Right of way, excessive speed, and drug and alcohol impairment continue to be the primary contributing factors in these fatal crashes. Of these fatalities, 47.8 percent were not wearing a safety belt.<\/p>\n<p>During the month of December, the North Dakota Highway Patrol is conducting a high visibility enforcement campaign that focuses on speed, right of way, impairment, distracted driving, and seat belt violations.<br \/>\nOvertime hours have been made available for troopers to work during this campaign.<\/p>\n<p>The goal of the campaign is to have an increased patrol presence on roadways, encouraging drivers to voluntarily comply with traffic laws.<\/p>\n<p>BISMARCK, N.D. (AP) \u2014 New survey results about the health behavior of North Dakota&#8217;s high school students shows they&#8217;re drinking less and using less tobacco, but more young people are having extended periods of feeling sad or hopeless. State Superintendent Kirsten Baesler said Monday fewer high school students reported being bullied at school, either electronically or personally. The Youth Risk Behavior Survey was developed in 1990 by the federal Centers for Disease Control and Prevention. It is given in the spring of odd-numbered years to students in grades 7-8 and 9-12.<\/p>\n<p>(AP)\u00a0 A vibration in an oil tank apparently caused a bolt to come off and spill more than 20,000 gallons of oil in western North Dakota. The North Dakota Oil and Gas Division says the spill happened Saturday at a well about 6 miles west of Watford City. Newfield Production Co. reported Sunday that the oil was released after an equipment failure at the location. All of the spilled oil has been recovered. The spill was contained by dikes. A state inspector has been to the site and will continue to monitor the cleanup and remediation.<\/p>\n<p>(AP)\u00a0 An updated environmental review for Enbridge Energy&#8217;s proposal to replace its aging Line 3 crude oil pipeline across northern Minnesota has found no serious impacts on Lake Superior from hypothetical spills. Regulators ordered the update after a Minnesota court declared an earlier review inadequate because it failed to specifically address the potential impacts of a spill into the Lake Superior watershed. A public comment period runs through Jan. 16. (AP) \u2014 Federal authorities are investigating a cyberattack on the city of Pensacola, Florida, home to the naval air station where a Saudi flight student killed three sailors and wounded eight others on Friday. City officials became aware of the attack early Saturday morning, hours after the shooting, but expressed caution about linking the two incidents. However, they were not prepared to outright dismiss any links. Much of the city&#8217;s computer systems remained offline Monday morning. (AP) \u2014 The FBI wants to know whether a Saudi flight student acted alone in his terror attack at the Naval Air Station in Pensacola.
