(AP) &#8211; Heavy rain is leading to flash flooding in parts of North Dakota.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The National Weather Service says as much as 8 inches of rain has fallen in the southeastern city of Gwinner since midnight, swamping streets and flooding some buildings including the Bobcat Co. plant.<br \/>\n\u00a0<\/p>\n<p><b>ND 13 closed eight miles west of Gwinner and ND 32 is closed from Gwinner to Lisbon due to flooding, Water reported on ND 18 in Wyndmer<\/b><b>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/b><\/p>\n<p>The North Dakota Department of Transportation (NDDOT) and ND Highway Patrol have <b>closed<\/b> ND Highway 13 approximately eight miles west of Gwinner and ND 32 from Gwinner to Lisbon due to heavy rains causing flooding. Motorists are advised to take alternate routes. There is also water on the roadway on ND Highway 13 in the town of Gwinner and ND Highway 18 in Wyndmere. Traffic is allowed with speeds are reduced.<\/p>\n<p><b>The following highways are affected by flood waters, but remain open to traffic, with traffic speeds reduced:<\/b><\/p>\n<ul>\n<li>ND Highway 14, twelve miles north of Towner<\/li>\n<li>US Highway 83, nine miles north of Max \u2013 Temporary grade raise in place with single lanes of traffic in both directions.<\/li>\n<li>ND 53, near Benedict<\/li>\n<li>ND Highway 200, four miles west of Hurdsfield.<\/li>\n<li>ND Highway 200, four miles east of Hurdsfield &#8211; Temporary Grade raise in place with a single lane of traffic.<\/li>\n<\/ul>\n<p>Fluctuating water levels make it difficult to predict when and where water will go over a roadway or recede from the roadway. The NDDOT encourages motorists to check road conditions before traveling due to rapidly changing conditions. (AP) &#8211; At least one person has died in flash flooding in southeastern North Dakota following torrential rains.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Sargent County Sheriff Travis Paeper\u00a0says\u00a0 at least one person was in a pickup truck that was swept off state Highway 32 near Gwinner. Officials are unsure whether a second person was inside. Divers won&#8217;t be sent in until conditions improve.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Officials have closed Highway 32 north of Gwinner and state Highway 13 west of the city.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Floodwaters in Gwinner have swamped streets and buildings including the Bobcat Co. plant. City Auditor Jessica Peterson tells The Associated Press that a lot of basements are &#8220;completely full&#8221; of water, and the town&#8217;s sewer system also has been overwhelmed.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Several flash flood warnings are posted in the eastern two-thirds of the state.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0Update&#8230;Thursday morning&#8230;<\/p>\n<p>Jamestown, ND (KCSi-T.V. News Jun 20, 2013) &#8212; With large amounts of rain that fell in the James River Basin June 19, 20, 2013, and forecasts of possibly more heavy rain, the U.S. Army Corps of Engineers has made release changes at Jamestown Dam.<\/p>\n<p>Bob Martin in Jamestown says, at 8-a.m., the Jamestown Dam release was reduced from1,000 cfs. to 900 cfs.<\/p>\n<p>Then, at about 11:15 a.m., to Jamestown Dam release was cut to 700 cfs.<\/p>\n<p>He points out the plan to increase the release at Pipestem Dam to 300 cfs that was to occur on Thursday, did not happen, and the release is still at 200 cfs.<\/p>\n<p>As of Thursday morning, the combined release below the confluence in Jamestown is 900 cfs., down from the maximum so far this year of 1,200 cfs.<\/p>\n<p>He adds, that heavy rainfall amount is raising the James River level in the LaMoure area.<\/p>\n<p>Martin says pending additional heavy rainfall amounts, the combined release of 900 cfs is expected to continue through this coming weekend.<\/p>\n<p>Reported earlier&#8230;<\/p>\n<p>OMAHA, Neb.\u00a0 (KCSi-T.V. News Jun19, 2013\u2014\u00a0 The U.S. Army Corps of Engineers reports, Jamestown Reservoir releases will be decreased to 900 cubic feet per second and Pipestem Reservoir releases will be increased to 300 cfs on Thursday, June 20,2013. The combined release will remain at 1200 cfs. Both reservoirs have peaked and are beginning to drop.<\/p>\n<p>Jamestown Reservoir is currently at pool elevation 1439.1 feet which results in 18 percent of the flood pool occupied. Inflows are currently 300 cfs. Jamestown Reservoir peaked at pool elevation 1441.0 feet on June 5. Pipestem Reservoir is currently at pool elevation 1474.0 feet which results in 41 percent of the flood pool occupied. Inflows are 175 cfs. Pipestem Reservoir peaked at pool elevation 1474.1 feet on June 14.\u00a0<\/p>\n<p>Depending on rainfall, the current combined release of 1200 cfs is expected to continue until the first week of July. After the combined releases are reduced, high stages will continue for several weeks near the state line as release reductions work their way downstream. The flood storage at Jamestown Reservoir is expected to be evacuated by the middle of July. Pipestem Reservoir flood storage is expected to be evacuated by September 1.<\/p>\n<p>Residents along the James River downstream from Jamestown should monitor flood forecasts by the National Weather Service and make preparations as necessary to minimize damages from high river levels. News Jun 19, 2013) \u2013 Construction on Jamestown\u2019s sanitary sewer system is scheduled to begin in early July.<\/p>\n<p>The Jamestown sanitary sewer project includes improvements to the sanitary sewer and work on three lift stations. Work on the project is expected to take place starting July 8 in the area of 5th St and 3rd Ave NW in Jamestown. Motorists are asked to slow down in construction areas, use caution and watch for workers and equipment.<\/p>\n<p>An open house will be held for the Jamestown sanitary sewer project from 5:00 to 7:00 p.m. on Tuesday, July 2, at Jamestown City Hall, 102 3rd Ave SE, in the downstairs meeting room.