May 1 City Council meets at City Hall"},"content":{"rendered":"<p>Bismarck\u00a0 (CSi)\u00a0 Governor Doug Burgum&#8217;s amended Executive Order, regarding the North Dakota Smart Restart of businesses take place on Friday May 1, 2020. <strong>He stressed that the new Amended Executive Order regarding the restart takes effect at 8-a.m., on May 1, and not before that day.<\/strong><\/p>\n<p>The amended <a href=\"https:\/\/www.governor.nd.gov\/sites\/www\/files\/documents\/executive-orders\/Executive%20Order%202020-06.4.pdf\">executive order<\/a> providing additional guidance for businesses that are resuming or continuing operations under the <a href=\"https:\/\/ndresponse.gov\/covid-19-resources\/covid-19-business-and-employer-resources\/nd-smart-restart\/nd-smart-restart-protocols\">\u201cNorth Dakota Smart Restart\u201d protocols<\/a> developed in collaboration with the business community to address the COVID-19 pandemic.<\/p>\n<p>The protocols initially released Tuesday included operating standards for all industries, as well as specific guidance for several high-contact business sectors including restaurants and bars; hair, nail and tanning salons and other cosmetology-related businesses; tattoo and body piercing businesses; massage therapy facilities; and fitness centers. Additional ND Smart Restart protocols were provided for movie theaters, including limiting capacity and group sizes, allowing for proper spacing between groups and staggering showtimes to decrease congestion in common areas.<\/p>\n<p>These businesses, which experienced temporarily closures or access restrictions under the previous executive order that expires Thursday, April 30, may begin to re-open at 8 a.m. Friday, May 1, if the ND Smart Restart standard procedures and industry-specific rules are adopted and rigorously followed. Recreation and sports arenas, and music and entertainment venues, will remain closed until further notice.<\/p>\n<p>Jamestown Civic Center, Manager, Pam Fosse has informed Jamestown officials concerning arena venues, she&#8217;s contacted around North Dakota concerning opening.\u00a0 In addition to the Jamestown Civic Center, which is\u00a0 closed through May 31, 2020:<\/p>\n<p>Fargodome \u2013 Closed until November<\/p>\n<p>Fargo Civic Center \u2013 Closed until December<\/p>\n<p>Grand Forks Alerus \u2013 closed until September<\/p>\n<p>Jamestown City Administrator Sarah Hellekson says city staff,\u00a0has been notified that all city facilities will remain closed through Sunday, May 31. The She says, Governor\u00a0 Burgum did confirm that State buildings will remain closed to the public to help flatten the curve, in Phase One, of the reopening. He has not indicated when public buildings will be phased into the reopening.<\/p>\n<p>Meanwhile&#8230;<\/p>\n<p>She says <strong>Mayor Heinrich\u00a0 has indicated that he wants the City Council meeting on May 4 at 5-p.m. to be held in person in the City Council Chambers and be open to the public.<\/strong><\/p>\n<p><strong>Hellekson says she would like those who will attend to let the city know.<\/strong><\/p>\n<p>Phases two and three would be ready in the next week or two and should have those facilities listed in those phases.<\/p>\n<p>&nbsp;<\/p>\n<p>Local businesses are\u00a0 awaiting more information before reopening their doors.\u00a0\u00a0 Those include Jamestown Parks and Recreation facilities, Bison 6 Cinema, and the All Vets Club.<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Bismarck\u00a0 (CSi)\u00a0 Governor Doug Burgum&#8217;s amended Executive Order, regarding the North Dakota Smart Restart of businesses take place on Friday May 1, 2020.
