Update….Thursday afternoon.<\/p>\n

Jamestown\u00a0 (NDHP)\u00a0On January 21, shortly after 7 pm, Gregory Anderson, 63, Little Falls, MN,<\/strong> was driving a 2004 Peterbilt loaded with cattle from a Jamestown feedlot to Aberdeen. Shortly after beginning the trip, approximately 2.5 miles east of Jamestown on Old Highway 10, Anderson suffered a sudden medical condition. The condition caused him to drift off the highway and into a field. A short time later, two motorists approached the truck, found the driver unconscious and called 911. A Stutsman County Deputy, NDHP Troopers, and Jamestown Ambulance responders arrived minutes later. Anderson<\/strong> was transported to the Jamestown Regional Medical Center where he was declared deceased. There was no damage to the truck or load. The incident remains under investigation by the North Dakota Highway Patrol.<\/p>\n

Jamestown (CSi)\u00a0 City of Jamestown street crews will conduct snow removal operations downtown tonight (Thursday<\/strong>).<\/p>\n

The city states crews will begin downtown removal at around 11 PM. The city asks that all vehicles be removed from the downtown streets, avenues, and alleyways.<\/p>\n

\u201cCity Ordinance Section 25-10 requires that a property owner keep the sidewalk adjoining the property clear of snow and ice. Do not deposit snow or ice on the city street after the city plow has cleared the street. These violations are class B misdemeanors under the general penalty and will result in a fine.\u201d<\/p>\n

The\u00a0 snow removal schedule is contingent upon changing weather conditions and snow accumulation totals.<\/p>\n

Bismarck\u00a0 (BND)\u00a0 – The North Dakota Industrial Commission Wednesday approved a second Bank of North Dakota (BND) loan program to help the state\u2019s farmers and livestock producers cover operating shortfalls and term debt payments, and to restructure existing debt.<\/p>\n

The Ag Disaster Relief Program<\/em> allows up to a 10-year amortization for chattel and up to a 25-year amortization for real estate; both have a 5-year balloon and the first 12 months may be interest-only. The previously approved program, the Livestock Feed Loan Program<\/em>, assists livestock producers to purchase feed; pay expenses incurred for remote haying, hauling hay or hauling livestock to a feedlot; pay feedlot fees; and cover the cost of harvesting cash crops. Both programs address the needs of farmers and ranchers negatively affected by extreme weather conditions in 2019.<\/p>\n

In a joint statement the Industrial Commission said, \u201cThe effects of extreme weather last year were devastating for our farmers and ranchers. North Dakota producers were challenged by drought, a cool spring, heavy rains in late summer and early frost in November. \u00a0These Bank of North Dakota programs can help relieve some of the financial stress.\u201d<\/p>\n

BND staff held meetings with stakeholders including trade associations, livestock producers, farmers, bankers and state agencies to determine needs before developing the programs.<\/p>\n

Agriculture producers may access the program by working with their local lender. More detailed information is available at www.bnd.nd.gov<\/a>.<\/p>\n

Bank of North Dakota President, Eric Hardmeyer says, \u201cOur strong partnership with local lenders allows us to respond quickly to this serious issue. It is our hope that this provides necessary relief to North Dakota\u2019s ag producers.\u201d<\/p>\n

The Bank\u2019s mission \u201cto support agriculture, commerce and industry\u201d has not changed since its earliest days in 1919. The only state-owned bank in the nation, the Bank of North Dakota is overseen by the Industrial Commission, which consists of Governor Doug Burgum as chairman, Attorney General Wayne Stenehjem and Agriculture Commissioner Doug Goehring.<\/p>\n

BISMARCK, N.D. (AP) \u2014 A woman who disappeared from the Standing Rock Reservation more than two months ago has been found in Texas. Law enforcement and volunteers had searched extensively for 30-year-old Kara Lynn Mauai after she disappeared Nov. 8. The Standing Rock Sioux Tribe said in a statement Wednesday night that the mother of three was found safe in the Dallas-Forth Worth area. The Bismarck Tribune says authorities had suspended their searches and were focusing on a Dallas suburb where Mauai had apparently been spotted at a bus station. Law enforcement told family members and tribal officials Tuesday that Mauai was believed to be in danger and possibly seeking shelter at soup kitchens.<\/p>\n

