News May 30, 2013) &#8212; The U.S. Army Corps of Engineers on Thursday afternoon (May 30, 2013) at 2:45 p.m., increased the release from Jamestown Dam to 1,000 cfs.<\/p>\n<p>Bob Martin reported that the increase puts the Jamestown Dam release to where it was before being cut back due to concerns of excessive rainfall in the forecast.<\/p>\n<p>Earlier this week the Corps reduced the release back to 850 cfs.<\/p>\n<p>Martin points out that Pipestem Dam is maintaining a release of 200 cfs, for a combined release of 1,200 cfs.<\/p>\n<p>He said no other release changes are planned through the coming weekend, unless it becomes necessary due to excessive rainfall or runoff amounts.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown, ND (KCSi \u2013 T.V. News May 30, 2013) The Jamestown Police Department is asking for the public\u2019s help in finding a 17-year-old girl who hasn\u2019t been seen by family or friends since May 20.<\/p>\n<p>Kristina Rose Ranisate a junior at Jamestown High School has been living with foster parents Tena Stickel and Susie Stoppleworth for the past nine months.<\/p>\n<p>Police Capt. Gary Peterson said Ranisate\u2019s disappearance is being treated as a runaway.<\/p>\n<p>Peterson said Ranisate was last seen by her foster parents when they dropped her off for work at Ave Maria Village at 4:30 p.m. May 20, but she did not\u00a0 report for work that day.<\/p>\n<p>Ranisate was reported missing by Stickel at 10 p.m. May 20 after she went to pick the girl up from work.<\/p>\n<p>Ranisate\u2019s is 5 feet 7 inches tall, weighs 190 pounds, has brown eyes and shoulder-length brown hair with blonde highlights.<\/p>\n<p>She was last seen wearing a tan sweatshirt with a black dress shirt underneath, tan and gray dress pants and black and lime-green tennis shoes.<\/p>\n<p>Anyone with information on Ranisate\u2019s location or where she might have gone may call the Jamestown Police Department at 252-1000 and ask for Captain Gary Peterson.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown, ND (KCSi-T.V. News) &#8212; The Jamestown City Council met in Special Session Thursday afternoon (May 30, 2013) at City Hall for the purpose of consulting with the City Attorney, concerning territorial service claims by Stutsman Rural Water District and the City of Jamestown.<\/p>\n<p>Council Members Gumke, and Brubakken were not present.\u00a0 Brubakkend supplied a statement.<\/p>\n<p>City Attorney Ken Dalsted was present.<\/p>\n<p>At Thursday\u2019s meeting, the city\u2019s legal counsel Tami Norgaard, from the Vogel Law Firm in Fargo, joined the meeting by telephone conference.<\/p>\n<p>She went through the draft agreement, saying the draft will include provisions approved by the city.<\/p>\n<p>She added that she was not comfortable with some areas concerning the scope of service, and specifically with Great River Energy, contract issues.<\/p>\n<p>The agreement with GRE, concerning water service is with the city, and SRWD, Stutsman Rural Water District, wants the new agreement to address what occurs if a &#8220;material breech &#8221; of contract occurs, regarding serving GRE with water.<\/p>\n<p>Mayor Andersen said she is leery of the agreement having other issues &#8220;unnecessarily lumped into the draft.&#8221;<\/p>\n<p>Ms. Norgaard also reviewed other draft agreement provisions.<\/p>\n<p>Council Member Buchanan commented about back up emergency water service provisions in the draft, to Jamestown Regional Medical Center.<\/p>\n<p>The agreement includes a territory swap allowing the new Titan Machinery building to be served by Rural Water and an area south of the airport to be served by the city of Jamestown. It also sets the boundary between the two utilities as the city limits as they existed in 2010.<\/p>\n<p>The city wants a 40-year contract, and Rural Water District wants to extend the contract beyond that if Rural Water still has debt to the federal government.<\/p>\n<p>Thursday\u2019s meeting follows a joint meeting on Tuesday this week, between the city council, and SRWD board members.<\/p>\n<p>It was noted that attorneys planned to review new wording for the issues discussed at that meeting.<\/p>\n<p>The parties have purportedly agreed on principle on the majority of issues, but desired different language.<\/p>\n<p>Any agreement between the City and SRWD would require the agreement of USDA officials and representatives of the North Dakota Financing Authority because both the city and Rural Water are indebted to those organizations.<\/p>\n<p>Mayor Andersen moved, and it was approved unanimously to have Ms. Norgaard authorize and submit the draft changes during the Thursday meeting to SRWD.<\/p>\n<p>The issues and draft revisions move from the City Council to the Stutsman Rural Water District board for their review.