{"id":178057,"date":"2019-08-20T18:22:10","date_gmt":"2019-08-20T23:22:10","guid":{"rendered":"http:\/\/csinewsnow.com\/?p=178057"},"modified":"2019-08-20T18:33:46","modified_gmt":"2019-08-20T23:33:46","slug":"city-commission-approves-land-use-transportationplan","status":"publish","type":"post","link":"https:\/\/csinewsnow.com\/?p=178057","title":{"rendered":"Commission approves land use, transportation plan"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-medium wp-image-1888\" src=\"http:\/\/csinewsnow.com\/wp-content\/uploads\/2012\/08\/CityHallVC-300x202.png\" alt=\"\" width=\"300\" height=\"202\" srcset=\"https:\/\/csinewsnow.com\/wp-content\/uploads\/2012\/08\/CityHallVC-300x202.png 300w, https:\/\/csinewsnow.com\/wp-content\/uploads\/2012\/08\/CityHallVC-259x175.png 259w, https:\/\/csinewsnow.com\/wp-content\/uploads\/2012\/08\/CityHallVC.png 445w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/>Valley City\u00a0 (CSi)\u00a0 The Valley City Commission met is Regular Session, Tuesday evening at City Hall.\u00a0 All members were present.<\/p>\n<p><strong>APPROVAL OF CONSENT AGENDA <\/strong><\/p>\n<p>Approved was an Application to Block off Street for VCSU Vikings Campus Activity Board on August 28, 2019 from 9:00 PM to 12:00 AM on 2nd Avenue SE<\/p>\n<p>Commissioners Approved an Application to Block off Street for Twin City Roofing for 3rd Street NW &amp; Central Avenue beginning September 3, 2019 for two weeks \u2013 to include the parking locations only<\/p>\n<p>Approve was Retail Tobacco License for Mosby LLC dba Boomers Corner Keg.<\/p>\n<p class=\"Default\"><b><span style=\"font-size: 11.0pt;\">PUBLIC COMMENTS<\/span><\/b>&#8230; No one spoke&#8230;.<\/p>\n<p><strong>ORDINANCE <\/strong><\/p>\n<p>The City Commission approve an Ordinance Amending Title 5, Animals<\/p>\n<p>City Attorney Martineck said,\u00a0 one change involves the procedure in impounding animals.<\/p>\n<p>It&#8217;s a\u00a0 \u201cB&#8221; Misdemeanor regarding vicious animals.<\/p>\n<p>The third change is regarding animal running at large.\u00a0 The first and second infraction are administrative offenses. The fine for a first offense\u00a0 is $50, the second offense, $100 and after that a misdemeanor with an appearance in court for a decision on the fine.<\/p>\n<p><strong>RESOLUTION <\/strong><\/p>\n<p>City Commissioners Approved a Resolution Approving Comprehensive Land Use and Transportation Plan <em>\u00a0<\/em><\/p>\n<p>A Stantec representative explained Land Use plan specifics, including population growing to 2045, including a high growth rate to 11,000 from the current 6,500. \u00a0The target is \u00a09,450 for at 2045.<\/p>\n<p>Specificg rowth areas were identified, and a future land use plan was presented, showing on Valley City may grow in the future.\u00a0\u00a0 It does not affect zoning.<\/p>\n<p>Vacant parcels are also considered in the plan.<\/p>\n<p>With the transportation plan, public comments were considered, concerning streets and sidewalks.<\/p>\n<p>2015 traffic counts were used as a basis.\u00a0 Federal aid is available in certain instances such as safety improvements.<\/p>\n<p>Current truck routes were identified, along with current traffic volumes in Valley City.<\/p>\n<p>Crash data was noted over the past five years in Valley City and the severity of each crash.<\/p>\n<p>Also identified was bridges in the city, along with bike and pedestrian facilities, and quality of pavements.<\/p>\n<p>Recommendations were made on pavement management including longevity.<\/p>\n<p>Future growth areas were identified including areas northwest \u00a0and southeast of Valley City, and looking at developing connector routes.<\/p>\n<p>Street congestion was also noted.<\/p>\n<p>Changes were noted to move some collector roads to a local roadway.<\/p>\n<p>The plan outlines adoption of transportation goals, and coordinating the transportation plan with the land use plan.<\/p>\n<p>After hearing the plans from Stantec, the City Commission, approved the Land Use and Transportation Plan.<\/p>\n<p>Mayor Carlsrud pointed out the need for an accurate 2020 census, in terms of future funding for Valley City.\u00a0 The City Commission approved a Census Committee.<\/p>\n<p><strong>NEW BUSINESS <\/strong><\/p>\n<p>The City Commission, reviewed the long range schedule for Permanent Flood Protection and city infrastructure improvements.\u00a0 Phase Five was outlined with areas identified, over the next few years.<\/p>\n<p>The Commissioners were asked to reach a consensus on Phase Five funding, particularly an extension of the 6<sup>th<\/sup> Avenue Southwest \u00a0permanent flood protection plan concerning the \u00a0stability of the river bank and prioritizing that area.\u00a0 It includes sanitary sewer lift station plans.<\/p>\n<p>The funds are different from those used for other infrastructure \u00a0projects.<\/p>\n<p>Also noted were sanitary sewer relining.<\/p>\n<p>Other items addressed included Special Assessment cost shares for infrastructure improvements.\u00a0 KLJ outlined future infrastructure dollars coming from the state legislature\u2019s approval of \u00a0\u201cThe Prairie Dog Bill.\u201d<\/p>\n<p>A concern was adding these Special Assessment on top of Special Assessment that need to be paid yet.<\/p>\n<p>Long Range infrastructure plans were noted, including the critical need for water main replacement, with some pipes about 100 years old.<\/p>\n<p>Also included in the plans were StreetScape-2, and street improvements along with Phase Four of \u00a0Permanent Flood Protection. Along with other critical needs, and funding sources and timetables.<\/p>\n<p>City Administrator, David Schelkoph said the City Commission\u2019s direction and vision are needed, in developing a plan, saying the most critical need to be addressed in water main replacement, especially in Northwest Valley City.<\/p>\n<p><strong>CITY ADMINISTRATOR\u2019S REPORT:\u00a0 <\/strong>No report was given.<\/p>\n<p><strong>CITY UPDATES &amp; COMMISSION REPORTS:<\/strong><\/p>\n<p>Building Inspector Dave Anderson reminded property owners to keep trees, trimmed in accordance with the Ordinance, regarding height.<\/p>\n<p>KLJ reported on changes with traffic flows around Valley City Jr.\/Sr. High School due to street construction.<\/p>\n<p>Mayor Carlsrud reminded motorist to use caution with school starting, and in conjunction with street construction.<\/p>\n<p>The meeting was shown live on CSi Cable 68 followed by replays.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Valley City\u00a0 (CSi)\u00a0 The Valley City Commission met is Regular Session, Tuesday evening at City Hall.\u00a0 All members were present.
