News May 16, 2013) &#8212; The U.S. Army Corps of Engineers in Omaha, along with Jamestown City officials are keeping up to date on potential heavy rainfall amounts in the forecast for Jamestown and the James River Valley this coming weekend.<\/p>\n<p>Pipestem Dam Manager, Bob Martin in Jamestown said earlier Thursday that the National Weather Service will alert the Corps of Engineers and City of Jamestown and Emergency Management officials if any action needs to be taken on dam releases if heavy rainfall amounts may be approaching Jamestown.<\/p>\n<p>Martin said, in the event of high rainfall amounts any reduction in dam releases would be at Jamestown Resevoir.<\/p>\n<p>On Thursday afternoon, Martin said, Corps officials in Omaha have decided to decrease the release from Jamestown Dam on Friday morning at 10-O\u2019Clock from 950 cfs to 800 cfs, and keep the Pipestem Dam release at 100 cfs, for a combined total of 900 cfs.<\/p>\n<p>The Corps plans to hold that Jamestown Dam release through this coming weekend.<\/p>\n<p>He says, Corps officials in Omaha will make any additional decisions pending heavy rainfall amounts.<\/p>\n<p>Rainfall in the amount of an inch over a 24 hour period, or more, would likely put a cut in releases into action.<\/p>\n<p>&nbsp;<\/p>\n<p>Valley City, ND (KCSi-T.V. News) &#8212; Meeting in Special Session Thursday (May 16, 2013) the Barnes County Commission approved plans to remodel space in the Barnes County Courthouse for the 9-1-1 Dispatch Center.<\/p>\n<p>The County Commission voted three to one vote to approve appropriating just over $20,000 to include an office for the 9-1-1 coordinator, plus the installation of a restroom along with air conditioning and heating.<\/p>\n<p>Barnes County Commission President Eldred Knutson says the dispatch center is planned to be operational in the basement of the courthouse by August of 2013.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown, ND (KCSi-T.V. News May 16, 2013) \u2013 The Jamestown American Legion, Auxiliary is distributing poppies for their fundraiser.<\/p>\n<p>The distribution started Thursday May 16, 2013 and continues on Friday and Saturday.<\/p>\n<p>The donations are used for veterans and children, and youth programs.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; North Dakota health officials say a total of 26 cases of active tuberculosis have been linked to an outbreak that originated in the Grand Forks area.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Officials say that the total includes two TB cases in 2010, 20 cases in 2012, and 4 cases so far in 2013.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Twenty-three of those cases have been in Grand Forks County. Three other cases in Cass and Stutsman counties have been linked back to the Grand Forks outbreak.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 TB is a contagious disease that typically attacks the lungs, though it also can affect the kidneys, spine and brain. General symptoms include fatigue, weight loss, fever and night sweats.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Health officials have linked the outbreak to homeless visitors who exposed a family who gave them shelter.<\/p>\n<p>&nbsp;<\/p>\n<p>WILLISTON, N.D. (AP) &#8211; Authorities in Williams County have identified a man found dead from gunshot wounds east of Williston.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Williams County Sheriff&#8217;s Office says sheriff&#8217;s deputies and officers with the North Dakota Bureau of Criminal Investigation were executing a search warrant Tuesday morning at a location about 7 miles east of Williston when they found the body of Jack Sjol.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The state medical examiner determined Sjol died from a fatal gunshot wound.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Sheriff&#8217;s Office says 33-year-old Ryan Lee Stensaker of Williston has been charged with murder. Stensaker is being held in jail pending a bond hearing.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Attorney information for Stensaker was not listed in court records.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; Reward money has been increased for information that solves two year-old cases of cattle killings in North Dakota.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The reward in a Richland County case in which 13 cows and a calf were shot and killed in a pasture near Hankinson is now up to $15,100. Officials say it&#8217;s the largest cattle shooting in the state in recent memory.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The reward in an Oliver County case in which nine cattle were killed is now up to $27,000, the largest such reward in state history.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The main reason for the reward increases is a decision by the North Dakota Stockmen&#8217;s Association to increase its standing reward in any case of someone stealing, butchering or shooting cattle, horses or mules in North Dakota. The amount has been increased from $1,000 to $10,000.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; Gov. Jack Dalrymple has appointed Bismarck attorney Bonnie Storbakken as North Dakota&#8217;s next labor commissioner.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Storbakken replaces Tony Weiler, who has accepted the position of executive director of the State Bar Association. She will lead a state agency with 12 staff members and a two-year budget of just under $2 million.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The state Labor Department establishes and enforces rules relating to wages and working conditions of state workers. The department also enforces the North Dakota Human Rights Act and the North Dakota Housing Discrimination Act.