FARGO, N.D. (AP) \u2014 Police say they’ve arrested a man who violently assaulted a woman and fled from officers in Fargo. Authorities say an officer approached a vehicle he had stopped for a traffic violation when a male passenger started beating the female driver, pinned her down and got behind the wheel around midnight Tuesday. KFGO reports the man then fled at a high rate of speed. A short time later, officers found the vehicle abandoned and located the victim. The man who had fled on foot was found several blocks away and was arrested. The 32-year-old man is being held on possible charges felony reckless endangerment, fleeing, simple assault and refusing to halt.<\/p>\n

MOORHEAD, Minn. (AP) \u2014 Concordia College in Moorhead is defending a Martin Luther King Jr. Day session titled \u201cHow to embrace your inner racist: A session for white people.\u201d An online description says \u201cattendees will be able to recognize and acknowledge that there is a nasty little racist inside them.\u201d The description says the session was intended for “white people only” but people of color would not be stopped from attending. A Concordia vice president tells KFGO-AM the description was meant to be \u201ca bit provocative\u201d and \u201ca bit edgy,\u201d and the session was designed for students \u201cto ask tough questions of themselves and other people.\u201de<\/p>\n

PIERRE, S.D. (AP) \u2014 Twenty-one South Dakota legislators have signed on in support of a bill that would prohibit local governments from banning plastic bags, straws and other products. The National Conference of State Legislatures says eight states have banned single-use plastic bags. And 15 states, including Minnesota and North Dakota, have adopted laws prohibiting government entities from banning plastic bags. Republican Sen. John Wiik tells the Argus Leader he decided to introduce the legislation after working with retailers on the issue and seeing neighboring states attempt similar legislation.<\/p>\n

BILLINGS, Mont. (AP) \u2014 The Trump administration has approved a right-of-way allowing the Keystone XL oil sands pipeline to be built across U.S. land. Federal officials told The Associated Press that Interior Secretary David Bernhardt signed the approval Wednesday for 46 miles of the line’s route. The move pushes the controversial $8 billion project closer to construction, but it still faces court challenges. The 1,200-mile pipeline would transport up to 830,000 barrels of crude oil daily from western Canada to U.S. refineries. It’s become emblematic of the struggle between economic development and curbing the fossil fuel emissions that are causing climate change.<\/p>\n

    Mavs lose Powell for season<\/p>\n

    UNDATED (AP) \u2014 Dallas Mavericks forward Dwight Powell will miss the rest of the season with a torn right Achilles tendon suffered during the first quarter of Tuesday\u2019s 110-107 loss to the Clippers. The 28-year-old Powell went down with a non-contact injury with 2:57 left in the period.<\/p>\n

    The six-year NBA veteran was averaging 9.4 points and 5.7 rebounds this season, starting 39 of his 40 games.<\/p>\n

    Jalen Crutcher matched his career high with 23 points and the seventh-ranked Flyers improved to 17-2 by trouncing St. Bonaventure, 86-60. Crutcher popped in a 3-pointer that started a 22-5 run that gave Dayton a 47-29 halftime lead.<\/p>\n

    Jayhawks forward Silvio DeSouza received a 12-game ban after being suspended indefinitely by coach Bill Self.<\/p>\n

    Eli Manning retires<\/p>\n

    UNDATED (AP) \u2014 A two-time Super Bowl MVP is calling it a career.<\/p>\n

    The New York Giants say quarterback Eli Manning will formally announce his retirement at a news conference on Friday. Manning played his entire 16-year NFL career with the Giants after being drafted first overall by the Chargers in 2004 and traded to New York.<\/p>\n

