ON THE \u00a0CONSENT AGENDA: <\/strong><\/p>\n Approved a Raffle Permit for Sheyenne Valley Friends of Animals<\/p>\n Approved a Raffle Permit for Puklich Auto Dealership.<\/p>\n PUBLIC COMMENTS:\u00a0 No One Spoke\u2026<\/strong><\/p>\n <\/p>\n <\/p>\n PUBLIC HEARING <\/strong><\/p>\n Final Public Hearing for Community Development Block Grant for After School Latch Key Program dba TL Childcare.\u00a0 No One Spoke.<\/p>\n Following the Public Hearing, City Commissioners, Approve the Second and Final Reading of an Ordinance to Adopt the Valley City Municipal Code and Repeal all Ordinances Previously Adopted with Certain Exceptions.\u00a0 City Attorney Martineck \u00a0said the Ordinance repeals Ordinances prior to May 2014.<\/p>\n He said \u00a0the Flood Plain Ordinance, was updated.<\/p>\n NEW BUSINESS <\/strong><\/p>\n The 2019 Tree Report was given from City Forester Willis Wagar. He said this year, 96 Elm trees was found with Dutch Elm Disease, and 47 were removed, with 22 stumps left to take out.\u00a0 27 diseased Elms are left to remove.\u00a0 23 non Elm trees were removed.\u00a0 He spoke with some property owners about removing trees deemed a hazard.\u00a0 Wagar now steps down as City Forester.<\/p>\n The City Commission approved the appointment of 2020 City Forester and 2020 Contract in the amount of $7,400.\u00a0 City Administrator Schelkoph said Bob Anderson was appointed City Forester, as recommended by Willis Wagar.\u00a0 Anderson said he has a degree in Biological Science.<\/p>\n <\/p>\n City Commissioners, approved a Property Tax Exemption for Improvements to 1337 6th Ave NE.\u00a0 City Assessor Hansen \u00a0said the structure was built in 1966, and is having three additions being made to it.<\/p>\n <\/p>\n Considered was paying for elevator repairs at Elks Building.\u00a0 City Administrator Schelkoph pumps failed in the building during a rain, and the basement flooded.\u00a0 After another major rain event, the gate pump valve failed and more water damage was reported.<\/p>\n He recommends the city pay the Elks $91,000 and work with the insurance carrier and KLJ on disbursements.\u00a0 The City Commission approved Commissioner Bishop to recuse himself from the vote.<\/p>\n Commissioners then approved the repairs.<\/p>\n <\/p>\n CITY ADMINISTRATOR\u2019S REPORT <\/strong><\/p>\n David Schelkoph reported on Tuesday\u2019s morning\u2019s Special Commission meeting when a Flood Emergency was declared.\u00a0 He said the declaration was sent to the state for assistance. He said if anyone has a report on water concerns, or trees down, to call the City at 845-0380.\u00a0 He added that the city continues to monitor and gather information from the Corps of Engineers on reservoir and river levels.<\/p>\n
