(AP) &#8211; Unseasonably cold weather continues to linger in North Dakota.<\/p>\n<p>The National Weather Service says Bismarck, Minot and Jamestown all set record-low temperature records for the date on Saturday, with the mercury dropping into the mid- and low teens..13 above in Jamestown.<\/p>\n<p>Bismarck&#8217;s and Jamestown&#8217;s records had stood for 47 years; Minot&#8217;s for 86 years.<\/p>\n<p>Dickinson had a record low last Thursday, with 11 degrees.<\/p>\n<p>The weather service forecast shows a warm-up coming later in the week, with highs in the 50s and 60s on Friday.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown, ND (KCSi-T.V. News) &#8212; The Jamestown City Fire Department was called out shortly after 6-p.m., Sunday (Apr 21, 2013) to an area near the State Hospital.<\/p>\n<p>Authorities say about an acre of wooded area was burned, as the fire was started in an old railroad bed near the interstate.<\/p>\n<p>26 fire fighters responded carrying 200 feet of hose to extinguish the fire.<\/p>\n<p>No injuries were reported.<\/p>\n<p>&nbsp;<\/p>\n<p>JAMESTOWN, N.D. (AP Apr 20, 2013) \u2013 Jamestown police say two people face multiple felony charges stemming from a November fire in Jamestown.<\/p>\n<p>Jamestown detective Sgt. Tom Nagel says Derek Lee Carlson is charged with arson and criminal conspiracy. He was arrested Thursday.<\/p>\n<p>Mary Kay Carlson is charged with criminal conspiracy, tampering with physical evidence and fraudulent insurance acts. She is being sought by authorities.<\/p>\n<p>Attorney information was not listed.<\/p>\n<p>Nagel says Derek Carlson is accused of starting the fire with the purpose of collecting insurance for the loss. He says charges against other individuals are possible as the investigation continues.<\/p>\n<p>Jamestown fire chief Jim Reuther says damages to the home and contents are estimated at $140,000. He says the decision to burn the house put responders and neighbors at risk.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown, ND (KCSi-T.V. News) The North Dakota Highway Patrol reports a semi pulling two trailers rolled on I-94 Thursday about 9:30-p.m., about 10- miles west of Valley City.<\/p>\n<p>Sgt. Thomas Herzig\u2019s report said, the Old Dominion truck and trailers, operated by 28 year old Dylan Sherwood, of Fargo were travelling westbound from Fargo to Belfield at 55 miles per hour.<\/p>\n<p>The vehicle entered the median, crossed the eastbound lanes and drove into the south ditch.<\/p>\n<p>The truck and lead trailer rolled onto its left side facing southeast.<\/p>\n<p>The second trailer rolled onto its right side facing southwest.<\/p>\n<p>The truck and trailers suffered extensive damage to their sides, front and roof areas.<\/p>\n<p>Sherwood was wearing a seat belt and was not injured.<\/p>\n<p>The crash remains under investigation.<\/p>\n<p>&nbsp;<\/p>\n<p>Valley City, ND KCSi-T.V. News Apr 19, 2013) &#8212; The Valley City Commission met in Special Session Friday morning at 7:30, (Apr 19, 2013) at City Hall and approved Resolutions pertaining to declaring a Flood Emergency , and requesting Emergency Flood Assistance.<\/p>\n<p>Mayor Robert Werkhoven said the declaration allows the city to be eligible for federal flood fighting reimbursements and assistance from the Corps of Engineers.<\/p>\n<p>As of Friday, there is no immediate concern of flooding in Valley City.<\/p>\n<p>The City Commission appointed City Commissioner, Mary Lee Nielson, The Public Sponsor Incident Commander, and gave Declaration of Authority to the Incident Commander for this emergency.<\/p>\n<p>The City Commission also approved a Cooperation Agreement between &#8220;The United States of America, and the City of Valley City,&#8221; for Emergency Flood Assistance.<\/p>\n<p>The City Commission will meet next week with the Corps when new information is available.<\/p>\n<p>The National Weather Service says there is a 50-percent chance that the Sheyenne River in Valley City will reach about 16.9 feet. There is also a 50 percent chance of the Sheyenne rising to 18.2 feet in Lisbon this spring.<\/p>\n<p>The previous flood outlook, placed the Sheyenne River level in Valley City this spring was 12.57 feet.<\/p>\n<p>Army Corps of Engineers, Bald Hill Dam Manager, Rich Schueneman said Valley City is &#8220;well positioned,&#8221; to handle a Sheyenne River level of 16. 9 feet, or 19.9 feet which has a 25% chance of happening.<\/p>\n<p>He pointed out the previously high river level in Valley City was 20.69 feet in 2009, and 20.66 in 2011.<\/p>\n<p>He added that the snow moisture content as of Friday in the upper basin between Cooperstown and Warwick was between two and a half and three and a half inches. Between Oberon and Maddock the snow moisture content was 4-5 inches.