VALLEY CITY, N.D. (AP Apr 24, 2013) – Federal investigators say pilot error was the probable cause of an airplane crash last fall that killed a veteran North Dakota pilot.

\n\u00a0\u00a0\u00a0\u00a0 Bob Odegaard died Sept. 7, 2012 \u00a0when he crashed his vintage Super Corsair plane while practicing for a Valley City air show.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The\u00a0 National Transportation Safety Board says Odegaard made an acrobatic maneuver at an altitude that didn’t allow him to fully recover the plane before it hit the ground.

\n\u00a0\u00a0\u00a0\u00a0 The NTSB found no signs of a mechanical problem, though investigators said the extent of the damage didn’t allow for a complete exam of the flight control system.

Jamestown, ND (KCSi-T.V. News) — The Jamestown City Council\u2019s Finance & Legal, Building Planning & Zoning, and Civic Center & Promotion Committees, met Tuesday evening (Apr 23, 2013 at City Hall. All Members were present.<\/p>\n

With Finance & Legal Committee business:<\/p>\n

The committee recommends approving the application from Brolin Investing for Renaissance Zone tax incentives on (Lots 1-9 and 34-44, except the North 10 feet of the East 5 feet of Lot 4, and except the North 10 feet of Lot 5, and except the North 18 feet of Lots 6 & 7, and except the North 70 feet of Lots 8 & 9, Block 9, Kelly & Fuller 2nd <\/span><\/span>Addition,) by the granting of a five (5) year 100% property tax exemption and a request to the State for a five (5) year 100% state income tax exemption. The area is now included in the expanded boundary of the Renaissance Zone.<\/span><\/p>\n

Mayor Andersen said the area would be served by Stutsman Rural Water District, if the proposed territory swamp between the city and SRWD takes place.<\/p>\n

The request from BL2 Management, LLC, was recommended for approval for an On-Sale Beer & Wine license for The Depot Cafe. (new owner request).<\/p>\n

The committee recommends approving providing credit card payments for utilities, licenses, permit fees, etc. The credit card fee will likely be $3 for the minimum amount charged to the card. The committee recommends using the “Municipay,” credit card company.<\/span><\/p>\n

The committee recommends entering into a Public Site Lease for a 3 year period, instead of the current 4 year period with the Buffalo City Tourism Foundation to provide an area to house the tourism offices. The period is retroactive to January 1, 2013.<\/p>\n

The committee recommends entering into an agreement for engineering services with Prairie Engineering, P.C., for the Jamestown City Hall Cooling Tower Replacement, not to exceed $10,500.<\/p>\n

The committee reviewed the application of Ben Maulding for an animal permit to pasture and keep horses at 605 10th <\/span><\/span>Avenue NW in the City. The item was forwarded to the May committee meeting until the new city Ordinance is in effect.<\/span><\/p>\n

Discussion then centered on filling the City Forester position within the City. Mayor Andersen moved and was seconded for the committee to recommend approving advertising for a City Forester\/Equipment Operator position, with the same pay range as a full time City Forester. The City Forestry Department will remain. Deputy City Auditor Jay Sveum said the primary job will be City Forester, and assisting in the Street Department in the winter months, as qualified. Sveum does not feel the added title of Equipment Operator will limit the number of applicants for City Forester.<\/p>\n

Former Shade Tree Committee member Roy Sheppard said he was a 30 year member of the committee and worked with four full time and one part time City Forester, and outlined reasons for a individual holding a City Forester position only.<\/p>\n

Others advocating a full time City Forester were Chamber President, Tim Burchill, and City Beautification Committee member, Joan Morris. City Council Member Buchanan noted the previous full time City Forester, Vern Quam worked on landscape planning on Mill Hill, and was able to save the city money, with in-kind services.<\/p>\n

Mayor Andersen rescinded her motion based on the 2002 job description, of a City Forester, only, position.<\/p>\n

The committee voted unanimously to recommend.<\/p>\n

The committee recommends, recognizing the Ave Maria Village Fundraising Committee as an other public spirited organization and to authorize the issuance of a raffle permit with the drawing to be held June 17, 2013.<\/p>\n

The committee then considered the request from Otter Tail Power Company on whether the City would consider acquiring Lot 14, Block 3, Replat of Block 3 Hi-Acres 3rd <\/span><\/span>Addition, from Stutsman County in order to provide an easement to Otter Tail Power Company for the placement of a power line. The utility will be upgrading its local system.<\/span><\/p>\n

