Highs<\/p>\n<p>in the mid 20s.<\/p>\n<p>&nbsp;<\/p>\n<p>Oakes\u00a0 (Oakes Police)\u00a0\u00a0 The Oakes Police Department was dispatched to the Oakes hospital around 3:00AM Sunday \u00a0morning for a call involving a victim of an alleged assault that took place at 521 Maple Ave in Oakes. Police Chief O\u2019Brien reported that after further investigation, law enforcement made an arrest on Bryan Leyva of Oakes for felony and misdemeanor domestic violence charges that included multiple victims and for violation of order prohibiting contact. Bryan was transported to Stutsman County Correctional Center.<\/p>\n<p>FARGO, N.D. (AP\/CSi) \u2014 North Dakota Democrats say they don&#8217;t expect coronavirus fears to dampen turnout in the state&#8217;s presidential caucuses. Participation was expected to be up sharply from four years ago. That&#8217;s mainly due to a format change that makes the caucuses function more like a traditional election.<\/p>\n<p>Voters have an eight-hour window where they can show up at 14 locations, cast their ballot and leave.\u00a0\u00a0The 2020 North Dakota Democratic caucuses will take place on Tuesday, March 10, 2020,\u00a0<strong>11 am to 7 pm.\u00a0\u00a0<\/strong>Locations across the state listed below.<\/p>\n<p>Republicans have eight voting locations in the state. State Democratic Party spokesman Alex Rohr says health officials are monitoring conditions, but he doesn&#8217;t expect the coronavirus scare to keep people from voting.\u00a0 Changes to this year&#8217;s format mean voters can cast a ballot and leave \u2014 much the same as they would in a state-run election.\u00a0 Both parties have mail-in ballots this year,\u00a0 with the mail in deadline passed, on March 5 this year.<\/p>\n<p>Vice President Joe Biden and Sen. Bernie Sanders are in a tight race for the 1,991 delegates needed nationwide to secure the Democratic Party\u2019s presidential nomination.<\/p>\n<p>Six states hold nominating contests on Tuesday. There are 352 Democratic delegates at stake March 10, which is 8.9% of the overall total of delegates. (AP) \u2014 A former North Dakota senator has announced his intention to take his old seat back. Tim Flakoll said Monday he&#8217;s running for the District 44 seat in Fargo, an area he represented from 1998 to 2016. While previously serving in the Senate, the Republican was elected with bipartisan support to serve as President Pro Tempore of the Senate. Democrat Merrill Piepkorn has held the seat since 2017. Flakoll is provost for the Tri-College University system. He says he would partner with Gov. Doug Burgum&#8217;s administration to improve health care, provide tax reform and create more jobs.<\/p>\n<p>In world and national news&#8230;<\/p>\n<p>(AP)\u00a0 Stocks went into a steep slide Monday on Wall Street as coronavirus fears and a crash in oil prices spread alarm through the market, triggering the first automatic trading halt in over two decades. The price of oil sank 20% after Russia refused to roll back production in response to falling demand and Saudi Arabia signaled it will ramp up its own output. Europe fell into a bear market, closing the day with the heaviest losses since the 2008 financial crisis. U.S. stocks are down 18% from the peak they reached last month. Bond yields plumbed new lows as investors sought safety.<\/p>\n<p>OAKLAND, Calif. (AP) \u2014 A cruise ship with a cluster of coronavirus cases has arrived at a port in the San Francisco Bay Area after it was forced to idle off the California coast for days. The Grand Princess pulled into the Port of Oakland on Monday. It&#8217;s unclear how many travelers would get off the ship Monday. The captain told passengers that not everyone would. Americans will be transported to military bases in California, Texas and Georgia to be tested for the COVID-19 virus and quarantined. People from other nations will be whisked home. About 1,100 crew members will be quarantined and treated aboard the ship, which will dock elsewhere.<\/p>\n<p>&nbsp;<\/p>\n<p>WASHINGTON (AP) \u2014 American political leaders are grappling with a public health and economic maelstrom \u2014 as well as concerns for their own safety. This, as fears about the coronavirus outbreak roil financial markets. The White House says it&#8217;s conducting \u201cbusiness as usual,\u201d playing down the political consequences of an epidemic that poses one of the greatest tests yet to President Donald Trump&#8217;s administration. On Capitol Hill, at least two lawmakers are in self-quarantine as discussions continue on how to address the virus outbreak and economic volatility and keep the government functioning. Trump lashed out in tweets Monday, protesting the steep market drop and news that large public gatherings are being called off because of the virus.<\/p>\n<p>&nbsp;<\/p>\n<p>ROME (AP) \u2014 Canadian health officials say a man has died of the new virus at a seniors care home in North Vancouver in what is believed to be the first COVID-19 death in that country. British Columbia Provincial Health Officer Dr. Bonnie Henry says two elderly residents of the Lynn Valley Care Centre facility had been diagnosed with the virus this weekend. Henry says the diagnoses followed an earlier diagnosis of a worker at the care home, making the cases especially concerning as examples of community transmission. There are now 32 cases of the new coronavirus in British Columbia and more than 70 in Canada.<\/p>\n<p>&nbsp;<\/p>\n<p>BAGHDAD (AP) \u2014 The U.S. military says two service members have been killed by \u201cenemy forces\u201d while advising and accompanying Iraqi security forces. In a statement, its says the two were killed Sunday during a mission to eliminate a stronghold of the Islamic State group in a mountainous area of north-central Iraq. It says the names of the service members are being withheld pending next of kin notification, in accordance with U.S. Department of Defense policy. A senior Iraqi official, speaking on condition of anonymity from Baghdad, said a joint mission between Iraq\u2019s counter-terrorism forces and U.S.-led coalition forces south of Makhmour in northern Iraq came under attack from IS militants.
