Jamestown, ND (KCSi-T.V. News May 28, 2013) — The Jamestown City Council met in Special Session Tuesday afternoon in the lower level meeting room, at City Hall, with the representatives of Stutsman Rural Water District and legal counsel, along with Titan Machinery representatives, and at the conclusion of the meeting parties indicated an agreement was near.<\/p>\n

At issue is which entity will serve Titan Machinery\u2019s location under construction west of Jamestown, and other parcels in that area, within the one mile extra-territory of Jamestown.<\/p>\n

At Tuesday\u2019s meeting, Rob Thompson, President of C.I. Construction and project manager for the Titan Machinery building project, said the new facility west of Jamestown has had the sprinkler system approved, to meet fire fighting needs, and will connect with Stutsman Rural Water District within the next week, whether the city and SRWD reach a formal agreement, or not.<\/p>\n

Titan Machinery had hoped to open its farm equipment dealership in March this year, however delays caused by the water territory dispute have now caused the opening to move the end of June this year.<\/p>\n

The city and Stutsman Rural Water District have agreed to allow Titan Machinery to connect to Rural Water at its earliest convenience.<\/p>\n

At the meeting, Mayor Andersen said the City of Jamestown is ready to go forward with an agreement, as is Stutsman Rural Water District, and both parties indicating a formal agreement may be forthcoming within the next two weeks.<\/p>\n

The agreement purportedly will modify the proposed contract between the two parties. If the next draft with the modifications is approved an agreement could be finalized in the next two weeks.<\/p>\n

The tentative agreement will be brought to the Jamestown City Council and Stutsman Rural Water Board of Directors for approval.<\/p>\n

It would also require the agreement of USDA and representatives of the North Dakota Financing Authority as both the city and Rural Water District are indebted to those organizations.<\/p>\n

Valley City, ND (KCSi-T.V. News) — The Valley City Commission met in Special Session Tuesday evening (May 28, 2013) at City Hall. All Commissioners were present.<\/p>\n

On the agenda, City Commissioners unanimously voted to approve a Resolution approving the Issuance of $2,900,000 Sales Tax Revenue Bonds. Mike Manstrom, of Onstad Twitchel, explained the City of Valley City has an A-1 Special Assessment rating, and an A-2 Bond Rating.<\/p>\n

He said the bond sale will take place on Wednesday.<\/p>\n

City Commissioners approved the Resolution on the basis that the interest rate does not exceed three percent.<\/p>\n

The City Commission awarded a Tree Planting bid for 13th Avenue SE to Pine Country Nursery in the amount of $13,179.50. 33 trees and or bushes will be planted.<\/span><\/p>\n

Valley City, ND (KCSi-T.V. News) — Valley City Police are looking for information concerning vandalism of the water fountain at City Park.<\/p>\n

The renovated fountain was dedicated a year ago, with funds supplied and renovation helped by members of the community, over a two year period.<\/p>\n

A number of dedicated people in the community worked hard and donated their money to get the city park water fountain renovated over a two year period and it was destroyed in a matter of minutes.<\/p>\n

Jamestown, ND (KCSi-T.V. News May 28, 2013) \u2013 The North Dakota Highway Patrol has announced the results of the Southeast Region alcohol saturation in Barnes County over Memorial Day weekend.<\/p>\n

The detail resulted in the Highway Patrol issuing 30 citations that included 1 Driving Under the Influence arrest, 1 Minor in Consumption arrest and 2 Open Container citations<\/p>\n

As of May 24, 2013, there have been 43 traffic fatalities in the State of North Dakota. 14 of the fatalities have been alcohol related. Impaired driving continues to be a contributing factor in many traffic fatalities.<\/p>\n

\u00a0FARGO, N.D. (AP) – A 59-year-old man is dead after being struck by a train in downtown Fargo.

\n\u00a0\u00a0\u00a0\u00a0 Fargo police say John Dean Westra, of Fargo, was approaching the train tracks from the south when he was hit by the eastbound train about 4 a.m. Tuesday.

\n\u00a0\u00a0\u00a0\u00a0 The case remains under investigation. The stopped train also blocked other crossings.<\/p>\n

\u00a0BOWBELLS, N.D. (AP) – Authorities are investigating a death at an oil rig in northwestern North Dakota.

\n\u00a0\u00a0\u00a0\u00a0 The Burke County Sheriff’s Office says the fatality happened shortly after noon Saturday. The victim was not immediately identified and details of what was described as an accident were not immediately released Tuesday.

\n\u00a0\u00a0\u00a0\u00a0 The sheriff’s office, North Dakota Highway Patrol and state medical examiner’s office are investigating.<\/p>\n

\u00a0FARGO, N.D. (AP) – A North Dakota man is set to be sentenced for driving drunk and causing a crash that killed his brother.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Jamie Belgarde, of St. Michael, pleaded guilty in federal court with involuntary manslaughter.\u00a0 He faces a maximum penalty of eight years in prison.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Authorities say Belgarde was under the influence of alcohol and speeding last summer when he failed to negotiate a curve in the road and the vehicle crashed. Donald Belgarde Jr., a passenger in the vehicle, was pronounced dead at the scene.

\n\u00a0\u00a0\u00a0\u00a0 Defense attorneys say Jamie Belgarde made a “terrible, tragic decision,” but does not have a significant criminal history and has excelled at school and work. They’re asking for a sentence of not more than 18 months.

\u00a0FARGO, N.D. (AP) – More than 400 American Crystal Sugar Co. workers who have been locked out of their jobs for nearly two years are back to work.\u00a0

\n\u00a0\u00a0\u00a0A little more than a month after the union ratified a new contract, some 400 workers returned to their jobs Tuesday. About 1,300 sugar workers had been locked out of their jobs in North Dakota, Minnesota and Iowa since August 2011 after the union rejected a company contract offer.

\n\u00a0\u00a0\u00a0\u00a0 Vice President Brian Ingulsrud says the company is glad to have its employees back. He says the union workers are evenly spread throughout the company’s factories.

GRAND FORKS, N.D. (AP) – University of North Dakota graduate Karen Nyberg has returned to space.

\n\u00a0\u00a0\u00a0\u00a0 The 43-year-old 1994 UND graduate traveled to the International Space Station aboard a space shuttle in 2008.\u00a0 On Tuesday, she completed her second journey to the space station aboard a Russian Soyuz capsule that blasted off from Kazakhstan, carrying her and astronauts from Russia and Italy.

\n\u00a0\u00a0\u00a0\u00a0 They will conduct a variety of experiments over the next six months. Nyberg also will deliver the keynote address at UND’s summer commencement ceremony on Aug. 2 from space.<\/p>\n

\u00a0BISMARCK, N.D. (AP) – A former North Dakota Air National Guard commander has been named director of an unmanned aircraft systems test site that would be located in the northeastern part of the state.

\n\u00a0\u00a0\u00a0\u00a0 The state’s highest court ruled Tuesday that the Southeast Missouri Regional Port Authority cannot use eminent domain to take 30 acres of land in Scott County. The port authority had hoped to lease the land to a company that would build large storage tanks there.

\n\u00a0\u00a0\u00a0\u00a0 The court said the condemnation violated a 2006 state law prohibiting eminent domain from being used solely for economic development purposes.
