News Apr 25, 2013)\u00a0 \u2014\u00a0 The U.S. Army Corps of Engineers, reports, that <strong>s<\/strong>nowmelt inflow is expected to begin at Jamestown and Pipestem Reservoirs in the next week. Combined releases from the reservoirs are currently expected to stay below 1200 cubic feet per second (cfs) with snowpack conditions being compared to 2001. Significant additional rainfall or snow may necessitate higher release levels.<\/p>\n<p>Pipestem Reservoir is currently at pool elevation 1441.5 feet with approximately 50 cfs inflow and 50 cfs outflow. Jamestown Reservoir is currently at pool elevation 1429.9 feet with approximately 32 cfs inflow and no outflow. All of the flood storage at Pipestem and Jamestown is currently available for the spring runoff.<\/p>\n<p>Most of the snowmelt so far this spring has been soaking into the ground.Jamestown Reservoir has risen less than 2 inches.Pipestem Reservoir has gone down a little over a foot, since officials began draining water from the bottom to improve water quality.<\/p>\n<p>Releases will be initiated once James River levels are steady or dropping in the downstream channel to Lamoure. Releases will be stepped up by approximately 100 to 200 cfs per day as necessary depending on the amount of inflow into the reservoirs. During the spring and summer, emphasis will be placed on evacuating Jamestown Reservoir flood storage near the June 1 target date. Pipestem Reservoir flood storage will be primarily evacuated in June, July and August.<\/p>\n<p>Residents along the James River downstream from Jamestown should monitor flood forecasts by the National Weather Service and make preparations as necessary to minimize damages from high river levels. Flood forecasts on the James River in North Dakota and South Dakota are available on the Missouri Basin River Forecasting Center website at <a href=\"http:\/\/www.crh.noaa.gov\/mbrfc\/\" target=\"_blank\">http:\/\/www.crh.noaa.gov\/mbrfc\/<\/a>.<\/p>\n<p>A rapid deployable gage will be installed on the James River near Adrian to provide river stage readings between Jamestown and Lamoure. Data from this gage and permanent gages on the James River in North Dakota and South Dakota is available on the U.S. Geological Survey website at <a href=\"http:\/\/nd.water.usgs.gov\/floodinfo\/james.html\" target=\"_blank\">http:\/\/nd.water.usgs.gov\/floodinfo\/james.html<\/a><\/p>\n<p>&nbsp;<\/p>\n<p>Valley City, ND (KCSi-T.V. News) \u2013 The Valley City Commission\u00a0will meet \u00a0in Special Session Friday Morning (Apr 26, 2013) at 10 a.m. at City Hall.<\/p>\n<p>The purpose of the meeting is to get an update on the flood forecast along the Sheyenne River.<\/p>\n<p>The meeting will be shown live on CSi 68 followed by replays.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown, ND (KCSi-TV News) &#8212; The Jamestown City Council Police, Fire and Public Works Committees met Thursday afternoon (Apr 25, 2013) at City Hall.<\/p>\n<p>Council Member Buchanan was not present.<\/p>\n<p>With <span><span>Police Committee business, members discussed the DOT Grant opportunity, <\/span><\/span><\/p>\n<p>to purchase radar equipment, with Jamestown Police Chief Scott Edinger. He said the grant would be matched by the city.<\/p>\n<p>The committee recommends allowing the Chief to apply for the grants\u2026the total price at $1,900.<\/p>\n<p>Also discussed was the purchase of police equipment, light bars from the Valley City Police Department, at a cost of $1,000, a savings of about $1,400.<\/p>\n<p>The committee recommends authorizing the purchase.<\/p>\n<p>Fire Committee:<\/p>\n<p>No items for discussion at this time.<\/p>\n<p>Public Works Committee:<\/p>\n<p>The committee considered entering into an agreement with RDG Planning &amp; Design and Kadrmas, Lee &amp; Jackson, Inc., to prepare a Land Use and Transportation Plan for the City of Jamestown and the NDDOT. City Engineer Reed Schwartzkopf said the cost to the city of the total of $342,925, is $123,000.<\/p>\n<p>Mayor Andersen said the cost is slightly over estimates, because of public participation.<\/p>\n<p>She added that at the end of process it will produce a plan that can be implemented.<\/p>\n<p>The plan is to be ready for implementation in 18-16 months.<\/p>\n<p>The committee recommends authorizing entering into the agreement.<\/p>\n<p>\u3000<\/p>\n<p>The committee recommended creating a Sanitary Sewer District consisting of the Lift Station #9 contributing area and the Lift Station # 10 contributing area in relation to Forcemain Improvements Project, Phase II \u2013 the Forcemain and Gravity Sewer.<\/p>\n<p>Mayor Andersen noted that the district will be paid from a Special Assessment District, with other portion of the infrastructure coming from the one half City Sales Tax.<\/p>\n<p>The committee moved to the City Council without recommendation, approving plans and specifications for another Forcemain Improvements Project, District, the Phase II \u2013 and Phase One Forcemain and Gravity Sewer, and recommends authorizing Interstate Engineering to proceed with Advertising and Bidding.<\/p>\n<p>The committee recommends approving plans and specifications for a New Watermain Project for the new southwest water tower, and authorizing Interstate Engineering to proceed with Advertising and Bidding.