(AP) &#8211; Highways and streets in North Dakota are under the threat of damage because of heavy rain, although floodwaters have receded on Interstate 94 near Jamestown. State Transportation Department officials say there was water on N.D. Highway 200 near Bowdon in the central part of the state, and they urged drivers to slow down in that area. The department also warned of the possibility of flash flooding on roadways in the northeastern part of the state over the next couple of days.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP May 20, 2013) \u2013 Heavy rain over the weekend set records in North Dakota. The National Weather Service says Bismarck, Dickinson, Jamestown, Minot and Grand Forks all set rainfall records for the date on Sunday, with an inch or more.<\/p>\n<p>Bismarck\u2019s record had stood since 1877.<\/p>\n<p>The Bismarck National Weather Service says about 3.25 inches fell in Jamestown and 10 miles west of Jamestown about 3.55 inches of rain fell over a two day period. Bismarck received a record 3.50 inches of rain combined between Saturday and Sunday.<\/p>\n<p>Grand Forks National Weather Service says about 1.10 inches of rain fell Saturday into Sunday in the Valley City area.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; Record rainfall is starting to force some northeastern North Dakota residents from their homes.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Water from the Park River and Cart Creek and water that is moving overland is threatening homes in Crystal, a Pembina County town of about 150 people. Officials began urging some residents to leave Monday night. Forum Communications reports that no one has been hurt. A shelter has been set up in the nearby town of Cavalier.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Heavy rainfall over the past couple of days has pushed up creeks and rivers across North Dakota. The National Weather Service says several cities set rainfall records Sunday and Monday. Some roads across the state are threatened by floodwaters.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The weather service has posted a flood watch for the eastern part of the state through Tuesday.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown, ND (KCSi-T.V. News) &#8212; The Jamestown City Council met in Special Session at 4-p.m. on Monday (May 20, 2013) at City Hall.<\/p>\n<p>The Council then recessed into Executive Session for the purpose of consulting with the City Attorney concerning territorial service claims by Stutsman Rural Water.<\/p>\n<p>At issue is which entity will serve Titan Machinery\u2019s location under construction west of Jamestown, and other parcels in that area, within the one mile extra-territory of Jamestown.<\/p>\n<p>The City of Jamestown has offered to allow SRWD to serve Titan in exchange for the city to serve any new development in the quarter section of land directly south of the entrance to Jamestown Regional Airport.<\/p>\n<p>The quarter includes some areas served by Jamestown and allows the city to extend water lines into the rest of the area.<\/p>\n<p>\u3000<\/p>\n<p>Those present during Monday\u2019s Executive Session were: Mayor Andersen, City Administrator Jeff Fuchs, City Council Members Kourajian, Gumke Brubakken, and Buchanan. The City Commission acted on the permit as the business has a Valley City liquor license. The Barnes County Commission will act on the request as the event will be held outside city limits.<\/p>\n<p>\u3000<\/p>\n<p>Gaming Site Authorization Renewals were approved for:<\/p>\n<p>Valley City State University (4) at Eagles Club, VC Town &amp; Country Club, VCSU Lokken Stadium and VCSU W.E. Osmon Fieldhouse.<\/p>\n<p>Valley City Hockey and Figure Skating Club at VC Town &amp; Country Club.<\/p>\n<p>American Legion at the American Legion<\/p>\n<p>\u3000<\/p>\n<p>Considered was the Commission Leadership Code.<\/p>\n<p>Commissioner Mary Lee Nielson said the code is a &#8220;handbook&#8221; for City Commissioners, outlining roles, responsibilities and respect.<\/p>\n<p>Commissioner Luke said the code is not hard and fast rules, but rather a guideline.<\/p>\n<p>She noted items in the code that may not apply to the Valley City government.<\/p>\n<p>City Administrator David Schelkoph said the Code manages resources and employees.<\/p>\n<p>The handbook comes from the North Dakota League of Cities.<\/p>\n<p>The City Commission approved adopting the Leadership Code with Commission Luke abstaining for the vote.<\/p>\n<p>\u3000<\/p>\n<p>City Administrator Schelhoph\u2019s Report:<\/p>\n<p>He said the release from Bald Hill Dam on Monday was being held at 2,200 cfs, with &#8220;no problems,&#8221; at this time.<\/p>\n<p>He said contracts have been signed between the city and Cooper Power, with the AMI automated meter reading program.