Without the easement Otter Tail Power would need to purchase the property on its own.<\/p>\n

The committee recommends the city acquire the property and grant the easement.<\/p>\n

It was noted that the Second Reading of Ordinance to amend and re-enact Section 6-7 of the City Code pertaining to animals and fowl is scheduled for the May 6, 2013, City Council meeting.<\/p>\n

Draft Minutes of the April 8, 2013, Planning Commission meeting , and draft minutes of the April 18, 2013 Planning Commission meeting were presented.<\/p>\n

The committee discussed introducing the First Reading of an Ordinance to amend and re-enact Ordinance to change the zoning of the S55\u2019 of the W130\u2019 of Lot 7, Auditor\u2019s Plat No. 3 from R-2-A (One to Twelve Family Residential District) to C-2 (General Commercial District). The land south of the Don Wilhelm car dealership.<\/p>\n

Currently a single family home is located there and would be removed under Wilhelm\u2019s plan to use the property for the dealership, parking. Mayor Andersen pointed out that C-2 Zoning will allow for other types of businesses locating there, such as a “quick lube,” business.<\/p>\n

She feels that a “buffer zone,” be in place between residential and commercial property.<\/p>\n

The City Planning Commission recommends approval, but not unanimously.<\/p>\n

It was noted that issuing a condition use permit would not require a zone change.<\/p>\n

The committee recommends moving the Ordinance to the City Council meeting without recommendation.<\/p>\n

The committee recommends introducing the First reading of an Ordinance to amend and re-enact Section 8.8(F), Paragraphs 1 & 2 and Section 9(B), Appendix C, pertaining to building requirements within zoning districts, concerning the height of walls of accessory buildings, (such as garages or storage buildings) in residential areas.<\/p>\n

Civic Center and Promotion Committee, had no official business.<\/p>\n

Council Member Charlie Kouarjian pointed out that White Cloud the Albino buffalo gave birth this week to her 10th calf \u2014 a brown <\/span>heifer. <\/span><\/p>\n

Jamestown, ND (KCSi-T.V. News Apr 22, 2013) — The Jamestown Education Association and the Jamestown Public School Board are meeting in teacher negotiations.<\/p>\n

Ground rules were set at the first meeting on Monday.<\/p>\n

With the next meeting set for Tuesday April 30, 2013 at 7-p.m., at the Jamestown Middle School, Thompson Community Room, the organizations will present their initial proposals for a contract.<\/p>\n

The next meeting is scheduled to have both presenting final proposals.<\/p>\n

Jamestown Public School Board negotiators are Terry Anderson, Tanya Ostlie and Roger Haut.<\/p>\n

Negotiators for the Jamestown Education Association are Cody Mickelson, Todd Roth, and Bill Nelson.<\/p>\n

The goal is to complete negotiations by July 1, 2013,or stayed if progress is being made.<\/p>\n

\u00a0BISMARCK, N.D. (AP) – Gov. Jack Dalrymple is requesting an emergency declaration from President Obama due to the strong potential for spring flooding in North Dakota.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Dalrymple says current conditions show there is significant potential for severe flooding that could exceed local response capabilities.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 If approved, the presidential declaration would make available federal resources and financial assistance to help local and tribal jurisdictions recover costs associated with severe flooding. North Dakota would be eligible for federal funding to cover 75 percent of all eligible costs for flood protection measures incurred by communities and counties.

\n\u00a0\u00a0\u00a0\u00a0 The National Weather Service on Tuesday slightly downgraded the crest prediction for Wahpeton, about 50 miles south of Fargo. The Red River flows north.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The weather service has lowered the expected peak in Wahpeton from 17 to 16.5 feet. That’s likely to happen late Sunday or early Monday.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Forecasters say the Red River in Fargo and Moorhead, Minn., should rise to near 37.5 by mid-morning on next Tuesday. That’s nearly 20 feet above the point where the river spills over its banks.

\n\u00a0\u00a0\u00a0\u00a0 Police say residents are prohibited from climbing or driving on a levee, damaging a levee, entering a restricted area, or operating a watercraft that could cause damage to a levee or other flood protection by creating a wake.

FARGO, N.D. (AP) – Fargo’s neighbors are ramping up their flood fight against the Red River.

