A maximum of 15 minutes is allotted for the hearing. If the full 15 minutes are not needed, the City Council will continue with the agenda. The City Council will take no official action on items discussed at the hearing, with the exception of referral to staff or Committee.)<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>CONSENT AGENDA ITEMS:<\/p>\n<p>To provide more time to discuss controversial or disputed issues, the Council will consider the items on the consent agenda together at the beginning of the public meeting. These items are considered to be routine and will be enacted by one motion. If a member of the City Council or public requests to be heard on one of these items, the Council will remove the item from the consent agenda and consider that item individually.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Item C, was removed for further discussion by Council Member Buchanan,\u00a0 a \u00a0 Resolution to approve the revised amendment to the City of Jamestown Procurement Policy, approved by a City Council resolution on September 7, 2010, and authorize the City Attorney to draft an amendment to the Jamestown City Code. \u00a0It\u2019s a \u00a0policy designed to streamline the city&#8217;s purchase of materials.<\/p>\n<p>The current policy requires a formal bid process for all purchases over $40,000. The change to the policy \u00a0allows purchases of up to $100,000 to be made based on written proposals from three vendors.\u00a0 Over that amount the quotes requires approval by the City Council.<\/p>\n<p>Following the discussion, the City Council approved the Resolution.<\/p>\n<p>The balance of the Consent Agenda was also approved.<\/p>\n<p>&nbsp;<\/p>\n<p>REGULAR AGENDA<\/p>\n<p>&nbsp;<\/p>\n<p>ORDINANCES:<\/p>\n<p>Approved<\/p>\n<p>A <strong>FIRST READING: <\/strong>An ordinance pertaining to the appropriation of the General and Special Funds for the fiscal year January 1, 2022, through December 31, 2022.<\/p>\n<p>&nbsp;<\/p>\n<p>A <strong>FIRST READING: <\/strong>An ordinance pertaining to the appropriation of the Revenue and Special Funds for the fiscal year January 1, 2022, through December 31, 2022.<\/p>\n<p>With the preliminary budget under consideration, the General Fund Reserve is at $300,000 and not less than $200,000, to cover and unexpected expenditures.<\/p>\n<p>The preliminary budget includes city employee raises,<\/p>\n<p>The final budget must be approved by Oct. 10.<\/p>\n<p>&nbsp;<\/p>\n<p>APPOINTMENTS:<\/p>\n<p>Appointed was Dave Hillerud to serve as a member of the Planning Commission for a five year term to expire August<\/p>\n<p>&nbsp;<\/p>\n<p>MAYOR AND COUNCIL MEMBER\u2019S REPORT:<\/p>\n<p>Council Member Buchanan said on the front cover of the League of Cities publication, that Ft. Seward appeared.<\/p>\n<p>Council Member Steele recognized the Rotary Club in installing benches north of Ave Maria Village from recycled material from the UJ football stadium.\u00a0 He pointed out the banners, in place in cooperation with the Jamestown Beautification Committee.<\/p>\n<p>Mayor Heinrich, spoke about the Road Diet project, hearing positive comments.\u00a0 He added that those unvaccinated against COVID- 19 to do so, in mitigating the spread of the virus<\/p>\n<p>OTHER BUSINESS:<\/p>\n<p>&nbsp;<\/p>\n<p>Awarded the bid for the Jamestown City Hall Roof Replacement to Brant Contractors \u00a0in the amount of $\u00a0 148,965.\u00a0 The new roof will be of steel material.<\/p>\n<p>City Attorney Leo Ryan \u00a0two of the four bids only were opened, two failing to comply with bid bond issues.<\/p>\n<p>City Building Inspector Tom Blackmore said two bids were opened, from Brant Construction \u00a0\u00a0at $148,965.\u00a0 The other bid was $151,884 from\u00a0 Schumacher Construction.\u00a0 The City Council approved accepting the low bid from Brant Construction.<\/p>\n<p>Considered approving the City to receive federal grant funds for infrastructure projects and other uses as listed in the application and authorize the city administrator, mayor and city attorney to sign the necessary documents. \u00a0The City Council approved the city\u2019s participation in federal grant funds.<\/p>\n<p>The meeting was shown live on CSi Cable 67 followed by replays.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Jamestown\u00a0 (CSi)\u00a0 The Jamestown City Council met in Regular Session on Monday evening at City Hall.\u00a0 Council Member Schloegel was not present. &nbsp; &nbsp; PUBLIC HEARING: HEARING FROM THE AUDIENCE: \u00a0\u00a0No One Spoke. &nbsp; (Individuals may address the City Council about any item not contained on the agenda.
