In October this year, boardings were put at 896 compared to 804 in October 2018. An increase of 11.4 percent.<\/p>\n

Year to date numbers through October this year were 9,191 down from 10,050 passengers a decrease of \u00a08.5-percent.<\/p>\n

MINOT, N.D. (AP) \u2014 Police are trying to determine whether shootings at two locations in Minot are connected.<\/p>\n

Authorities say multiple shots were fired into an apartment about 1:30 a.m. Monday. There are no known injuries.<\/p>\n

The second shooting happened about 3 a.m. and again involved multiple gunshots fired into an apartment at a different location. No one was hurt.<\/p>\n

FARGO, N.D. (AP) \u2014 Fargo Public School District officials say a teacher has been suspended with pay after being accused of striking a special education student.<\/p>\n

KFGO reports the teacher is accused of hitting the student on the shoulder at Centennial Elementary School recently. The student is enrolled in the early childhood special education program.<\/p>\n

Fargo police are investigating and hope to be done their work on the case this week.<\/p>\n

FARGO, N.D. (AP) \u2014 A Fargo police sergeant who accidentally shot himself in the hand is home after undergoing surgery at a Minneapolis area hospital.<\/p>\n

Sgt. Matt Ysteboe (YIS\u2019-tah-boh) suffered a rifle wound to his left hand on Friday. Ysteboe and other officers were responding to a call of a man firing a gun<\/a> in downtown Fargo. He was giving other officers instructions when his rifle went off.<\/p>\n

Fargo police say Ysteboe\u2019s surgery went well. He was home in time to coach his son\u2019s hockey team over the weekend.<\/p>\n

KFGO-AM reports<\/a> Ysteboe has more medical appointments next week, where he will learn more about his recovery and restrictions he might face.<\/p>\n

Ysteboe was the night shift supervisor on Friday. He has been with the department since 2001 and was promoted to sergeant in 2016.<\/p>\n

Bismarck\u00a0 (NDDOT)\u00a0 \u2013 Motor vehicle crashes continue to be the leading cause of injury-related death in North Dakota. The recently released\u00a02018 North Dakota Crash Summary<\/a>\u00a0details contributing factors of motor vehicle crashes, fatalities, and injuries in North Dakota as a part of the state\u2019s Vision Zero strategy.<\/p>\n

Newly appointed North Dakota Department of Transportation Director Bill Panos highlights statistics from the Crash Summary,<\/a> a tool used to assess the goals of Vision Zero.<\/p>\n

He says, \u201cOf the 105 fatalities in 2018, about 48% were not wearing their seat belt in vehicles that were seat belt-eligible, 32% were alcohol-related, and 45% involved speed and\/or aggressive driving.\u201d<\/p>\n

Panos encourages all residents to take an active role in Vision Zero by taking personal responsibility every time you travel in a vehicle.<\/p>\n

Research shows 94% of motor vehicle crashes can be attributed to preventable human behavior.<\/p>\n

BISMARCK, N.D. (AP) \u2014 A crude oil spill from the Keystone pipeline in eastern North Dakota has turned out to have affected almost 10 times the amount of land as first reported, a state regulator said Monday.<\/p>\n

North Dakota environmental scientist Bill Suess said the leak reported on Oct. 29 is now estimated by state regulators to have affected about 209,100 square feet (19,426 square meters) of land near Edinburg. State regulators had said the leak<\/a> affected about 22,500 square feet (2,090 square meters) of land.<\/p>\n

Calgary, Alberta-based TC Energy, formerly known as TransCanada, estimated its pipeline leaked an estimated 383,000 gallons (1.4 million liters) of oil. Suess said that estimate has not changed.<\/p>\n

The cause of the spill is still unknown. An affected portion of the pipe has been sent to a third-party laboratory for inspection, as required by federal regulators.<\/p>\n

TC Energy said the pipeline returned to service on Nov. 10 after approval of a repair and restart plan by the U.S. Pipeline and Hazardous Materials Safety Administration.<\/p>\n

The company has not given an estimate on the land that was affected, Suess said. The initial estimate by state regulators was \u201ca quick and dirty look at it,\u201d he said. \u201cWe did have some surface expansion since then.\u201d<\/p>\n

The company reported late Sunday that it had recovered about 337,550 gallons (1.2 million liters) of oil, along with 141,834 gallons (536,900 liters) of oily water, Suess said.<\/p>\n

Cleanup crews and state regulators remained at the site on Monday. Some wetlands were affected, but not any sources of drinking water, he said.<\/p>\n

TC Energy has said people were at the site working around the clock to clean up the spill. Suess said the cleanup work was cut to daylight hours on Monday.<\/p>\n

UNDATED (AP) \u2014 Duke has moved to No. 1 in The Associated Press men\u2019s college basketball poll following Kentucky\u2019s surprising loss to Evansville.<\/p>\n