<\/p>\n<p>Schueneman added, Lake Ashtabula has been drawn down to the minimum of 1,257 feet, with flood control storage space available.<\/p>\n<p>Barnes County will follow up with its own Emergency Declaration.<\/p>\n<p>Mayor Werkhoven said Valley City still has HESCO flood control units and some sandbags in storage, adding that flood mitigation occurs when the Sheyenne River in Valley City reaches 17 feet. At that time bridges are protected.<\/p>\n<p>Jamestown, ND (KCSi-T.V. News Apr 19, 2013) &#8212; The Buffalo City Tourism Foundation Grant Advisory and Executive Board met Friday in monthly session at the CSi Technology Center, at Historic Franklin School in Jamestown.<\/p>\n<p>The board granted requests made by the James River Rodeo in the amount of $1,500, the North Dakota Roughrider Association for the State Rodeo to be held in Jamestown in the amount of $10,000, and $1,500 for the Jamestown Kite Festival.<\/p>\n<p>It was pointed out that under BCTF guidelines, 30% of the grant dollars are to be spend on advertising.<\/p>\n<p>With Tourism Director Searle Swedlund\u2019s report, he made suggestions, to be approved by the board, concerning additions to the Strategic Plan.<\/p>\n<p>Those included putting out Requests For Proposals to hire an ad agency, to assist in developing strategy, including continuing to image ways to improve the &#8220;story of Jamestown and Stutsman County.&#8221; Board President Aldon Kollman suggested a rebranding of the name Buffalo City Tourism, to &#8220;Tour Jamestown,&#8221; to identify the tourism location more specifically.<\/p>\n<p>Swedlund will also explore digital marketing purchases, and strategy, along with a graphics standard\/template system, and an assets assessment for the so called &#8220;best visitor.&#8221;<\/p>\n<p>He will report back to the board at the next meeting.<\/p>\n<p>Swedlund also added an Operational Goal to work with the full BCTF Board to explore the use of grant application and award structure. He also plans to shorten the length of the monthly meeting, now lasting about 3 hours.<\/p>\n<p>He went on record as noting that the Frontier Village Association will host Pioneer Days this summer, without funding requesting of the BCTF.<\/p>\n<p>An operational goal still pending is after a needs assessment to explore the possible relocation of the tourism office. A BCTF representative will be at Tuesday\u2019s (Apr 23, 2013) Jamestown Council Legal and Finance Committee meeting on the topic.<\/p>\n<p>Civic Center Manager, Pam Fosse said the Civic Center is booked almost every weekend between September 1, 2013 and July 1, 2014. News) &#8212; Jamestown High School is currently in second place in the LifeSmarts finals competition in Atlanta.<\/p>\n<p>The North Dakota State Championshave 737 points after two days of competition.<\/p>\n<p>Florida is currently in first place with 784 points.<\/p>\n<p>The top eight teams compete today in the quarterfinals starting at noon today.<\/p>\n<p>The North Dakota takes on Tennessee, today.<\/p>\n<p>If North Dakota wins, it will face the winner of the Rhode Island-Arizona quarterfinal Tuesday.<\/p>\n<p>The semifinal winners will compete for the national championship starting around 10:45 a.m. Tuesday.<\/p>\n<p>The Jamestown High School Lifesmarts Team is made up of seniors Mariah Schlenker, Kyle Gee and Declan O&#8217;Higgins, junior Zach Fossen and sophomore Kelsey Becker. (AP) &#8211; Volunteers in Fargo have filled 293,000 sandbags as part of a second campaign to help protect against flooding on the Red River.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The city called on volunteers to fill an additional 500,000 sandbags, to go with the one million bags made in early April and 300,000 bags left over from the 2011 flood.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Volunteers on Saturday filled 71,000 sandbags at a storage shed for garbage trucks that has been transformed into Sandbag Central.\u00a0<br \/>\n\u00a0<\/p>\n<p>\u00a0FARGO, N.D. (AP) &#8211; The flood fight is kicking into high gear in southeastern North Dakota.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The National Weather Service has warned residents in Fargo and Cass County to prepare for record amounts of high water from the Red River and its tributaries. It would be the fourth major flood in five years.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 County officials say sandbagging operations were scheduled to begin Monday in outlying areas of Fargo.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Cass County Commissioner Ken Pawluk says residents in rural subdivisions should prepare for record flooding from the Sheyenne River and other Red River tributaries.