News) &#8212; The Valley City Commission met in Regular Session Monday (May 20, 2013) at 5-p.m., at City Hall.<\/p>\n<p>\u00a0Commissioner Pedersen (Vice President of the Commission) \u00a0chaired the meeting in the absence of Mayor Werkhoven.<\/p>\n<p>Approval of Consent Agenda items included:<\/p>\n<p>The following new licenses: Plumbing License for Plecity Kowalski Construction; Electrical and Heating License for David Madsen Heating &amp; Air Conditioning.<\/p>\n<p>Renewal of licenses for: Electrical, Plumbing, and Heating License for Robert Gibb &amp; Sons, Inc.<\/p>\n<p>Tree Trimming and Removal License for Pine Country Nursery.<\/p>\n<p>Parade Application for VFW for Memorial Day Parade on May 27th, 10:00 am, on Central Avenue from Jefferson School to Main Street.<\/p>\n<p>Public Forum:\u00a0 No One spoke<\/p>\n<p>Ordinances<\/p>\n<p>The First Reading of an Ordinance Rezoning property at Auditor\u2019s Lot 4 of the NE \u00bc of Section 27 in township 140, Range 58 of the Fifth Principal Meridian, from R1 \u2013 Single Family District to R4 \u2013 Multiple Family, was taken off the agenda with rehearing and reschedule to be planned due to a procedural issue<\/p>\n<p>Resolutions<\/p>\n<p>The City Commission approved a Resolution accepting the bid and awarding the contract for the 12th Ave SE from Main St. to 7th St SE for Box Culvert replacement, hot bituminous patching, riprap, and incidentals to Gladen Construction, Inc. in the amount of $236,050.17.<\/p>\n<p>The project will start after the 4<sup>th<\/sup> of July this year and run into August.<\/p>\n<p>&nbsp;<\/p>\n<p>New Business<\/p>\n<p>City Commissioners\u00a0approved \u00a0a Special Alcohol Beverage Event Permit for Boomers Corner Keg at the Dakota Riders Hill Climb on June 16, 2013<\/p>\n<p>The City Commission acted on the permit as the business has a Valley City liquor license.<\/p>\n<p>The Barnes County Commission will act on the request as the event will be held outside city limits.<\/p>\n<p>&nbsp;<\/p>\n<p>Gaming Site Authorization Renewals were approved for:<\/p>\n<p>Valley City State University (4) at Eagles Club, VC Town &amp; Country Club, VCSU Lokken Stadium and VCSU W.E. Osmon Fieldhouse.<\/p>\n<p>Valley City Hockey and Figure Skating Club at VC Town &amp; Country Club.<\/p>\n<p>American Legion at the American Legion<\/p>\n<p>&nbsp;<\/p>\n<p>Considered was the Commission Leadership Code.<\/p>\n<p>Commissioner Mary Lee Nielson said the code is a &#8220;handbook&#8221; for City Commissioners, outlining roles, responsibilities and respect.<\/p>\n<p>Commissioner Luke said the code is not hard and fast rules, but rather a guideline.<\/p>\n<p>She noted items in the code that may not apply to the Valley City government.<\/p>\n<p>City Administrator David Schelkoph said the Code manages resources and employees.<\/p>\n<p>The handbook comes from the North Dakota League of Cities.<\/p>\n<p>The City Commission approved adopting the Leadership Code with Commission Luke abstaining for the vote.<\/p>\n<p>&nbsp;<\/p>\n<p>City Administrator Schelhoph\u2019s Report:<\/p>\n<p>He said the release from Bald Hill Dam on Monday was being held at 2,200 cfs, with &#8220;no problems,&#8221; at this time.<\/p>\n<p>He said contracts have been signed between the city and Cooper Power, with the AMI automated meter reading program.<\/p>\n<p>Training will start in Valley City this week.<\/p>\n<p>He said the recent city wide clean up went well, going about a week and half.<\/p>\n<p>&nbsp;<\/p>\n<p>City Updates &amp; Commission Comments:<\/p>\n<p>Fire Chief Retterrath said all sirens are working, and reminded\u00a0motorists \u00a0to make sure they pull off to the side of the street to make room for the emergency vehicles.<\/p>\n<p>Chad Petersen from KLJ said, work on Phase II of the 9th Avenue Northwest reconstruction project in Valley City is underway.\u00a0 The work should be completed by mid-September.<\/p>\n<p>Commissioner Luke said the State Water Commission, and the governor will decide on how much Devils Lake water will be released this spring into the Sheyenne River.<\/p>\n<p>Commissioner Nielson said moving the Barnes County Sheriff\u2019s office and 9-1-1 dispatch center, to the Barnes County Courthouse based on lead contamination is a &#8220;non-issue.&#8221; She said the lead issue has been resolved. She added that the move based on moving out of the flood plain is also a non-issue, as city offices are in the flood plain and are protected in the event of flooding in the city.<\/p>\n<p>She said she took the opportunity to speak out on the issue at the City Commission meeting, and urged residence to speak to County Commissioners, if they feel the same way as she.<\/p>\n<p>The meeting was shown live on CSi 68, followed by replays.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Valley City, ND (KCSi-T.V.
