WHAT…Rain and wet snow gradually becoming all snow this
\nafternoon and evening. Lighter snow rates tonight will become
\nheavier Friday into Saturday. There will be a very tight
\nsnowfall gradient, with amounts around a foot along the Red
\nRiver in central and northeast North Dakota to 1 to 3 feet just
\nwest of the Valley. Winds gusting as high as 50 mph on Friday
\ninto Saturday. This will result in large, impassable drifts.<\/p>\n

MANDAN, N.D. (AP) \u2014 The driver of a vehicle that struck and killed a woman in Mandan is charged with felony negligent homicide.<\/p>\n

Seventy-four-year-old Gene Mosbrucker is accused of striking 79-year-old Shirley Lee last month in the parking lot of an apartment building. The Bismarck Tribune reports a court affidavit says a witness told police Mosbrucker was backing up when his Suburban struck Lee and knocked her down with one wheel rolling on top of her.<\/p>\n

The affidavit says Mosbrucker told police “he lost it” when he “may have looked in his mirror” and saw someone on the ground. Court records do not list a defense attorney.<\/p>\n

BISMARCK, N.D. (AP) \u2014 North Dakota’s insurance commissioner says he’s running for re-election.<\/p>\n

Republican Jon Godfread has scheduled news conferences next week to formally announce his campaign. He was elected to the position in November of 2016, defeating Democrat Ruth Buffalo by a 2-to-1 margin.<\/p>\n

Prior to serving as commissioner, Godfread was vice president of governmental affairs for the Greater North Dakota Chamber in Bismarck. He also has experience in banking.<\/p>\n

Godfread says in a release that he has “championed greater awareness of and accessibility to services” provided by the Insurance Department.<\/p>\n

Godfread earned his bachelor’s degree in business from the University of Northern Iowa in 2005 and played professional basketball in Germany after graduation. He received his law and Master of Business Administration degrees from the University of North Dakota in 2011.<\/p>\n

WASHINGTON (AP) \u2014 The top federal prosecutor in Manhattan says two associates of Rudy Giuliani who are accused of trying to buy influence over U.S. policy on Ukraine were arrested while trying to leave the country.<\/p>\n

U.S. Attorney Geoffrey Berman told reporters Thursday that businessmen Lev Parnas and Igor Fruman were about to board an international fight from Virginia with one-way tickets when they were detained at 6 p.m. Wednesday.<\/p>\n

The pair and a third man are accused of trying to use straw donors to hide the source of money they contributed to a congressman and a political action committee supporting Trump’s re-election.<\/p>\n

Berman says the men asked a congressman to help remove the American ambassador to Ukraine. He says Parnas and Fruman were acting at the request of a Ukrainian government official.<\/p>\n

BEIRUT (AP) \u2014 A divided U.N. Security Council has failed to agree on a statement following a closed meeting on Turkey’s incursion into northeast Syria.<\/p>\n

The five European council members who called Thursday’s meeting \u2014 there are 15 member countries \u2014 urged Turkey in a joint statement afterward “to cease the unilateral military action.” They say it threatens progress against the extremist Islamic State group by a global coalition.<\/p>\n

The Europeans warned that “renewed armed hostilities in the northeast will further undermine the stability of the whole region, exacerbate civilian suffering and provoke further displacements.”<\/p>\n

Russia’s U.N. Ambassador Vassily Nebenzia, whose country is a key Syrian ally, told reporters that any council statement on Syria must address broader issues, including the presence of foreign forces in the country.<\/p>\n

U.S. Ambassador Kelly Craft told reporters that President Donald Trump “has made abundantly clear” that the United States “has not in any way” endorsed Turkey’s decision to mount a military incursion in northeast Syria.<\/p>\n

JERUSALEM (AP) \u2014 Israeli Prime Minister Benjamin Netanyahu has bet heavily on President Donald Trump and been rewarded with major diplomatic gains in exchange for his warm embrace of the U.S. leader.<\/p>\n

Trump recognized Jerusalem as Israel’s capital, he withdrew from the Iran nuclear accord, and has been a vocal defender of Israel.<\/p>\n

But the U.S. pullback from northeastern Syria, essentially abandoning its Kurdish allies, has called that strategy \u2014 and Trump’s reliability as a friend \u2014 into question.<\/p>\n

In particular, there are growing fears that Israel’s archenemy Iran could be emboldened by what appears to be an increasingly hands-off American policy in the region.<\/p>\n

It is a surprising turn of events for Netanyahu, who has been one of Trump’s strongest supporters on the international stage.<\/p>\n

SONOMA, Calif. (AP) \u2014 The nation’s largest utility says it has cut off power to about 10,000 people in the southern part of California’s agricultural Central Valley because winds are picking up speed and increasing the danger of wildfires.<\/p>\n

Pacific Gas and Electric said Thursday it has cut power to 4,000 customers in Kern County, where the city of Bakersfield is located. Experts estimate there are between two to three people for each electrical customer.<\/p>\n

About 1.5 million people in Northern California are without power Thursday, most for a second day, after the utility shut off electricity to prevent its power lines and equipment from sparking wildfires.<\/p>\n

The fire danger that led Pacific Gas & Electric to turn out the lights over a large section of Northern and Central California was expected to shift to Southern California as raging winds moved down the state.<\/p>\n

HALLE, Germany (AP) \u2014 A German security official says the suspect in the synagogue attack in Halle was caught about 1\u00bd hours after his assault started as he abandoned a stolen taxi following an accident involving a truck.<\/p>\n

Holger Stahlknecht, the interior minister of Saxony-Anhalt state, said the suspect managed to drive out of Halle after killing two people following an exchange of shots with police that left him with a neck wound.<\/p>\n

He abandoned his car in a small nearby town, where he shot and wounded two other people. He continued southward in a stolen taxi, and was arrested as he left that vehicle following the accident. Police also seized a webcam in the car that he had used to film his attack.<\/p>\n

Stahlknecht said the suspect wasn’t on authorities’ radar before Wednesday.<\/p>\n

He said police arrived at the synagogue seven minutes after they were alerted to the shooting, but acknowledged that in such a situation “seven minutes feel like seven weeks.”<\/p>\n","protected":false},"excerpt":{"rendered":"