\n\u00a0\u00a0\u00a0\u00a0 The National Weather Service last week warned residents in Fargo and Moorhead, Minn., to prepare for possible record flooding, which would likely force more than 300 homeowners in the two cities to build sandbag dikes or provide other protection.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Workers began dropping off sandbags in Fargo neighborhoods on Tuesday. Moorhead officials say they plan to begin delivering sandbags on Wednesday.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Moorhead City Manager Redlinger says officials are looking to sandbag between 38 and 100 homes, depending on the initial weather service crest prediction. That forecast could be released as soon as Wednesday.

\u00a0GRAND FORKS, N.D. (AP) – Grand Forks officials say that two of the city’s three bridges could be closed to cars and people if the Red River reaches the 49-foot mark.

\n\u00a0\u00a0\u00a0\u00a0\u00a0 There’s a 50 percent chance the water will reach 49 feet.<\/p>\n

While that’s largely manageable for the city because it’s protected against levels as high as 60 feet, bridges could be closed at the 43-foot mark.

\n\u00a0\u00a0\u00a0\u00a0 On the south end of downtown, Point Bridge would close at 43 feet. The Sorlie Bridge, connecting downtown Grand Forks to East Grand Forks, could close if the river rises to 46 feet.

\n\u00a0\u00a0\u00a0\u00a0 City officials say that traffic could be routed over the Kennedy Bridge on Highway 2.<\/p>\n

\u00a0WILLISTON, N.D. (AP) – An inmate is back in custody after escaping from a courthouse where he was scheduled to have a bond hearing.

\n19-year-old Calum Kinstler was facing a several felonies and misdemeanors stemming from an alleged theft and armed robbery when he escaped from the Williams County Courthouse on Monday.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Officers were able to apprehend him a few minutes later at a nearby garage.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 This was the second inmate to escape from the courthouse in a week.<\/p>\n

\u00a0BISMARCK, N.D. (AP) – A Bismarck woman accused of leaving two toddlers home alone has pleaded guilty to felony child abuse or neglect.

\n\u00a0\u00a0\u00a0\u00a0 Twenty-six-year-old Bonnie Packineau was accused of leaving a 2-year-old boy and a 3-year-old girl home alone on March 12. Authorities say a neighbor found the boy outside in 15-degree weather, screaming.

\n\u00a0 Packineau told officers she went to Mandan to pick up a friend and could not handle all of her children in the car. She said during an earlier court appearance that she has a 7-month-old and a 5-year-old.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Packineau could face up to 10 years in prison. A sentencing date was not immediately set.<\/p>\n

BISMARCK, N.D. (AP) – A North Dakota man has pleaded not guilty to starving about 100 cattle to death.

\n\u00a0\u00a0\u00a0\u00a0 Forty-four-year-old James Schnabel is charged in McIntosh County with four misdemeanor counts of mistreating animals. He could face up to four years in jail if convicted.
\n\u00a0
\nCourt documents indicate Schnabel told authorities stray dogs chased some cattle into a shed in January, leading to trampling and suffocation deaths.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 A veterinarian concluded almost all of the dead cattle died of starvation.<\/p>\n

\nCommissioners voted unanimously Tuesday night to suspend the license of Heartbreakers for 30 days and the license of Whispers for seven days.

\u00a0BISMARCK, N.D. (AP) – The state-owned Bank of North Dakota set a record last year with $81 million in profits. The bank’s annual report says it’s the ninth consecutive year the bank has set an income record. The Bank of North Dakota had more than $70 million in profits in 2011 and $62 million in profits in 2010.<\/p>\n

Bismarck, ND\u00a0 — The Bismarck anchorman fired after opening his first-ever broadcast with a pair of obscenities will appear on CBS’ \u201cThe Late Show\u201d with David Letterman Wednesday night.<\/p>\n

\u201cThe Late Show\u201d announced via its Twitter account Tuesday night that it would feature fired reporter A.J. Clemente on its Wednesday night show.<\/p>\n

While in New York, Clemente also will be making an appearance on NBC’s \u201cToday\u201d show Wednesday morning.<\/p>\n

Clemente was put on suspension by employer KFYR-TV following the Sunday broadcast and fired Monday.<\/p>\n

Video of Clemente\u2019s broadcast immediately began circulating on social media sites. Many of his Twitter followers jumped to his defense and called for the station to rehire him.<\/p>\n

Voters in Newtown turned down the $72 million school budget by 482 votes and rejected the $39 million town government budget by 62 votes Tuesday. Nearly 4,500 residents voted on the plans, which would have increased spending by 4.7 percent next fiscal year. Officials put an extra $1 million in the school and town budgets for security.