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; The federal Environmental Protection Agency is taking written comments through June 17 on an appeal of North Dakota&#8217;s regional haze plan approved last year.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The EPA took testimony on the appeal during a pair of hearings in Bismarck on Wednesday.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Sierra Club and other groups disagree with a decision in which the EPA agreed with the state position that two coal-fired power plants in the western part of the state could use less-expensive pollution control technology.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Sierra Club says the less-expensive controls also are weaker, and that the plants should use the best-available technology.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 State Attorney General Wayne Stenehjem (STEHN&#8217;-juhm) says the issue has been settled after years of debate and the EPA should reject the appeal.<\/p>\n<p>&nbsp;<\/p>\n<p>In sports&#8230;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; The North Dakota Game and Fish Department says the state&#8217;s 2013 paddlefish snagging season will close at 10 p.m. on Friday to protect the population level of the fish.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Fisheries chief Greg Power says strong participation and relatively low water levels concentrating the paddlefish led to the early closure.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 An additional seven-day snag-and-release season will begin Saturday and run through Friday, May 24.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The 2012-14 fishing proclamation allows for the Game and Fish director to close the snagging season early if it appears more than 1,000 paddlefish will be harvested. The scheduled closing date was May 31.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Only twice in the past 13 years has the season remained open through May.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Snaggers with an unused tag can continue snagging during the additional snag-and-release season, but must release all fish immediately.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0MANDAN, N.D. (AP) &#8211; The North Dakota Game and Fish Department&#8217;s Save Our Lakes program is renovating 800 feet of shoreline along Danzig Dam in Morton County.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The project includes lowering the water level to remove sediment, which will deepen the shoreline and create better access for shore anglers. A water control structure also is being installed.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The project should be completed by June, but officials expect the water level to remain low until next spring.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Game and Fish this summer plans to remove undesirable fish species from the water.<\/p>\n<p>&nbsp;<\/p>\n<p>In world and national news&#8230;<\/p>\n<p>WASHINGTON (AP) &#8211; President Barack Obama is defending investigations into government leaks, saying they are necessary for national security. But he also says it&#8217;s important to balance those investigations with the need for a free press. The Justice Department recently obtained two months of telephone records for Associated Press reporters and editors involved in a story that disclosed details of a CIA operation in Yemen. Obama says it&#8217;s time to renew discussions about a federal shield law that would protect journalists and their employers from having to reveal sources. He also says he has confidence in Attorney General Eric Holder.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 WASHINGTON (AP) &#8211; The Army&#8217;s top officer is telling soldiers that after demonstrating courage and resilience in 12 years of war, it&#8217;s time for them to make the fight against sexual assault their primary mission. Army Chief of Staff Gen. Ray Odierno sent a message to the force Thursday saying that sexual assault and harassment violate the trust between soldiers and leaders and are contrary to Army values. Odierno and other military leaders are meeting with President Barack Obama Thursday on the escalating sexual assault crisis.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 WASHINGTON (AP) &#8211; The House is debating another GOP bill to repeal President Barack Obama&#8217;s health care law. Republicans are making their 37th attempt in a little over two years to eliminate, defund or scale back the Affordable Care Act. The government is still months away from the rollout of coverage for uninsured Americans. Democrats say the debate is a big waste of time, since the Democratic-led Senate and the president will simply ignore the House vote, as they have most of the others. But Republicans say they want to keep up pressure on a costly program that continues to divide the country.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 PHOENIX (AP) &#8211; An attorney for Jodi Arias has told the jury deciding her fate that his client should get a life sentence for killing her boyfriend five years ago. The defense lawyer in a Phoenix courtroom listed several factors the jury could consider in granting mercy, including Arias&#8217; age, lack of a criminal record before the killing, and even her talents as an artist. He also says Arias herself will speak to the jury during the penalty phase of the trial. Arias&#8217; attorneys earlier asked to step down from the case, but a judge denied the request.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 DES MOINES, Iowa (AP) &#8211; The Powerball jackpot has jumped to $550 million, a major climb less than a day after the latest drawing produced no winning ticket. The announcement by the Multi-State Lottery Association means ticket sales have soared as the frenzy grows for a chance to win the big prize. The new jackpot has a $350 million cash option.