    The 39-year-old Manning holds almost every team passing record, but his future at the Meadowlands was in doubt after losing the starting just to rookie Daniel Jones in October.<\/p>\n

    Manning completed 60.3% of his passes for over 57,000 yards, 366 touchdowns and 244 interceptions. He led the Giants to Super Bowl titles following the 2007 and 2012 seasons.<\/p>\n

    \u2014 Cardinals wide receiver Larry Fitzgerald has purchased a minority stake in the NBA’s Phoenix Suns. The 11-time Pro Bowler is often at Suns games, sitting courtside with managing partner Robert Sarver. Terms of the purchase were not disclosed.<\/p>\n

    Mets pick Luis Rojas to replace Beltr\u00e1n<\/p>\n

    UNDATED (AP) \u2014 The New York Mets appear to have a new manager, 2 \u00bd months after hiring their previous skipper.<\/p>\n

    General manager Brodie Van Wagenen says the Mets are finalizing a multiyear contract with Luis Rojas, who served as quality control coach for Mickey Callaway. would replace Carlos Beltr\u00e1n, who left the club last week before managing a single game in the fallout from the Houston Astros’ sign-stealing scandal.<\/p>\n

    The 38-year-old son of former major league manager Felipe Alou has been with the Mets organization since 2007 as a coach and manager before joining Callaway\u2019s staff prior to last season.<\/p>\n

    Mets first baseman Pete Alonso and pitcher Marcus Stroman have posted ringing endorsements on social media.<\/p>\n

    \u2014 The Twins and third baseman Josh Donaldson have finalized their four-year, $92 million contract that is the richest in team history for a free agent. Donaldson agreed last week to the deal that includes a club option for a fifth season. Donaldson hit 37 home runs and drove in 94 runs for the Braves last season.<\/p>\n

    \u2014 The Royals have signed outfielder Alex Gordon to a $4 million contract for next season, giving the rebuilding club a veteran presence in what is expected to be a young lineup under new manager Mike Matheny. The 35-year-old Gordon is a three-time All-Star who earned his seventh Gold Glove last year. He batted .266 with 13 homers and 76 RBIs for Kansas City last season.<\/p>\n

    \u2014 The Cardinals have inked Matt Wieters (WEE\u2019-turz) for a second season as Yadier (YAH\u2019-dee-ehr) Molina\u2019s backup behind the plate. The four-time All-Star signed a minor league deal before last season and hit .214 with 11 homers and 27 RBIs in 67 games for the NL Central champs.<\/p>\n

    \u2014 Free agent right-hander Juan Nicasio has signed a minor league contract with the Rangers and will go to spring training as a non-roster invitee. He has a 40-46 career record and 4.64 ERA in 362 games while playing for six major league clubs in nine seasons.<\/p>\n

    \u2014 Larry Walker’s Hall of Fame plaque in Cooperstown will have a Colorado Rockies cap, not a Montreal Expos hat. The Canadian native began his career with the Expos but spent a larger portion of his playing time with the Rockies.<\/p>\n

    \u2014 Major League Baseball will test computer plate umpires during spring training but will not use the system for decisions in any exhibition games. The Major League Baseball Umpires Association agreed last month to cooperate and assist if Commissioner Rob Manfred decides to utilize system at the major league level.<\/p>\n

    \u2014 Dozens of mayors from across the United States have formed a task force opposing a proposal by Major League Baseball to eliminate 42 affiliated minor league franchises for the 2021 season. The coalition joins a growing list of politicians including a congressional task force who are pummeling MLB over its proposal to cut more than a quarter of its 160 affiliates. The league is citing concerns over the quality of facilities, travel and player salaries. Chattanooga Mayor Andy Berke calls it \u201ca major league error.<\/p>\n

    UNDATED (AP) \u2014\u00a0 Eric Staal and Mats Zuccarello (zoo-kah-REH\u2019-loh) each collected a goal and assist to send the Wild to a 4-2 win over the Red Wings. Jordan Greenway and Jason Zucker also scored for Minnesota and Devan Dubnyk (DOOB\u2019-nihk) stopped 25 shots as Minnesota won for the third time in four games.<\/p>\n