<\/p>\n<p>Training will start in Valley City this week.<\/p>\n<p>He said the recent city wide clean up went well, going about a week and half.<\/p>\n<p>\u3000<\/p>\n<p>City Updates &amp; Commission Comments<\/p>\n<p>Fire Chief Retterrath said all sirens are working, and reminded motorists to make sure they pull off to the side of the street to make room for the emergency vehicles.<\/p>\n<p>Chad Petersen from KLJ said, work on Phase II of the 9th Avenue Northwest reconstruction project in Valley City is underway. The work should be completed by mid-September.<\/p>\n<p>Commissioner Luke said the State Water Commission, and the governor will decide on how much Devils Lake water will be released this spring into the Sheyenne River.<\/p>\n<p>Commissioner Nielson said moving the Barnes County Sheriff\u2019s office and 9-1-1 dispatch center, to the Barnes County Courthouse based on lead contamination is a &#8220;non-issue.&#8221; She said the lead issue has been resolved. She added that the move based on moving out of the flood plain is also a non-issue, as city offices are in the flood plain and are protected in the event of flooding in the city.<\/p>\n<p>She said she took the opportunity to speak out on the issue at the City Commission meeting, and urged residence to speak to County Commissioners, if they feel the same way as she.<\/p>\n<p>The meeting was shown live on CSi 68, followed by replays.<\/p>\n<p>\u3000<\/p>\n<p>Jamestown, ND (KCSi-T.V. News May 20, 2013) &#8212; The Jamestown\/Stutsman Development Corp (JSDC) Executive Board, Monday recommended a change to the JSDC\u2019s strategic plan which includes the use of the arts as a tool for economic development.<\/p>\n<p>Jamestown Arts Center Director, Taylor Barnes asked for th the change, which would allow the Arts Center to apply for grants that require a community partner.<\/p>\n<p>JSDC may be providing matching money for a grant application made by the South Central Dakota Regional Council.<\/p>\n<p>JSDC participation depends on the availability of funds from the U.S. Department of Agriculture, (USDA) and the Regional Council\u2019s ability to meet the limitations the JSDC board placed on the funds.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown, ND (KCSi-T.V. (AP) &#8211; The president of the North Dakota Board of Higher Education wants the group to take another look at tuition rates. The board earlier this month approved a plan that would give colleges the option to raise tuition at various rates, from a low of 2.13 percent to a high of 6.63 percent. The plan passed by a 7-1 vote over another option favored by Chancellor Hamid Shirvani that would have kept tuition hikes at 2.5 percent for two-year schools, 3.5 percent for small four-year colleges and 4 percent for the two largest universities.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0CARPIO, N.D. (AP) &#8211; A head-on collision in northwestern North Dakota has killed two pickup truck drivers. The crash happened Sunday afternoon on U.S. Highway 52 near Carpio. Authorities say 40-year-old John Ozbolt of Florida and 49-year-old James Palmer of Idaho were pronounced dead at the scene.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0\u00a0 BISMARCK, N.D. (AP) &#8211; North Dakota officials have linked four cases of salmonella to a multistate outbreak associated with baby chicks. Health Department epidemiologist Alicia Lepp says the cases all were in children under the age of 10. The outbreak has affected nearly 150 people in more than 25 states.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0FARGO, N.D. (AP) &#8211; Federal prosecutors want the notes of mental health professionals who examined a man convicted of killing of a University of North Dakota student more than nine years ago.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Alfonso Rodriguez Jr., of Crookston, Minn., was sentenced to death after a jury found him guilty of raping, beating and stabbing Dru Sjodin (shuh-DEEN&#8217;) of Pequot Lakes, Minn., in 2003.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Defense attorneys in October 2011 filed a federal habeas corpus motion, considered the last step in the appeals process. The 298-page document claims, among other things, that Rodriguez is mentally disabled and his trial team was ineffective.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Prosecutors have filed a motion asking for results from several mental health examinations. Kevin Cramer is defending comments he made this month linking legalized abortion with school shootings.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The North Dakota Republican during a graduation speech at the University of Mary said, &#8220;Forty years ago, the United States Supreme Court sanctioned abortion on demand.