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Sandbags will be delivered to city residents beginning Tuesday. High school students will help place the bags on Thursday and Friday.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The weather service says the Red River has a 40 percent chance to topping the 2009 record of nearly 41 feet.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; It&#8217;s spring in North Dakota, even if the snow-covered countryside doesn&#8217;t look like it. And that means load restrictions on roads.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The state Transportation Department said load limits were in effect Monday on all state and federal highways in North Dakota. The seasonal load restrictions typically are first implemented in the southwest and then extended north and east as spring progresses.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The weight restrictions guard against damage to roads made susceptible by the spring thaw. They&#8217;re lifted when roadbeds have stabilized enough to handle normal traffic.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; A North Dakota man has been sentenced to nearly two years in prison for urinating on a federal officer.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Gavin Little of Devils Lake pleaded guilty in January to assault.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities say the incident happened in August 2012 when the 25-year-old Little was being transported in a police vehicle to the Devils Lake Regional Law Enforcement Center.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 U.S. District Judge Ralph Erickson sentenced Little to 20 months in prison, to be followed by three years of supervised release.<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; North Dakota&#8217;s Legislature opened its session in January with more than 900 bills and resolutions.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Today is Day 71 of the state constitution&#8217;s 80-day limit. More than 140 bills remain.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Gov. (AP) &#8211; Officials in Fargo estimate that the city&#8217;s landfill has only 11 years of life left.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 North Dakota Department of Health waste management director Scott Radig\u00a0says \u00a0the Fargo landfill brings in the most trash on a daily basis among the state&#8217;s 13 municipal waste landfills.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The 115 acres used for garbage are separated into 17 cells of various sizes. Ten of those cells are 93 percent full or more. And of those 10, five are 100 percent full.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The landfill took in more than 201,000 tons of trash last year, or about 550 tons a day.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Fargo landfill supervisor Paul Hanson says that on a clear day you can see for miles from atop the massive six-story garbage pile overlooking 12th Avenue North.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0GRAND FORKS, N.D. (AP) &#8211; A great horned owl found tangled in kite string in a Grand Forks park last month is set to be released back into the wild.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The\u00a0 owl is being transported to Lincoln Park from St. Paul on Sunday afternoon. The owl was brought to the University of Minnesota&#8217;s Raptor Center to recover from a strained wing.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 It was found hanging upside down by cross-country skiers and was rescued in an effort led by local raptor expert Tim Driscoll.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Driscoll says the owl really wanted to fly, so doctors moved her to a flying enclosure and then an outdoor flying area. (AP) &#8211; North Dakota Game and Fish Director Terry Steinwand (STYN&#8217;-wahnd) says increases in the state&#8217;s hunting, fishing and boat registration fees have strong support.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Legislature approved the fee increases. Steinwand says there was &#8220;overwhelming support&#8221; among lawmakers, hunters and anglers during committee hearings, and also at public meetings around the state last fall.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Steinwand says he thinks the increases strike a proper balance between supporting habitat, fisheries, access and enforcement while not pricing anyone out of the outdoors experience.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The boat registration fees go up next January.
