(AP) &#8211; Some rural areas in North Dakota are dealing with flooding after a weekend of warm weather that melted snow.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Red Cross tells the Grand Forks Herald overland flooding in Rolette County prompted the evacuation of eight families late Sunday. Their mobile homes were damaged by 2 feet of water.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Six of the families are staying with family or friends. The other two are staying in a Rolla hotel.<br \/>\n\u00a0<br \/>\nOverflowing creeks and coulees and snowmelt draining off hills is leading to problems in north central North Dakota. (KCSi-T.V News Apr 29, 2013) Jamestown based, Farm Rescue will receive two-year funding of $150,000 from the Otto Bremer Foundation and $50,000 from Bremer Bank. The $200,000 will be used for equipment, training, and general operations.<\/p>\n<p>Farm Rescue President and Founder, Bill Gross says, &#8220;We are thankful that the Otto Bremer Foundation and Bremer Bank have been strong supporters of Farm Rescue. Jack Dalrymple signed legislation Monday aimed at strengthening penalties for drunken driving in North Dakota.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Legislature last week endorsed the bill that increases fines and other penalties. The new law will require jail time or community service work for first-time DUI offenders who have a blood alcohol content of 0.16 percent. That&#8217;s twice the state&#8217;s legal limit of 0.08 percent.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The bill also would require mandatory participation in the so-called 24\/7 sobriety program for repeat offenders.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A second DUI arrest also would require a minimum sentence of 10 days in jail.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Dalrymple was joined at the bill signing by the bill&#8217;s sponsors, Attorney General Wayne Stenehjem (STEHN&#8217;-juhm) and members of families who have lost loved ones in alcohol-related crashes last year.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0FARGO, N.D. (AP) &#8211; The major Red River flood of 2013 is fizzling out.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The National Weather Service on Monday lowered the expected crest forecast in Fargo and Moorhead, Minn., to 35.5 feet on Wednesday morning, down from the 37-foot prediction that was issued Sunday.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Workers have spent the last week building clay levees and sandbag dikes to protect Fargo to 40 feet after an earlier weather service prediction that included the possibility of a rapid snowmelt and steady precipitation.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Instead, forecasters say the conditions were ideal for a gradual melt cycle.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The river topped the 30-foot mark Sunday night, which is considered major flood stage. A 35.5-foot flood would be the ninth-highest on record, but would cause little damage after recent efforts to build permanent levees and buy out homes in low-lying areas.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, ND (KCSi-T.V. News Apr 29, 2013)\u00a0 \u00a0\u2013 Gov. Jack Dalrymple\u00a0has directed all state government agencies and encouraged all North Dakotans to fly the U.S. and North Dakota flags at half-staff to honor the life and legacy of former Gov. William Guy, who passed away last week at the age of 93. The Governor\u2019s directive begins at sunrise on Tuesday, April 30, and ends at sunset on Thursday, May 2.<\/p>\n<p>Memorial services for Guy will be held Tuesday in Fargo and Thursday in Bismarck, with a private burial planned for Thursday at the North Dakota Veterans Cemetery in Mandan.<\/p>\n<p>\u201cBill was a remarkable public servant who dedicated his life to modernizing North Dakota and to laying the groundwork for future growth and opportunity,\u201d Dalrymple said. \u201cWe lower the flags this week as a mark of respect for his vision and leadership, and for the indelible legacy he has left behind for our citizens and our state.\u201d<\/p>\n<p>&nbsp;<\/p>\n<p>\u3000MINOT, N.D. (AP) &#8211; A North Dakota woman has been charged with attempted murder, terrorizing and reckless endangerment after leading authorities on a car chase and ramming into law enforcement vehicles.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Ward County Sheriff&#8217;s Office says 40-year-old Amber Osbourne, of Fairdale, is being held at the Ward County Jail.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The sheriff&#8217;s office says it received a call about 5:35 a.m. Monday that a woman wanted to provoke officers in order to harm herself.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A pursuit started involving sheriff&#8217;s deputies, Minot police officers and North Dakota Highway Patrol officers.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Osbourne reportedly rammed her vehicle into officers&#8217; cars before a tire spike slowed her vehicle down and she was eventually taken into custody.<\/p>\n<p>&nbsp;<\/p>\n<p>WILLISTON, N.D. (AP) &#8211; A 39-year-old Williston woman is charged with neglecting her child after police say she left her cognitively impaired 10-year-old boy to guard a camper from intruders while she went to take a shower.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Williams County District Judge Joshua Rustad last week found enough probable cause to send Carrie Tyler to trial on the charge of child neglect or abuse. The charge stems from a Feb. 25 incident in which Tyler&#8217;s landlord called police and reported that the boy had been abandoned.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A police officer talked to the boy, whose clothes were soiled. The Williston Herald reports that the boy told investigators that he needed to guard the camper so that &#8220;drunks and druggies&#8221; wouldn&#8217;t break in.<\/p>\n<p>&nbsp;<\/p>\n<p>WATFORD CITY, N.D. (AP) &#8211; Authorities in northwestern North Dakota&#8217;s McKenzie County say a man tried to kill himself with fire.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Officers who responded to a call of a suicidal man in a pickup truck outside a Watford City bar on Sunday say the man poured gasoline on himself and started it on fire.<br \/>\n\u00a0<br \/>\n\u00a0 Officers were able to extinguish the flames but not before the man suffered serious burns. He was taken to a Minneapolis burn hospital.