The Emergency Order was ended, in consideration of a decline in positive cases locally and across the state, and widespread availability of vaccines, along with the end of the school year.<\/p>\n<p>According to the North Dakota Department of Health and the Centers for Disease Control and Prevention, fully vaccinated individuals can resume activities without wearing a mask indoors and outdoors. Individuals who are not vaccinated should continue to follow previous guidelines which include physical distancing and wearing masks.<\/p>\n<p>A recommendation remains that everyone wears masks when they are in a health care setting, when they are traveling on public transportation, including airplanes, and when they are in a business or employer that chooses to require masks. Also, vaccinated people who have weakened immune systems should consult with their physician to determine the best course of action for them.<\/p>\n<p>Citizens may resume attendance at all public City meetings, in accordance with these health recommendations, or continue to participate in and\/or watch meetings remotely through Zoom.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>A<\/strong><strong>PPROVAL OF <\/strong><strong>C<\/strong><strong>ONSENT <\/strong><strong>A<\/strong><strong>GENDA ITEMS:<\/strong><\/p>\n<p>Blocking off a Street Request Along 4th Ave SW from 4th St. to 6th St. SW for On the Move Let\u2019s Walk Valley City Event held on July 19th, 2021 from 5PM to 8 PM.<\/p>\n<p>Public Comments :\u00a0 No one spoke<\/p>\n<p>&nbsp;<\/p>\n<p><strong>PUBLIC HEARING <\/strong><\/p>\n<p>Public Hearing to Consider Development Plan and Developer\u2019s Agreement for Valley Plains Equipment (Nextera Properties) \u00a0City Attorney Martineck said the area was rezoned to \u00a0light industrial.\u00a0 He presented detailed information on the plan to the Commissioners.\u00a0 The anticipated costs and other items concerning dollars involved with the project was included, along with anticipated tax revenue to pay off a loan, put at $62, 000. The value of the land and building is about four and half million dollars.\u00a0 The building is looking to be enclosed by this winter.\u00a0 Site work is out for bids at this time.<\/p>\n<p>&nbsp;<\/p>\n<p>Following the Public Hearing City Commissioners \u00a0approved a Resolution Approving Developer\u2019s Agreement, and Tax Increment Financing, \u00a0for Valley Plains Equipment (Nextera Properties)<\/p>\n<p>&nbsp;<\/p>\n<p><strong>O<\/strong><strong>RDINANCES: <\/strong><\/p>\n<p>Approved a Second and Final Reading of Ordinance 1083, an Ordinance Approving the Annexation of Lot 2 Block 1 of Love\u2019s Valley Addition.<\/p>\n<p>&nbsp;<\/p>\n<p>Approved the \u00a0Second and Final reading of an Ordinance to Adopt and Enact a section of the Valley City Municipal Code re littering. \u00a0City Attorney Martineck said no changes from the First Reading.<\/p>\n<p>&nbsp;<\/p>\n<p>Approved a Second and Final Reading of, an Ordinance to Amend and Reenact Chapter 08-07 and Section 11-05-11 and to repeal Title 13 of the Valley City Municipal Code re Mobile Park Regulations. City Attorney Martineck said no changes from the First Reading. The Ordinance will be amended to including parking recreational vehicles in the front area, if it does not impede line of site.<\/p>\n<p>&nbsp;<\/p>\n<p>Approved a First Reading of, an Ordinance to Amend and Reenact Subsection 2 of Section 15-01-19 of the Valley City Municipal Code re Responsibility for Utility Service Lines. \u00a0City attorney Martineck said<\/p>\n<p>the intent is to establish the owner of the underground utility.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>R<\/strong><strong>ESOLUTIONS <\/strong><\/p>\n<p>Approved a Resolution Creating Consolidated Sewer &amp; Water District No. 59 (Nextera).<\/p>\n<p>Approved a Resolution Providing for the Issuance of City Sales Tax Revenue Bond, Series 2021, for the local share of Permanent Flood Protection.<\/p>\n<p>Approved a Resolution Approving a Petition to Vacation 15th Ave NE adjacent to Lots 4 &amp; 5 of Block 1 of the Northern Pacific East Fourth. \u00a0City Attorney Martineck said the planning and zoning commission has approved the usage as a private roadway, between Valley Lumber, and Smith Lumber.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>N<\/strong><strong>EW <\/strong><strong>B<\/strong><strong>USINESS <\/strong><\/p>\n<p>Approved Submitting an Application to the Bank of ND for loan for Fire Hall Addition. \u00a0Finance Director Richter recommends a $500,000 loan at two percent interest over a 20 year period.<\/p>\n<p>Approved Developers Agreement for Nextera Addition.