<\/p>\n<p>The committee recommends two Change Orders and Paying Estimates for the Water Treatment Plant Improvements Project. One increase is for over $28,000 and a deduction for about the same amount. The estimate of $86,000 will close out the project.<\/p>\n<p>\u3000<\/p>\n<p>The bid award relating to the 2013 Sidewalk and Curb &amp; Gutter District, was recommended to Lindberg Brothers, in the amount of $70,600.<\/p>\n<p>The committee considered reimbursement to NDDES on FEMA Large Project Closeout relating to the 2010 Flood event, in the amount of $98.<\/p>\n<p>Discussion then concerned a conveyor problems at the Baler Building.<\/p>\n<p>Schwartzkopf said the plan was to repair the present conveyor at a cost of $38,000.<\/p>\n<p>He said the actual cost is about $60,000 plus installation.<\/p>\n<p>He estimates $90,000 will keep the system running.<\/p>\n<p>He recommends purchasing a new conveyor belt in the amount of about $100,000.<\/p>\n<p>The issue was sent to the City Council without recommendation, when closer numbers are determined.<\/p>\n<p>Disscussion then concerned access to fire hydrants on private property.<\/p>\n<p>Schwartzkopf said the city is willing to come onto private property for testing, flushing a opetation, if approved by the property owner.<\/p>\n<p>City Attorney Ken Dalsted suggested an easement to gain access.<\/p>\n<p>Water Department supervisor, Steve Suko said it is also a safety issue.<\/p>\n<p>City Fire Chief Jim Reuther said Fargo and Bismarck uses contact by letter.<\/p>\n<p>The committee recommends contacting the private property owners with a proposal of an easement.<\/p>\n<p>The meeting was shown live on CSi 67, followed by replays.<\/p>\n<p>&nbsp;<\/p>\n<p>From VCSU<\/p>\n<p>Valley City, ND (KCSi-T.V. News Apr 25, 2013) &#8212; 21 Valley City State University students in Jonna Ziniel\u2019s public relations course have applied their Public Relation skills to a real-world application\u2014creating promotional videos for the Sheyenne Valley National Scenic Byway and Valley City Convention and Visitors Bureau.<\/p>\n<p>The 21 students have created 18 videos, each 2\u20135 minutes long, highlighting locations in and around Valley City.<\/p>\n<p>Using university video and still cameras and working in groups of five and six, the VCSU students crafted the videos from footage and still photos they shot, along with interviews of relevant individuals.<\/p>\n<p>Ziniel says, &#8220;It\u2019s good to see different backgrounds.<\/p>\n<p>Ziniel, is in her fifth year of teaching at VCSU, and adds, &#8220;That variety produces different perspectives, and that\u2019s valuable in the classroom and in these video projects.&#8221;<\/p>\n<p>Mary Lee Nielson, marketing coordinator for both the Sheyenne River Valley Scenic Byway and the Valley City Convention and Visitors Bureau, is appreciative of the work the VCSU students have done saying &#8220;We\u2019re fortunate to have Valley City State University to use as a resource. We now have 18 videos that can be used to help market Valley City and the Sheyenne River Valley. It\u2019s great to see how VCSU students view the community around them.&#8221;<\/p>\n<p>Nielsen approached Ziniel about the possibility of creating some short tourism videos, and Ziniel was quick to realize the opportunity it presented for her students. Nielsen will also offer the videos for use by the Valley City Chamber of Commerce and the Valley City Development Group.<\/p>\n<p>The video assignment was well received by Ziniel\u2019s students. &#8220;It was a way for us to give back to Valley City,&#8221; said Preston Jensen, a VCSU senior and one of the PR students.<\/p>\n<p>The student-created videos can be found online at<\/p>\n<p><a href=\"http:\/\/www.youtube.com\/user\/ValleyCityChamber1\"><strong>www.youtube.com\/user\/ValleyCityChamber1<\/strong><\/a><strong><strong>.<\/strong><\/strong><\/p>\n<p>Among the 21 students in the class are three from Valley City\u2014Derek Elliott, senior; Preston Jensen, senior; and Melinda Olauson, junior.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown, ND (KCSi-T.V. News Apr 25, 2013) &#8212;\u00a0 \u00a0The South Central Dakota Regional Council Executive Board has authorized $1 million in loans.<\/p>\n<p>The committee approved two loan applications for Dakota Spirit AgEnergy \u2014 Great River Energy and Midwest Ag Energy Group for equipment purchases.<\/p>\n<p>$800,000 will go to the Dakota Spirit AgEnergy for railcars and other equipment.<\/p>\n<p>\u00a0$500,000 from its main source of loan funds. The second was for $300,000 forgivable loan from the Governor\u2019s Fund.<\/p>\n<p>Executive Director Deb Kantrud says the loans will help create 60 new jobs, for seven businesses.<\/p>\n<p>Construction is planned to start on the Dakota Spirit AgEnergy ethanol plant at Spiritwood, N.D.<\/p>\n<p>&nbsp;<\/p>\n<p>From JSDC\u2026<\/p>\n<p>DeAnn Brunner, JSDC Business Development Coordinator attended the Business Retention Expansion International (BREI) Conference and Training in Fargo, ND.<\/p>\n<p>BREI is the leading professional association for business retention and expansion. Programs are designed to train and provide networks for economic development professionals to support existing business develop and expand in today&#8217;s global economy. Economic development leaders from around the nation attended the conference.