The Blue Devils received 52 first-place votes from a 65-member media panel in the poll released Monday. No. 2 Louisville received eight first-place votes and No. 3 Michigan State, the preseason No. 1, had four.<\/p>\n

Kansas and North Carolina rounded out the top five, with No. 7 Virginia receiving the final first-place vote.<\/p>\n

Kentucky moved up to No. 1 last week after knocking off top-ranked Michigan State to open the season. The Wildcats fell flat a day later, losing 67-64 to unranked Evansville in Lexington and dropped to No. 9 in this week\u2019s poll.<\/p>\n

WOMEN\u2019S COLLEGE BASKETBALL POLL<\/p>\n

Notre Dame is out of women\u2019s poll after 12 years<\/p>\n

NEW YORK (AP) \u2014 Notre Dame\u2019s 12-year run in The Associated Press women\u2019s college basketball poll is over.<\/p>\n

The Irish fell out of the AP Top 25 on Monday for the first time since the end of the 2006-07 season, ending a streak of 234 consecutive weeks being ranked. It was the third longest active streak behind UConn (492) and Baylor (302).<\/p>\n

Muffet McGraw\u2019s team lost at home to Tennessee and Michigan State this week, marking the first time since 2008 the Irish dropped consecutive game in South Bend, Indiana.<\/p>\n

While the Irish dropped out of the rankings, Oregon remained No. 1. The Ducks received 27 of the 29 first-place votes. Baylor was second.<\/p>\n

In world and national news…<\/p>\n

HONG KONG (AP) \u2014 China\u2019s ambassador to Britain has accused the U.K. and U.S. of interfering in the internal affairs of China and Hong Kong as authorities in the semi-autonomous territory struggle to contain months of protests.<\/p>\n

Liu Xiaoming told reporters in London on Monday that reports by the British government and Parliament\u2019s foreign affairs committee included \u201cirresponsible remarks\u201d criticizing how the Hong Kong government and police have handled the protests.<\/p>\n

Liu said, \u201cthey look like they are balanced but as a matter of fact they are taking sides.\u201d<\/p>\n

He also said U.S. lawmakers aimed to \u201cblatantly interfere\u201d in Hong Kong when they recently passed a human rights and democracy act.<\/p>\n

When asked whether the Chinese government is willing to deploy troops to quell the unrest, Liu hinted Beijing was prepared to take stronger action.<\/p>\n

He said, \u201cIf the situation becomes uncontrollable, the Chinese government certainly will not sit on our hands and watch, we have enough resolution and power to end the unrest.\u201d<\/p>\n

WASHINGTON (AP) \u2014 The House of Representatives is telling the Supreme Court it will agree to a 10-day halt in its fight for President Donald Trump\u2019s financial records.<\/p>\n

The House\u2019s top lawyer has responded to Trump\u2019s emergency filing on Friday asking the justices to block the enforcement of a subpoena issued by a House committee to Trump\u2019s accountants.<\/p>\n

Lawyer Douglas Letter tells the high court that the House opposes any lengthy delay in obtaining the records. But Letter says 10 days is enough for the orderly filing of legal briefs so that the justices can decide whether they will jump into the dispute between Congress and the president.<\/p>\n

The high court has a separate pending request from Trump to block a subpoena from a New York prosecutor for Trump\u2019s tax returns.<\/p>\n

FRESNO, Calif. (AP) \u2014 Authorities say they\u2019re trying to prevent any more violence, including possible retribution, after a shooting at a backyard party killed four men and wounded six others.<\/p>\n

Fresno Police Chief Andrew Hall said Monday that a family of Hmong people were having a party when the house was targeted Sunday.<\/p>\n

The CEO of the Fresno Center, Pao Yang, said two of the dead were well-known Hmong entertainers.<\/p>\n

Hall says police have seen a spike in Asian gang violence and are worried about a possible escalation leading up to Hmong new year starting next month.<\/p>\n

He says there\u2019s no evidence that anyone at the house was tied to gangs but says the department is establishing a gang task force to investigate.<\/p>\n

Authorities say they\u2019re investigating if there\u2019s a connection between the shooting and a disturbance that some of the men at the party were involved in last week.<\/p>\n

Fresno has a large community of people of the Hmong ethnic group from Southeast Asia.<\/p>\n

DUNCAN, Okla. (AP) \u2014 The lead prosecutor for the area where three people died in a shooting outside an Oklahoma Walmart store says the shooter is among the dead.<\/p>\n

Stephens County District Attorney Jason Hicks confirms that the shooter, who has not been publicly identified, died in the shooting Monday morning in Duncan, Oklahoma. Authorities say two men and one woman were fatally shot.<\/p>\n

Police are interviewing witnesses and collecting evidence. Two bodies covered with sheets are visible Monday afternoon. Police say a handgun was found at the scene.<\/p>\n

Walmart spokeswoman LeMia Jenkins says the shooting was \u201cnot an active shooter situation\u201d and that the store was not evacuated.<\/p>\n
