{"id":208004,"date":"2020-09-15T17:47:23","date_gmt":"2020-09-15T22:47:23","guid":{"rendered":"http:\/\/csinewsnow.com\/?p=208004"},"modified":"2020-09-15T20:01:54","modified_gmt":"2020-09-16T01:01:54","slug":"city-commission-gets-update-on-boil-water-mandate","status":"publish","type":"post","link":"https:\/\/csinewsnow.com\/?p=208004","title":{"rendered":"City Commission gets update on Boil Water"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-medium wp-image-461\" src=\"http:\/\/csinewsnow.com\/wp-content\/uploads\/2012\/07\/VCcommission-300x202.png\" alt=\"\" width=\"300\" height=\"202\" srcset=\"https:\/\/csinewsnow.com\/wp-content\/uploads\/2012\/07\/VCcommission-300x202.png 300w, https:\/\/csinewsnow.com\/wp-content\/uploads\/2012\/07\/VCcommission-259x175.png 259w, https:\/\/csinewsnow.com\/wp-content\/uploads\/2012\/07\/VCcommission.png 445w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/>Valley City\u00a0 (CSi)\u00a0 The Valley City Commission met in Regular Session Tuesday evening at City Hall.\u00a0 All members were present.<\/p>\n<p>All present were wearing face masks and social distancing.<\/p>\n<p><strong>Approval of Consent Agenda:<\/strong><\/p>\n<p>Approved was a \u00a0raffle permit for Sheyenne Valley Friends of Animals held on 12\/11\/2020 at Duttons Valley Gallery.<\/p>\n<p><strong>Public Comments:\u00a0 No One Spoke<\/strong><\/p>\n<p>Attorney General\u2019s \u201cA Citizen\u2019s Guide to North Dakota Open Records &amp; Open Meetings Laws\u201d *<em>A member of the public does not have the right to speak to the governing body at an open meeting.\u00a0 The public is only entitled to see and hear what happens at a meeting, and to record or broadcast those observations.<\/em><\/p>\n<p>No personal attacks to persons present or not<\/p>\n<p>No inflammatory language used during time that you have the platform<\/p>\n<p>5 minute maximum or as directed by the chair<\/p>\n<p>Thank you for participating in City Government.<\/p>\n<p><strong><br \/>\nPublic Hearing<\/strong><\/p>\n<p>A\u00a0 Public Hearing was held for 2021 City Budget.<\/p>\n<p>Finance Director, Avis Richter said no correspondence was received from the public.<\/p>\n<p>She said the\u00a0Preliminary budget has been submitted to the County.<\/p>\n<p>$1.7 million was levied, and one mill equals $18,300, no mill levy increase for 2021.<\/p>\n<p>Following the Public Hearing, the City Commission approved the \u00a0first reading of Ordinance No. 1065, Adopting the 2021 City Budget.<\/p>\n<p><strong>Resolution<\/strong><\/p>\n<p>The City Commission tabled action on a Resolution to advertise for bids for farm lease. City Attorney Martineck said, bids can be rejected if they come in too low.\u00a0 Production of the land will be reviewed.\u00a0 City Assessor Sandy Hansen will research.<\/p>\n<p>Approved was a Resolution authorizing the issuance and sale of $300,000 water treatment assessment warrant for the 5<sup>th<\/sup> Ave NW Project.<\/p>\n<p>Approved\u00a0\u00a0 was a\u00a0 Resolution authorizing the issuance and sale of $675,000 wastewater treatment assessment warrant for the 5<sup>th<\/sup> Ave NW Project. Finance Director Richter only the amount needed for the project will be drawn on the warrant.<\/p>\n<p><strong>New Business<\/strong><\/p>\n<p>Considered were options for Building Inspector and City Engineer.\u00a0 City Administrator Crawford said, there was a lack of qualified candidates applying for the city Engineer\u2019s position.\u00a0 Options for the City Engineer\u2019s position include seeking an individual, or hiring and engineering firm. \u00a0\u00a0The engineering firm would submit an invoice to the city for work performed.<\/p>\n<p>The Commission opted to put out an RFQ, for a City Engineer, and for an engineering firm, to handle the responsibilities.<\/p>\n<p>Commissioner Bishop favors advertising for an individual for the position.<\/p>\n<p>Commissioners voted to advertise for a City Engineer, and establish a job description for the Building Inspectors position, which will be included in the RFQ.\u00a0 Commissioner Bishop voted opposed.<\/p>\n<p>Commissioners approved \u00a0RFPs on 6<sup>th<\/sup> St NW Reconstruction.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>City Administrator\u2019s Report:<\/strong><\/p>\n<p>Gwen Crawford reported many water main breaks, that occurred at the same time, on Tuesday, that requires a <a href=\"http:\/\/csinewsnow.com\/?p=208010\">boil water mandate. &#8230;<\/a>\u00a0 with information sent to schools, nursing homes and residents, due to a loss of pressure.\u00a0 City officials do not believe the water is contaminated, but the state mandates a notice.\u00a0\u00a0 The water sample will be taken and sent to Bismarck.\u00a0 Notification was sent to residents,\u00a0 schools, nursing homes, the hospital, and VCSU,\u00a0 via the EverBridge\u00a0 emergency phone\u00a0 system.<\/p>\n<p>Residents\u00a0 are encouraged to limit water usage until further notice and refrain from washing cloths and dishes or taking showers until the water main breaks are fixed and water pressure returns to it\u2019s normal setting for residents and commercial businesses.<\/p>\n<p>Crawford said the city was in the process of flushing several fire hydrants following these water main breaks.<\/p>\n<p>If it has been deemed safe the boil water mandate will be lifted, if not the mandate will be continued.<\/p>\n<p><strong>City Updates &amp; Commission Reports<\/strong><\/p>\n<p>Scott Magnuson reminded citizens that the deadline to file the 2020 census form needs to be submitted by September 30.<\/p>\n<p>He added the Battle of Badges Blood Drive will be held, with the dates to be announced.<\/p>\n<p>KLJ reported updates on projects.<\/p>\n<p>Mayor Carlsrud reminded residents to stay vigilent in slowing the spread of the COVID-19 virus.\u00a0 He encourages the wearing of face masks, social distance and frequent hand washing with soap and water.<\/p>\n<p>He said City Wide Clean up will likely be slowed somewhat do to attention on the water main repairs and other issues, with that.<\/p>\n<p>The meeting was shown live on CSi Cable 68, followed by replays.<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Valley City\u00a0 (CSi)\u00a0 The Valley City Commission met in Regular Session Tuesday evening at City Hall.\u00a0 All members were present.
