News) &#8212; The Jamestown City Council met in Regular Session Monday evening (May 6, 2013) at 5-p.m., at City Hall.\u00a0 All members were present.<\/p>\n<p>Consent agenda items considered separately included:<\/p>\n<p>Council Member Brubakken asked that item &#8220;N&#8221; be removed, aResolution to authorize entering into an agreement with the RDG Planning &amp; Design and Kadrmas, Lee &amp; Jackson, Inc., to prepare a Land Use and Transportation Plan for the City of Jamestown and the NDDOT (NDDOT Project SPR-P032(002).<\/p>\n<p>He stated his biggest concern was that the committee was given information not in a timely fashion, including documentation.<\/p>\n<p>Five responded to a request for proposals, four were interviewed. He asked what the criteria was that was used in the selection. City Engineer Reed Schwartzkopf said the criteria was base on qualifications.<\/p>\n<p>Mayor Andersen said she was comfortable with the review of the agreement by the city engineer\u2019s office.<\/p>\n<p>&nbsp;<\/p>\n<p>Council Member Buchanan had a concern of being in a hurry to adopt a Land Use and Transportation Plan for the city, and overlapping of studies.<\/p>\n<p>\u00a0Brubakken said he has reviewed the agreement and is not comfortable in voting on the issue.<\/p>\n<p>The City Council voted 3-2 to approve the agreement, with Council Members Kourajian, and Buchanan voting against.<\/p>\n<p><strong><strong><\/strong><\/strong>\u00a0<\/p>\n<p>On the Regula Agenda:<\/p>\n<p>Resolutions:<\/p>\n<p>A Public Hearing was held<strong> c<\/strong>oncerning the special assessments on the 2012 Sidewalk, Curb &amp; Gutter District #12-11.<\/p>\n<p>Following the Public Hearing the City Council approved\u00a0 the special assessments in the total amount of $84,176.01, with the City Share-Departments at $30,591.27, and benefited properties to be assessed in the amount of $53,584.74.<\/p>\n<p>The Council approved\u00a0 plans and specifications for the 2012 Lift Stations and Force Main Improvements Project, Phase I and Phase II, and authorization for Interstate Engineering, Inc., to proceed with advertising and bidding.<\/p>\n<p>Discussion was held concerning conveyor problems at the Solid Waste Baler Building. Schwartzkopf said a single source provider is going to be needed.<\/p>\n<p>Installation is at $11,000 and the total including the new conveyor is $68.000.<\/p>\n<p>The City Council voted unanimously to proceed.<\/p>\n<p>Committee reports were presented.<\/p>\n<p>Ordinances<\/p>\n<p>A First Reading concerned an ordinance to annex Auditor\u2019s Lot 30-2 within the NE1\/4 Section 30, T140, R63W, Bloom Township, into the City of Jamestown, Stutsman County, ND. (The Request from Schmeichel Brothers Property, LLP)<\/p>\n<p>A<strong> <\/strong>First Reading: concerned an ordinance to annex Auditor\u2019s Lot 30-1 within the NE1\/4 Section 30, T140, R63W, Bloom Township, into the City of Jamestown, Stutsman County, ND. (Request from James &amp; Debra Schumacher)<\/p>\n<p>Mayor Andersen said it\u2019s not known if the area will be served with city water, or water provided by Stutsman Rural Water District, as the area is proposed in the territory exchange.<\/p>\n<p>If approved SRWD would serve the area south of Jamestown Regional Airport, with the City of Jamestown serving the area near the new Titan Machinery location west of Jamestown.<\/p>\n<p>A First Reading concerned an ordinance to amend and re-enact Section 8.8(F), Paragraphs 1 &amp; 2 and Section 9(B) of Appendix C, pertaining to building requirements within zoning districts.<\/p>\n<p>A Second Reading was for an<strong> <\/strong>Ordinance to amend and re-enact Section 6-7 of the City Code pertaining to the keeping of domestic animals.<\/p>\n<p>The City Council voted to approve.<\/p>\n<p>&nbsp;<\/p>\n<p>The First Reading of an Ordinance to amend and re-enact Ordinance No. 329 of the City Code by amending to change the zoning of the S55\u2019 of the W130\u2019 of Lot 7, Auditor\u2019s Plat No. 3, from R-2-A (One to Twelve Family Residential District) to C-2 (General Commercial District)<\/p>\n<p>Currently a single family home is located there and would be removed under the Don Wilhelm, Inc. \u00a0plan to use the property for the dealership, parking.<\/p>\n<p>Mayor Andersen pointed out that C-2 Zoning will allow for other types of businesses locating there, such as a &#8220;quick lube,&#8221; business.She feels that a &#8220;buffer zone,&#8221; be in place between residential and commercial property.<\/p>\n<p>The City Planning Commission recommends approval, but not unanimously.<\/p>\n<p>City Attorney Ken Dalsted outlined options available to the council, including an &#8220;OSP&#8221; Off Street Parking, zoning that would allow for a parking lot only.<\/p>\n<p>Jeff Wilhelm ask the council to approve a C-2 zoning,\u00a0with one &#8220;sliver&#8221; land in question.<\/p>\n<p>It was noted that issuing a condition use permit would not require a zone change.<\/p>\n<p>Mayor Andersen said she feels comfortable in approving OSP zoning.<\/p>\n<p>Council Member Buchanan moved to approve a C-2 Zoning.<\/p>\n<p>&nbsp;<\/p>\n<p>Hearing From The Audience: No one spoke<\/p>\n<p>&nbsp;<\/p>\n<p>Mayor, and City Council Member Report<\/p>\n<p>No reports were given.<\/p>\n<p>Other Business:<\/p>\n<p>The City Council approved the request from the Corner Bar for a street dance permit to close the east end of 100 Block\/2<span style=\"font-size: medium;\"><span style=\"font-size: xx-small;\">nd <\/span><\/span><span>St SW on July 5, from 6PM to 2AM, July 6, 2013. <\/span><\/p>\n<p>The meeting was shown live on CSi 67 followed by replays.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Jamestown, ND (KCSi-T.V.
