony is set Friday night to bestow North Dakota&#8217;s top honor on award-winning author Louise Erdrich (UR&#8217;-drihk).<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Gov. Jack Dalrymple will give the Theodore Roosevelt Roughrider Award to Erdrich during a ceremony in Wahpeton, where the Minnesota native grew up.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 She has maintained strong ties to North Dakota while becoming a prominent figure in the field of literature, winning a National Book Award with her latest novel and being a finalist for a Pulitzer Prize in 2009.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Erdrich will be the 39th recipient of the award named after the former president who once ranched in the North Dakota Badlands. (AP) &#8211; Slick conditions on state Highway 22 in western North Dakota&#8217;s Dunn County on Wednesday led to a series of vehicle crashes involving 13 people.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Highway Patrol Sgt. Dan Haugen tells\u00a0says \u00a0there were no serious injuries, but it took crews three hours to clear the area.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Haugen says people were driving too fast for the conditions, and the crashes could have been prevented.<\/p>\n<p>&nbsp;<\/p>\n<p>FARGO, N.D. (AP) &#8211; Fargo&#8217;s Sandbag Central has reopened for business.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The city is calling on volunteers to fill an additional 500,000 sandbags, to go with the one million bags that were made in early April and 300,000 bags left over from the 2011 flood.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 City officials originally were planning for a 38-foot Red River crest, which is 20 feet above flood stage. That has now been bumped to 41 feet because of above-normal precipitation.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The city is using a storage shed for garbage trucks for its sandbag filling operations. Most of the bags are produced by people manning three machines that funnel the sand. After he attended an interfaith church service in honor of the dead and wounded, Obama went to Massachusetts General Hospital, where he met privately with patients, their families and staff. At the church service, Obama vowed to hunt down those responsible for the twin blasts. He said, &#8220;You will face justice.&#8221;<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 KAUFMAN, Texas (AP) &#8211; A former justice of the peace has been charged with capital murder in the slayings of a North Texas district attorney and his assistant who prosecuted him for theft. Authorities announced today that Eric Williams is charged in the shooting deaths of Kaufman County District Attorney Mike McLelland and his wife, Cynthia, last month, and assistant prosecutor Mark Hasse in January. Williams&#8217; wife was arrested Wednesday and charged with capital murder in the killings. An arrest affidavit alleges she confessed to taking part in the killings and told her investigators her husband was the gunman.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 WASHINGTON (AP) &#8211; Attorney General Eric Holder is telling Congress that he is angered and frustrated over the Senate votes that scuttled gun control legislation. In a hearing before a House panel, the attorney general said that he and the rest of the Obama administration remain committed to standing with the families of victims in the shootings in Newtown, Conn., and countless others who have lost their lives in senseless acts of gun violence. Senate Republicans, backed by a small band of rural-state Democrats, rejected tighter background checks for buyers and a ban on assault weapons.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 WASHINGTON (AP) &#8211; It turns out that the information disclosed by a congressman at a House hearing last week about North Korea was supposed to be labeled &#8220;classified&#8221; &#8212; but it wasn&#8217;t. He told a Senate hearing Thusday that it was supposed to be a secret that North Korea had the know-how to put a nuclear warhead on a missile.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 WASHINGTON (AP) &#8211; The government&#8217;s top aviation official says the public should expect flight delays as furloughs kick in Sunday for air traffic controllers. Michael Huerta heads the Federal Aviation Administration. He says the effects may be felt unevenly across the country, because each airport&#8217;s operations are unique.