<\/p>\n<p>The meeting was shown live on CSi Cable 67 followed by replays.<\/p>\n<p>\u3000<\/p>\n<p>Jamestown, ND (KCSi- T.V. News) &#8212; The Jamestown railroad Quiet Zone was broken, on Thursday evening when a BNSF Railway train horn\u2019s malfunction and was stuck on for close to 10 minutes.<\/p>\n<p>The incident occurred just before 8-p.m, as the train moved west through Jamestown.<\/p>\n<p>The train was stopped while the horn was being fixed.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown, ND (KCSi-T.V. News) \u2013 Jamestown Police and Jamestown Area Ambulance Service were call to a vehicle \u2013 pedestrian accident, about 1:45 p.m., Thursday (May 30, 2013) at the intersection of 2nd Avenue, and 5th Street Northwest.<\/p>\n<p>An eyewitness said a male was lying in the street and was taken away by ambulance.<\/p>\n<p>More information, pending the filing of the police report.<\/p>\n<p>\u3000<\/p>\n<p>\u00a0VALLEY CITY, N.D. (AP) &#8211; Valley City State University says it plans to offer the first undergraduate software engineering major in North Dakota.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The new program offering will begin with the fall semester. The school says it will deal with the design, development, testing, implementation and maintenance of software systems.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Officials say the new major was developed to meet the needs of employers throughout North Dakota and the Midwest.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 VCSU faculty also have worked with the University of North Dakota and North Dakota State to ensure that students will be prepared for graduate study should they wish to pursue a master&#8217;s degree in computer science at UND or a master&#8217;s in software engineering at NDSU.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; Authorities say a Bismarck man has been arrested in the killing his mother and the wounding of his brother and another woman.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Burleigh County Sheriff Pat Heinert says charges are pending against the man in the killing of 62-year-old Alice Vick on Thursday at their mobile home a few miles southeast of Bismarck.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Heinert says the man&#8217;s brother and a woman also suffered injuries in the attack. The sheriff says the woman&#8217;s injuries are serious and she was undergoing surgery Friday morning at a Bismarck hospital. Authorities have withheld their names.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Heinert says a knife was used during the attack. (AP) &#8211; Officials with the Nokia technology company plan to lay off 50 of their 300 employees at its Fargo plant.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The plant is the base for a division that creates maps and detailed three-dimensional renderings used on smartphones and vehicle navigation devices. The division is branded as &#8220;Here.&#8221;<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Finland-based company was part of California-based Navteq when the plant first opened in Fargo. (AP) &#8211; Officials in Cavalier are seeking state and federal help to repair a section of a major street that collapsed during flooding last week. The sinkhole appeared on West Second Avenue North. It&#8217;s about 10 feet from a bridge over the Tongue River that provides a major entrance to Cavalier City Park and the local swimming pool.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 GRAND FORKS, N.D. (AP) &#8211; Backers of a North Dakota technology and business park for unmanned aircraft systems expect to finalize a contract for the facility in the next few weeks. The project known as Grand Sky will cover 225 acres on the Grand Forks Air Force base. Officials unveiled details for the park yesterday at an annual drone summit in Grand Forks.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; Bismarck-based WBI Energy Inc. said Thursday that it is gauging demand for a pipeline to move natural gas from western North Dakota&#8217;s booming oil patch.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The company says the proposed pipeline route would begin near Williston and connect to an existing natural gas pipeline near Moorhead, Minn.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 WBI is a subsidiary of MDU Resources Group Inc. of Bismarck. MDU Resources President David Goodin says the pipeline system could serve North Dakota, Minnesota, Wisconsin and other Midwest markets.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The project could initially move 400 million cubic feet of natural gas daily. The company estimated the project&#8217;s cost at more than $650 million.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Natural gas is a byproduct of oil production in North Dakota.
