A chance of snow arrives Tuesday night west, and spreads into central ND during the day Wednesday. The snow across mainly the southwest into portions of far south central.<\/p>\n

Snow, amounts still appear to be minor, around one inch. The air behind this clipper system will not be as cold as the previous one. Thus, highs Wednesday will only be a couple degrees cooler than Tuesday.<\/p>\n

Thursday through Friday look to be dry with moderating<\/p>\n

Jamestown\u00a0 (CSi)\u00a0\u00a0 The Frontier Village Association will meet in Special Session, Tuesday, November 12, at 5:30-p.m., at the All Vets Club in Jamestown.<\/p>\n

The agenda notice includes: \u201cIn an effort to have good and productive conversation, board members should direct questions to the board president. Members of the audience can be heard, but only at the request and permission of the president.\u201d<\/p>\n

The agenda indicates under consideration will be the appointment of new members and the election of officers.<\/p>\n

The members are slated to discuss the transfer of artifacts, fixtures, display items maintenance materials, furnishings and all items purchased or given, with the intent to benefit the operations of Frontier Village to the City of Jamestown, with Jamestown Tourism acting as the non profit recipient..<\/p>\n

Also considered will be the transfer of live animals including three goats five ponies and one draft horse to the City of Jamestown, with Jamestown Tourism acting as the non profit recipient, the switching of names on accounts for the camera system, telephone, post office, the City of Jamestown, Otter Tail Power, and D&B portables.<\/p>\n

The dismissal of attorney, Matthew Sorenson of Vogel Law Firm and all parties related is also an agenda item, as is changing \u00a0of signatures and request access of any financial accounts \u00a0of the Frontier Village Association, with BankForward, First Community Credit Union and Gate City Bank.<\/p>\n

The dismissal of Executive Director Nichole Mosolf is also on the agenda.<\/p>\n

Also to be considered will be the Dissolution of the Frontier Village Association.<\/p>\n

The Frontier Village Association voted November 1 om a 3-1 vote with one abstention to transfer all property and debt to the city of Jamestown.<\/p>\n

MOORHEAD, Minn. (AP) \u2014 American Crystal Sugar has already ended its fall sugar beet harvest in the Red River Valley.<\/p>\n

KFGO-AM reports<\/a> the Moorhead-based cooperative ended its harvest on Saturday.<\/p>\n

American Crystal has not released the number of acres that were not harvested. The co-op has five processing plants in the Red River Valley.<\/p>\n

Melting water from an early snow last month has aggravated flooding<\/a> from heavy rains in September and October, leaving many sugar beets frozen into place.<\/p>\n

BISMARCK, N.D. (AP) \u2014 North Dakota environmental regulators want public input as they prepare to take greater control of emissions from oilfield facilities.<\/p>\n

The Department of Environmental Quality has scheduled a hearing Tuesday in Bismarck, the Bismarck Tribune reported.<\/a><\/p>\n

The Legislature this year approved funding for the agency so that the state can administer the federal emissions program.<\/p>\n

North Dakota already has rules in place to prevent emissions of natural gas extracted from oil wells from escaping into the atmosphere. The state requires companies to install emission controls at well sites.<\/p>\n

Oil companies must also comply with federal Environmental Protection Agency rules that seek to prevent emissions of volatile organic compounds, a source of pollutants within gas that can contribute to smog.<\/p>\n

“It sets out a process by which companies need to maintain, inspect and report issues related to their operations,” Environmental Quality Director Dave Glatt said.<\/p>\n

The hearing Tuesday also will give the public a chance to weigh in on a formal petition from oil producer Continental Resources to change the state’s emissions rules, a request that comes as the company and Environmental Quality await a state Supreme Court decision on a separate lawsuit that Continental filed over the state’s emissions enforcement procedures.<\/p>\n

Continental maintains that the state has imposed a “zero leaks” rule that “is impossible to achieve with current technology” and is more stringent than federal rules, the company said in its June petition to the department.<\/p>\n

\"\"FARGO, N.D. (AP) \u2014 Vinnie Shahid had 21 points as North Dakota State beat Cal Poly 74-67 on Monday.<\/p>\n

Tyson Ward added 14 points and seven rebounds for North Dakota State (2-1). Cameron Hunter scored 13 points \u2014 all in the second half.<\/p>\n

It was tied at 51 midway through the second half until NDSU went a 7-0 run and never trailed again. Cal Poly was within four points with 1:23 remaining but NDSU made 7 of 8 free throws the rest of the way to seal it.<\/p>\n

Junior Ballard had 20 points for the Mustangs (0-2). Jamal Smith added 17 points and six rebounds. Colby Rogers had 10 points.<\/p>\n