<\/p>\n<p>The public will have the opportunity to learn more about the project and the work that will be involved. News Jun 20, 2013) &#8212; The James River Valley Library System Library Board voted unanimously Wednesday (Jun 19, 2013) to seek information before beginning a public fundraising effort for a new library.<\/p>\n<p>The board will seek legal and financial counsel.<\/p>\n<p>A public community meeting will be planned when a plan for the new library is made.<\/p>\n<p>\u3000<\/p>\n<p>Jamestown, ND (KCSi-T.V. News Jun 20, 2013) &#8212; The Jamestown Regional Airport Authority has approved a contract Wednesday with Interstate Engineering to design a new hangar building.<\/p>\n<p>The revised plans for the proposed hangar, now would contain anywhere from 8 to 12 bays for commercial and general aviation airplanes.<\/p>\n<p>At a special meeting last week the board formed a committee with Keith Veil, Board Chairman Jim Boyd and Jamestown Regional Airport Manager Matthew Leitner to come up with ways to reduce the cost of the building.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown, ND (KCSi-T.V. News) &#8212; The Jamestown City Council\u2019s committees met in joint session Wednesday (Jun19, 2013) at City Hall. Council Member Gumke was not present.<\/p>\n<p>With Finance and Legal Committee business:<\/p>\n<p>The committee recommends approving the request from the Wonder Bar to include the outdoor courtyard as part of their licensed Class C alcoholic beverage licensed premise. Owner Deb Gilbertson said the request was so patrons could take alcoholic drinks outside when smoking. She said the area would be have a solid fence and have an exit only. The area will be viewed by a camera.<\/p>\n<p>\u3000<\/p>\n<p>The committee discussed the Blue Cross Blue Shield Group Health Rates for Employees for the 2013-2014 Plan Year. City Administrator Jeff Fuchs indicated the rate and premium increases under Blue Cross, and alternate rate and premium increases.<\/p>\n<p>The city picks up all or part of the policy premiums.<\/p>\n<p>The committee recommends approving the alternate rate, and plug it into the 2014 city budget.<\/p>\n<p>The committee recommends issuing a release of any interest of title by the city to what is locally referred to as Bailey Fuller Park, belonging to the Pentecostal Church, and used as a camp, (whose legal description is: All that Portion of Lot 1 of Section 26, Township 140, Range 64, lying North of a line extending from the intersection of the South boundary of 9<span style=\"font-size: xx-small;\">th <\/span>Street with the East boundary line of said Lot Westward to the middle of the James River at right angles with the East boundary line of said Lot,containing 8.4 acres, more or less.)<\/p>\n<p>City Attorney Ken Dalsted said the release allows the church to proceed with any building plans.<\/p>\n<p>The First Reading of an Ordinance was reviewed for the annexation of the remaining undeveloped land located within the Marjo First Addition (located within the NE1\/4, Section 30, T140N, R63W, Stutsman County.) The First Reading will be at the July 1, 2013 City Council meeting.<\/p>\n<p>The Second Reading of an Ordinance was discussed to amend and re-enact Section 5 of the City Code pertaining to alcoholic beverages to provide for the furnishing of complimentary alcoholic beverages in a designated area of hotels is scheduled for the July 1, 2013, City Council meeting.<\/p>\n<p>Also discussed was the draft of the Second Reading of an Ordinance to repeal in its entirety and re-enact Chapter 26 of the City Code pertaining to regulations and requirements for taxicabs is scheduled for the July 1, 2013, City Council meeting.<\/p>\n<p>The committee reviewed the Second Reading of an Ordinance to create and enact a new Chapter 27 of the City Code pertaining to the regulation of sexually oriented businesses of adult cabarets and escort services which is scheduled for the July 1, 2013, City Council meeting. City Administrator Fuchs said that the language indicating that such a business be located 1200 feet from a church, school, residents, or licensed alcoholic beverage business is not workable, since within the M-2 zoning there is no area that would be 1200 feet away from a residents.<\/p>\n<p>City Engineer, Reed Schwartzkopf suggested setting separate distances with each type of category.<\/p>\n<p>Council Member Brubakken suggested any application be approved before a premise application is approved.<\/p>\n<p>Also under consideration is restricting sexually oriented adult cabaret type entertainment in licensed alcoholic beverage establishments.<\/p>\n<p>The committee recommends changes in the draft including a new map be drawn up indicating the distances within each category, with the Second Reading coming up at the July 1, 2013 City Council meeting.<\/p>\n<p>The committee considered the request for reinstatement of the original (de-obligated) $100,000 of Economic Development Funds for FLEX PACE interest buydown loan funding for Buffalo City Rotisserie Grill with the City Share to be 100% and paid from the City Sales Tax Fund. The committee recommends moving the request, to the City Council without recommendation, including subject to approval by the Bank of North Dakota, along with additional documentation. The request was approved by the JSDC Board, and the Stutsman County Commission.<\/p>\n<p>Informational: Monthly departmental reports were presented.<\/p>\n<p>The committee recommends approving authorizing the submission of an application to the North Dakota Health Department and Public Finance Authority for a DWSRF Loan to finance the Southwest Water Tower Construction and Associated Water Mains Project.<\/p>\n<p>&nbsp;<\/p>\n<p>To consider authorizing the submission of an application to the North Dakota Health Department and Public Finance Authority for a CWSRF Loan to finance the Sanitary Sewer Lift Replacements and New Sanitary Sewer Force Main and Gravity Main Replacements Project.<\/p>\n<p>With Building, Planning &amp; Zoning Committee business: (Council Member Buchanan was excused from the meeting for a prior commitment.
