Commissioner Luke, an employee of Sanford Health was allowed to vote as she is not affiliated directly with issue in the agreement.<\/p>\n<p>New Business:<\/p>\n<p>Kim Franklin, the Barnes County Emergency Operation Director, update information regarding the flash flood on June 20, 2013.She said while the city and Barnes County declared an emergency, there were not enough damage reports officially received to be eligible for FEMA funding. She said &#8220;On The Move.&#8221; and &#8220;Where in the World,&#8221; are participating.<\/p>\n<p>City Administrator David Schelkoph Report\u2026he said he had no information to pass along.<\/p>\n<p>&nbsp;<\/p>\n<p>City Updates &amp; Commission Comments<\/p>\n<p>City Attorney Myhre said he will be sending the City Commissioners information on the city\u2019s re-codification for consideration.<\/p>\n<p>Police Chief Thompson said the clean up of the flood damaged basement of the Police Station\u2019s evidence room is about completed.<\/p>\n<p>KLJ provided an update on current street projects.<\/p>\n<p>City Auditor Avis Richter said the city budgeting will be occurring soon.<\/p>\n<p>&nbsp;<\/p>\n<p>It was discussed the city\u2019s blight ordinance will being viewed for updates, to address unslightly areas of Valley City, concerning trash and unkempt yards.<\/p>\n<p>Commissioner Magnuson said he recently attended a state conference on recycling and landfill issues, and that he will be meeting with local recycles on information from the conference.<\/p>\n<p>Commissioner Luke indicated a delay on installation of the automated meter systems, following a meeting with AMI and Cooper Power.<\/p>\n<p>Mayor Werkhoven noted the fact that four physician have indicated that they are leaving Mercy Hospital, which he has concerns about, specifically with economic development issues, to attract new business and jobs to Valley City.<\/p>\n<p>\u00a0The meeting was shown live on CSi 68 followed by replays.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown, ND\u00a0 (KCSi-T.V. News Jul 15, 2013)\u00a0 &#8212; Authorities are investigating an accident on I-94 at Jamestown that occurred on Monday mid- morning eastbound near the Exit 260, on ramp.\u00a0 (Pictures posted at CSiNewsNOW by Matt Sheppard.)<\/p>\n<p>The single vehicle accident involved a pickup truck that left the roadway through a guard-rail and ended up in the south ditch.\u00a0<\/p>\n<p>More information when the accident report is filed.<\/p>\n<p>&nbsp;<\/p>\n<p>VALLEY CITY, N.D. (AP Jul 15, 2o13) \u2013 Five people suffered minor injuries when a passenger bus went off the road in southeastern North Dakota, at about 5-a.m., Monday.<\/p>\n<p>The North Dakota Highway Patrol report said the driver of the Jefferson Lines bus,<\/p>\n<p>46 year old Stephen Arthur of Duluth, Minnesota was operating a motor coach bus as a commercial motor vehicle hauling 14 passengers that were en route to Minneapolis.<\/p>\n<p>The bus had stopped in Bismarck, without any mechanical issues and proceeded to Valley City, which was their next scheduled stop.<\/p>\n<p>Arthur stated that as he began to take the east bound off ramp at exit 292 in Valley City he tried slowing the bus with the foot brake but it had little or no effect.<\/p>\n<p>The driver attempted to steer right onto a paved county road, however, the bus continued into the east ditch, impacted the embankment, and came to rest about 150 yards in a field southeast of the interchange without overturning.<\/p>\n<p>Of the 14 passengers on the bus, 5 of them were transported to Mercy Hospital in Valley City by Barnes County Ambulance.<\/p>\n<p>The Valley City Fire\/Rescue and Valley City Police Department assisted with the collision, along with Barnes County Ambulance Service. The cause of the collision remains under investigation.<\/p>\n<p>Company spokesman Kevin Pursey tells The Associated Press that the bus was recently inspected and it\u2019s doubtful the brakes failed. He says the driver might have taken a corner too fast.<\/p>\n<p>About two months ago, passengers on a Jefferson Lines bus escaped uninjured when the bus\u2019s engine caught fire near Williston.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown, ND (KCSi-T.V. News Jul 15, 2013) &#8212; The North Dakota Aeronautics Commission reports that North Dakota airports recorded their highest June boardings ever, and the statewide trend is up 9% from last year\u2019s record pace.<\/p>\n<p>Jamestown boardings in June this year were up at 218 compared to 175 in June of 2012.<\/p>\n<p>Dickinson initiated jet service to Denver and Minneapolis in June, and set an all-time monthly boarding record.<\/p>\n<p>Noteworthy was Williston, with three times as many passengers compared to June of last year. The eastern airports also posted big numbers with Grand Forks having an increase of 1546 passengers and Fargo increasing by 3439 from last June.<\/p>\n<p>North Dakota Aeronautics Director Larry Taborsky stated, \u201cThe airports are busy across the state, supporting lots of activities. (AP) &#8211; A North Dakota judge has ruled that a 2011 state law that seeks to limit the use of drugs to terminate pregnancies is unconstitutional.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 East Central Judge Wickham Corwin said in April following a three-day trial that he would rule in favor of the state&#8217;s sole abortion clinic in its challenge of the state law. Corwin officially ruled on the case Monday.