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities did not immediately identify the man or release his condition.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; Gov. Jack Dalrymple has appointed a new executive director of the North Dakota Department of Human Services.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Maggie Anderson has been appointed to the position. She has been interim executive director since August 2012.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Dalrymple says Anderson is a proven leader and brings lots of experience to the role of executive director.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Anderson says she is honored to have the position. She says she looks forward to continuing to work with Dalrymple, legislators and the entire DHS department to provide services.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Department of Human Services employs about 2,100 people and has a current, two-year budget of $2.6 billion.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0FARGO, N.D. &#8211; As the North Dakota National Guard begins its second week supporting flood efforts, the number of Soldiers and Airmen on duty increased briefly today as missions shift from traffic control to quick reaction forces for flood emergencies.<\/p>\n<p>Guardsmen have been supporting the City of Fargo since April 22 with Law Enforcement Support Packages. The teams of Soldiers from the 191st Military Police Company have provided as many as 15 traffic control points at a time during around-the-clock operations to facilitate movement of trucks hauling clay and sandbags for levee construction.\u00a0<\/p>\n<p>&#8220;Our Soldiers did extremely well over the past week of service here,&#8221; said Capt. Ryan Boom, 191st Military Police Company commander. &#8220;We really didn&#8217;t see as much stress as we have in the past, and we responded with a great deal of knowledge from the previous fights, which helped us take off in stride in order to accomplish the mission and assist the Fargo (Police Department) with the traffic control. . I was very pleased to see the public respond by slowing down and being very courteous and being very generous to my Soldiers. I couldn&#8217;t appreciate them more for their support and good attitudes throughout this flood fight.&#8221;<\/p>\n<p>There were more than 70 Guardsmen on duty last week with a dip to about 40 over the weekend across six traffic control points as the city finished buttoning up areas needing protection. The need for Guard support for traffic control is expected to end late today.<\/p>\n<p>As the Guard&#8217;s military police wrap up their flood support, members of the 815th Engineer Company (Horizontal) are joining the mission. The engineers are forming a light quick reaction force team that will respond to emergency flood-related needs in Cass County. The team reported at 7 a.m. today and is ready 24 hours a day in West Fargo with two 5-ton dump trucks loaded with sandbags and three high-wheeled Light Medium Tactical Vehicles, or LMTVs, for evacuation. One LMTV is pulling a skid steer loader, and the team also is using a Humvee (High-Mobility Multi-Purpose Wheeled Vehicle, HMMWV) with a Blue Force Tracker, a GPS-enabled device used for precise location and communication.<\/p>\n<p>&#8220;In past flood operations, the QRF teams have been instrumental in saving homes and protecting families and livestock,&#8221; said Maj. Gen. David Sprynczynatyk, North Dakota adjutant general. &#8220;We&#8217;re thankful that lower crest predictions will lessen the burden on many of our neighbors, but the Guard remains ready to support the county should there be overland flooding emergencies as we&#8217;ve seen come up quickly many times in the past several years.&#8221;<\/p>\n<p>Since 2009, the North Dakota National Guard has contributed more than 125,000 duty days to flood operations in the state.<\/p>\n<p>That military support effort is again being enhanced by the U.S. Coast Guard. A pararescue helicopter arrived at the North Dakota Air National Guard base in Fargo yesterday and will be on standby for search and rescue missions.<\/p>\n<p>The Guard continues to coordinate with city and county agencies and the North Dakota Department of Emergency Services to monitor areas across the state that may be impacted by flooding as well as wildfires.<br \/>\n&#8212;<br \/>\nSince the 2001 terrorist attacks on America, the North Dakota National Guard has mobilized more than 4,000 Soldiers and more than 2,400 Airmen in support of the Global War on Terrorism. About 70 percent of all members serving today have joined since that time. Currently, about 70 North Dakota Guardsmen are serving overseas and more than 200 are serving in Washington, D.C., and on the southwest border of the United States. With a total force of about 4,400 Guardsmen, the North Dakota National Guard remains ready for stateside response and national defense. For every 10,000 citizens in North Dakota, 65 serve in the North Dakota National Guard, a rate that&#8217;s more than four times the national average.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; The internal audit director for the North Dakota University System has resigned.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Bill Eggert calls the position a dead-end job and says he&#8217;d like to move somewhere warmer than North Dakota. His last day is May 31.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Eggert recently released a report that said Chancellor Hamid Shirvani did not violate any policies or commit fraud in testimony he gave to a House committee. But Eggert said Shirvani&#8217;s presentation could have been construed as misleading.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Eggert says the report has nothing to do with his resignation.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Eggert has held the post for just more than two years.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Shortly after being hired, Eggert issued a report that found Dickinson State University awarded hundreds of degrees to foreign students who didn&#8217;t earn them.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0FARGO, N.D. Authorities say Leila was fatally stabbed at her home in Valley Springs on Saturday during an apparent break-in. The girl was found by her older brother who told deputies that he had encountered a male intruder in the home.
