{"id":176422,"date":"2019-07-25T17:16:50","date_gmt":"2019-07-25T22:16:50","guid":{"rendered":"http:\/\/csinewsnow.com\/?p=176422"},"modified":"2019-07-25T17:18:54","modified_gmt":"2019-07-25T22:18:54","slug":"committee-discusses-renewable-natural-gas-project","status":"publish","type":"post","link":"https:\/\/csinewsnow.com\/?p=176422","title":{"rendered":"Committee discusses natural gas project"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-medium wp-image-66331\" src=\"http:\/\/csinewsnow.com\/wp-content\/uploads\/2015\/02\/cityhall-488-300x202.jpg\" alt=\"\" width=\"300\" height=\"202\" srcset=\"https:\/\/csinewsnow.com\/wp-content\/uploads\/2015\/02\/cityhall-488-300x202.jpg 300w, https:\/\/csinewsnow.com\/wp-content\/uploads\/2015\/02\/cityhall-488-259x175.jpg 259w, https:\/\/csinewsnow.com\/wp-content\/uploads\/2015\/02\/cityhall-488.jpg 445w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/>Jamestown\u00a0 (CSi)\u00a0 The Jamestown City Council\u2019s\u00a0 Police &amp; Fire Committee, Public Works Committee met Thursday evening at City Hall.<\/p>\n<p>Council Member Phillips was not present.<\/p>\n<p><strong>POLICE &amp; FIRE COMMITTEE\u00a0 <\/strong>No agenda items at this time.<\/p>\n<p class=\"Default\"><b><span style=\"font-size: 11.5pt;\">PUBLIC WORKS COMMITTEE: <\/span><\/b><\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">Considered was the New Phase Energy conclusions and recommendations from the Feasibility Study of the Biogas-to-Renewable Natural Gas Project for the City of Jamestown Wastewater Treatment Plant \u2026. and recommending approval to correct maintenance concerns, and initiate the digester gas resource data collection program\u2026 and proceed with installation and operation of a biogas data collection system. <\/span><\/p>\n<p>NPE presented the feasibility study converting sewage gas to natural gas, and cleaning the final natural gas product. Financing options were also considered and state grants available, and loan structures.\u00a0 It was determined that oxygen was present in the system which needs to be remedied.\u00a0 The flow volume was determined to be adequate.<\/p>\n<p>No new pipeline will be necessary to connect to the Montana Dakota Utilities pipeline.<\/p>\n<p>The study shows the project is feasible, <span style=\"font-size: 11.5pt;\">for this purpose and selling renewable natural \u201cBrown gas,\u201d and \u201cGreen gas.\u201d<\/span><\/p>\n<p>To go forward, NPE recommends eliminating the oxygen in the system and addressing a hydrogen sulfide issue. Also to replace the existing flow meter, and to initiate a three month data collection, and monitoring program.\u00a0 Costs were also discussed.<\/p>\n<p>NPE recommends the project go forward, following steps to be taken.<\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">The committee recommends approving going forward on the project as outlined by NPE.<\/span><\/p>\n<p>The committee recommends\u00a0 approval of the 2019-2020 Minnesota Valley Laboratories, Inc. testing cost proposals to monitor ground water, storm water, leachate and landfill gas to meet the landfill permits and storm water permits. \u00a0\u00a0The cost is just over $59,000.<\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">The committee recommends entering into an agreement with Interstate Engineering, Inc., for the design of plans and specifications of the 2019-2020 NDDOT Safe Routes to School Project which will be specially assessed to the Jamestown Public School District, as agreed to by the school board.\u00a0<\/span><\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">City Engineer project updates were presented in the committees drop boxes. <\/span><\/p>\n<p>Garbage collection update. Sanitation Foreman Roger Mayhew said due to muddy conditions the landfill was closed for a period of time, until it dries out.\u00a0 With four day collections, some residents are not remembering to place the garbage out in the proper locations, due to recent changes, but he said the residents are adjusting to the changes.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Recycling collection update\u2026. \u00a0Recycle North Dakota manager Ralph Freibel said the old building will be closed out.