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Corwin had already granted an injunction preventing the law from taking effect. He has called that legislation &#8220;simply wrongheaded.&#8221;<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Attorney General Wayne Stenehjem (STEN&#8217;-jihm)\u00a0 has said that the state will defend the law before the North Dakota Supreme Court.<br \/>\n\u00a0<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0\u00a0FARGO, N.D. (AP) &#8211; A North Dakota woman has pleaded guilty to felony child abuse which led to the death of a toddler on the Spirit Lake Reservation.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Thirty-two-year-old Hope Louise Tomahawk Whiteshield, of St. Michael, pleaded guilty to child abuse and witness tampering in federal court on Monday.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Under the terms of the plea agreement, federal prosecutors will recommend a sentence of 30 years in prison for the two felony charges. Whiteshield has agreed not to seek a sentence of less than 25 years.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Tomahawk Whiteshield is accused of throwing a girl just shy of 3 years old down an embankment last month, then bathing and clothing the unresponsive child and putting her to bed. An autopsy concluded the girl died of a head injury.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A sentencing date has not been scheduled.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0\u00a0FARGO, N.D. (AP) &#8211; North Dakota Attorney General Wayne Stenehjem says potential cuts from a federal drug prevention program to the state crime lab will not affect staffing at the facility.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The director of the Midwest High Intensity Drug Trafficking Area program warned nine crime labs in the region earlier this month that funding would likely be trimmed in the next fiscal year and possibly eliminated after that because of budget pressure.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The North Dakota lab is slated to receive about $78,000 this year.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Stenehjem, whose office runs the lab, says he never likes to see a reduction in funding for law enforcement. (AP) &#8211; The Department of Mineral Resources says North Dakota oil drillers pumped a record 25.1 million barrels of crude in May.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The agency says the state produced an average of about 810,000 barrels per day in May. That&#8217;s up from 639,000 barrels in May 2012 and more than double the amount of barrels produced for the same month in 2011.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The agency says there were 8,915 producing wells in May. Jack Dalrymple has filled two new judgeships in northwestern North Dakota.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Watford City lawyer Robin Schmidt will serve in Watford City and Bismarck and Williston lawyer Paul Jacobson will serve in Williston.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Legislature this year approved the new judgeships to help with an increasing caseload in the booming western North Dakota oil patch. The two new judgeships boost the total in the Northwest Judicial District to nine &#8211; one in Watford City, three in Williston and five in Minot. (AP) &#8211; A Minnesota National Guard unit is headed to Afghanistan where members will be tasked with clearing improvised explosive devices.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A deployment ceremony was held in the packed Civic Arena in Litchfield Sunday for nearly 100 members of the 849th Mobility Augmentation Co. The soldiers will train for several months at Fort Bliss in Texas before traveling to Afghanistan.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 KSTP-TV says the soldiers come from 28 communities in Minnesota, Wisconsin and North Dakota. Obama spoke at a White House ceremony recognizing the 5,000th Daily Point of Light Award. Bush created the award more than two decades ago to honor volunteer service.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 DETROIT (AP) &#8211; The city of Detroit says it has reached a settlement with some of its creditors as it tries to get rid of billions of dollars of debt. The disclosure was made today in a court filing in a lawsuit involving the city, an insurance company and a bank. Detroit officials are trying to fix the city&#8217;s finances without going into bankruptcy.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 BOSTON (AP) &#8211; A former FBI agent says a man allegedly shot to death by James &#8220;Whitey&#8221; Bulger (BUHL&#8217;-jur) had predicted he would be killed if Bulger learned he&#8217;d been cooperating with the FBI. The retired agent told jurors Monday that Edward &#8220;Brian&#8221; Halloran had agreed to testify against Bulger and members of his gang, hoping he could get help on a state murder charge he was facing. It was spotted Saturday coming out of the woods in Centreville. Police say the cow charged officers and fled through neighborhood yards before being shot with tranquilizer darts.