Rogers scored the final five points of the first half as Cal Poly closed on a 12-0 run for a 33-30 lead.<\/p>\n

North Dakota State plays Texas Rio Grande Valley on Friday. Cal Poly plays Simpson University, Calif. at home on Friday.<\/p>\n

LA PAZ, Bolivia (AP) \u2014 U.S. President Donald Trump says the resignation of Bolivian President Evo Morales is a significant moment for democracy in the Western Hemisphere.<\/p>\n

Trump says the United States applauds the Bolivian people for demanding freedom and the Bolivian military for abiding by its oath to protect Bolivia’s constitution.<\/p>\n

Bolivia’s first indigenous president resigned on Sunday after the military called for him to quit, and following weeks of protests since a disputed election.<\/p>\n

Trump says Morales’ departure preserves democracy and paves the way for the Bolivian people to have their voices heard.<\/p>\n

Trump also says the events in Bolivia send a strong signal to Venezuela and Nicaragua “that democracy and the will of the people will always prevail.”<\/p>\n

He says: “We are now one step closer to a completely democratic, prosperous, and free Western Hemisphere.”<\/p>\n

ANKARA, Turkey (AP) \u2014 Turkey says a U.S. national who is a member of the Islamic State group has been deported home as Ankara begins repatriating captured foreign IS fighters.<\/p>\n

Interior Ministry’s spokesman Ismail Catakli also said on Monday that seven German nationals would be returned on Nov. 14. There was no immediate information on the IS suspects.<\/p>\n

Turkey has over the past weeks criticized European nations for refusing to take back their nationals. It has vowed to send back IS militants \u2014 even if their citizenships have been revoked.<\/p>\n

Interior Minister Suleyman Soylu has said that Turkey is not a hotel for IS militants and that Ankara would begin repatriating IS militants as of Monday.<\/p>\n

Soylu did not provide any numbers or say which countries they would be sent back to.<\/p>\n

HONG KONG (AP) \u2014 Hong Kong’s leader says her administration will “spare no effort” in bringing an end to anti-government protests that have wracked the city for more than five months.<\/p>\n

Carrie Lam spoke to reporters Monday during a day of spiraling violence that included the shooting by police of an unarmed protester and the setting on fire of a man during an argument over national identity.<\/p>\n

Lam said she did not want to go into details, but her comments are likely to fuel speculation that harsher legal and police measures may be in the works.<\/p>\n

Lam also said there would be no giving way to protesters’ demands for political concessions.<\/p>\n

“If there is still any wishful thinking that, by escalating violence, the Hong Kong SAR government will yield to pressure to satisfy the so-called political demands, I am making this statement clear and loud here: That will not happen,” Lam said, using the initials for Special Administrative Region, which describes the city’s status as a semi-autonomous Chinese territory.<\/p>\n

WASHINGTON (AP) \u2014 A federal judge in Washington has dismissed a lawsuit from President Donald Trump against New York officials aimed at preventing the release of his tax returns.<\/p>\n

The judge ruled that the U.S. District Court in Washington, D.C., does not have jurisdiction to hear the case.<\/p>\n

Trump sued New York’s attorney general, tax commissioner and the House and Ways Means Committee in July. The suit sought an injunction to block the application of a New York state law that could allow the Democratic-controlled House to obtain the returns.<\/p>\n

New York officials had agreed to delay acting on a congressional request for Trump’s tax returns until there was a ruling on jurisdiction. But Trump could file a similar lawsuit in another court.<\/p>\n

Trump’s lawyer Jay Sekulow says he’s reviewing the ruling.<\/p>\n

THE HAGUE, Netherlands (AP) \u2014 Gambia has filed a case at the United Nations’ highest court accusing Myanmar of genocide in its campaign against the Rohingya Muslim minority.<\/p>\n

A statement released Monday by lawyers for Gambia says the case also asks the International Court of Justice to order measures “to stop Myanmar’s genocidal conduct immediately.”<\/p>\n

Gambia filed the case on behalf of the Organization of Islamic Cooperation.<\/p>\n

DAMASCUS, Syria (AP) \u2014 Syrian state media and activist collectives are reporting at least one explosion in the northeastern Syrian town of Qamishli.<\/p>\n

State news agency SANA, which has reporters in the town, gave no further details about Monday’s blast.<\/p>\n

The Kurdish Hawar News agency ANHA also reported the blast without giving details.<\/p>\n

The Rojava Information Center, an activist collective, said two motorcycles blew up in a market and a third exploded shortly afterward.<\/p>\n

There was no immediate word on casualties.<\/p>\n