<\/p>\n<p>Ms. Brunner says, The training classes included Economic Analysis and Building Effective Teams. She adds, &#8220;The training classes were amazing and provided detailed information that will be utilized by the JSDC&#8221;,<\/p>\n<p>The Economic Analysis class covered in depth discussions on data concepts to facilitate an analysis of the local economy, provide a means to transform data into information as well as provide a basis for identifying sectors to recruit or grow within the community. The Building Effective Teams course went over the generations in the workforce as well as ways to build an effective team.<\/p>\n<p>The theme of the conference was Dynamic Community Change. The conference held sessions on tax increment financing, housing development issues in North Dakota, the impact of tourism on main street business and several others. (AP) &#8211; A Watford City man is accused of leading a crime ring that stole more than $10,000 in diesel fuel in McKenzie County.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Twenty-one-year-old Tyler DeFoe faces misdemeanor and felony charges including leading a criminal association. Court documents do not list an attorney for him and a home telephone listing could not immediately be found.<br \/>\n\u00a0<br \/>\nAuthorities say they have linked DeFoe to 16 diesel thefts. He is alleged to have intimidated at least five juveniles into helping him.<\/p>\n<p>&nbsp;<\/p>\n<p>WILLISTON, N.D. (AP) &#8211; Authorities in North Dakota have arrested two men on suspicion of possessing methamphetamine.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Williams County Sheriff&#8217;s Office says it received a report of two men smoking while traveling down Highway 2 Thursday morning. The two men fled deputies but were later apprehended.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities seized approximately $100,000 worth of methamphetamine. The two men, both from Minot, were arrested on felony charges of possessing a controlled substance with intent to deliver.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 They are being held at the Williams County Correctional Center.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0WILLISTON, N.D. (AP) &#8211; Bond has been cut to $500,000 for a Michigan man accused of stabbing his friend to death at a North Dakota oil field crew camp last month. Ryan Anderson is charged with murdering Christopher King after an alcohol-fueled dispute at the Capital Lodge crew camp. Anderson has pleaded not guilty.<\/p>\n<p>&nbsp;<\/p>\n<p>FARGO, N.D. (AP) &#8211; Fargo Mayor Dennis Walaker says there&#8217;s a good chance the Red River in Fargo will crest a foot under the peak range predicted earlier by the National Weather Service.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The latest forecast calls for a range between 38 and 40 feet. The river begins to spill it banks at 18 feet. It was measured at about 21 feet Friday morning.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Walaker says the city&#8217;s discussions with the weather service Friday indicated that &#8220;37 (feet) is a really good number.&#8221; An updated forecast is due out later Friday.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 High school students were enlisted Friday to help place about 100,000 sandbags in neighborhoods around the city. (AP) &#8211; It&#8217;s defense day in Fargo.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Hundreds of high school students will be getting out of school Friday to help place about 100,000 sandbags around the city to protect a couple of hundred homes against Red River flooding.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 It&#8217;s a familiar routine that started in 2009 when the city fought the first of three straight major floods. Fargo students placed 700,000 sandbags is less than two days during the last flood in 2011.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Forecasters have predicted a Red River crest range of between 38 and 40 feet in Fargo. The river began spilling its banks early Thursday when it went over flood stage of 18 feet.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Fargo Mayor Dennis Walaker says the weather is predicted to be nice on Friday and he wants students to &#8220;go out and enjoy their day.&#8221;<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; The North Dakota Legislature has endorsed a bill aimed at strengthening penalties for drunken driving.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Senate unanimously approved the bill Thursday. The House approved the bill 69-23 on Wednesday.\u00a0 The measure now goes to Gov. Jack Dalrymple.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Along with increased fines and other penalties, the measure would require jail time or community service work for first-time DUI offenders who have a blood alcohol content of 0.16 percent. That&#8217;s twice the state&#8217;s legal limit of 0.08 percent.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The bill also would require mandatory participation in the so-called 24\/7 sobriety program for repeat offenders.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A second DUI arrest also would require a minimum sentence of 10 days in jail.<br \/>\n\u00a0<\/p>\n<p>\u00a0BISMARCK, N.D.