    Oliver Bjorkstrand has sent the Columbus Blue Jackets to their sixth consecutive victory.<\/p>\n

    Bjorkstand notched his second goal of the night with 5:38 remaining to break a 3-3 deadlock and lead the Jackets past the Jets, 4-3. Pierre-Luc Dubois (doo-BWAH\u2019) had three assists for the Blue Jackets, who are 15-2-2 since falling two games under .500 in mid-December.<\/p>\n

    Hall of Fame HS basketball coach Morgan Wootten dies<\/p>\n

    HYATTSVILLE, Md. (AP) \u2014 Hall of Fame high school basketball coach Morgan Wootten has died at 88.<\/p>\n

    Wooten built Maryland\u2019s DeMatha High School into a national powerhouse and launched the careers of a number of players who went to the NBA, including Adrian Dantley, Danny Ferry, Sidney Lowe and Kenny Carr.<\/p>\n

    Wootten never had a losing season in his six decades at the school and won at least 30 games on 10 different occasions.<\/p>\n<\/div>\n

    WASHINGTON (AP) \u2014 The Trump administration is expected to announce completion as soon as Thursday of one of its most momentous environmental rollbacks, removing federal protections for millions of miles of the country\u2019s streams, arroyos and wetlands. President Donald Trump launched the effort when he took office, aiming to sharply scale back the government\u2019s interpretation of which waterways qualify for protection against pollution and development under the half-century-old Clean Water Act. Environmental groups warned after a draft version of the rule was released that it would end federal oversight for up to half of the nation\u2019s wetlands and one-fifth of the country\u2019s streams.<\/p>\n

    SYDNEY (AP) \u2014 Three American crew members have died when a C-130 Hercules aerial water tanker crashed while battling wildfires in southeastern Australia. The New South Wales premier confirmed the crash deaths in the state’s Snowy Monaro region as Australia attempts to deal with an unprecedented fire season that has left a large swath of destruction. Coulson Aviation in the U.S. state of Oregon says one of its Lockheed large air tankers was lost after it left Richmond in New South Wales with retardant for a firebombing mission. The tragedy brings the death toll from the blazes to at least 31 since September. Coulson grounded other firefighting aircraft as a precaution pending investigation, reducing planes available to firefighters in New South Wales and neighboring Victoria state.<\/p>\n

    LOS ANGELES (AP) \u2014 Nine parents who were deported as the Trump administration separated thousands of migrant families landed back into the U.S. to reunite with children they haven’t seen in a year and a half. The group arrived at Los Angeles International Airport from Guatemala City on Wednesday night. The trip was arranged under the order of a federal judge who found the U.S. government had unlawfully prevented them from seeking asylum. Some of the children were at the airport to greet them, a powerful reminder of the lasting effects of Trump’s separation policy.<\/p>\n

    DAVOS, Switzerland (AP) \u2014 U.S. Treasury Secretary Steven Mnuchin says Swedish climate activist Greta Thunberg is in no position to give economic advice until she goes to college and comes out with an economics degree. At a press briefing at the World Economic Forum, Mnuchin took a swipe at the 17-year-old environmental campaigner for her recommendation that the public and private sectors should divest from fossil fuels. When asked how that would affect the U.S. economic model, Mnuchin took a swipe at Thunberg, asking if she was an economist and saying it \u201cwas a joke.\u201d He said that “after she goes and studies economics in college, she can come back and explain that to us.\u201d<\/p>\n

    BOSTON (AP) \u2014 A woman convicted of manslaughter for urging her suicidal boyfriend to kill himself is set to be released from jail. Michelle Carter is expected to be freed sometime Thursday after serving most of a 15-month sentence at the Bristol County jail in Dartmouth, Massachusetts. The 23-year-old Plainville native is getting out more than three months early for good behavior. She will now serve five years of probation. The U.S. Supreme Court last week declined to hear Carter’s conviction appeal.
