{"id":233958,"date":"2021-09-07T19:16:32","date_gmt":"2021-09-08T00:16:32","guid":{"rendered":"http:\/\/csinewsnow.com\/?p=233958"},"modified":"2021-09-07T19:16:32","modified_gmt":"2021-09-08T00:16:32","slug":"city-commission-approves-1st-reading-2022-budget","status":"publish","type":"post","link":"https:\/\/csinewsnow.com\/?p=233958","title":{"rendered":"City Commission approves 1st Reading 2022 Budget"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-medium wp-image-127149\" src=\"http:\/\/csinewsnow.com\/wp-content\/uploads\/2017\/08\/VCcommission81517-300x202.jpg\" alt=\"\" width=\"300\" height=\"202\" srcset=\"https:\/\/csinewsnow.com\/wp-content\/uploads\/2017\/08\/VCcommission81517-300x202.jpg 300w, https:\/\/csinewsnow.com\/wp-content\/uploads\/2017\/08\/VCcommission81517-260x175.jpg 260w, https:\/\/csinewsnow.com\/wp-content\/uploads\/2017\/08\/VCcommission81517.jpg 445w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/>Valley City\u00a0 (CSi)\u00a0 The Valley City Commission met in Regular Session Tuesday evening at City Hall.\u00a0 All members were present.<\/p>\n<p><strong>A<\/strong><strong>PPROVAL OF <\/strong><strong>C<\/strong><strong>ONSENT <\/strong><strong>A<\/strong><strong>GENDA ITEMS:<\/strong><\/p>\n<p>Monthly Reports from the Fire Chief, Electrical Superintendent, Building Inspector Finance Director and Municipal Judge.<\/p>\n<p>A Raffle Permit for Sheyenne Care Center.<\/p>\n<p>A Parade Application for VCSU Homecoming Parade on Oct. 2 at 10:30 AM on Central Ave from 12 St. NE to the VCSU Foot Bridge.<\/p>\n<p>&nbsp;<\/p>\n<p>Public Comments \u2026 No One spoke.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>A PUBLIC HEARING was held for the 2022 City Budget<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>Following the Hearing the City Commission, Approved the First Reading of, an Ordinance Adopting the 2022 City Budget.\u00a0 Finance Director Richter said the preliminary budget has been approved.\u00a0 She pointed out changes in the budget, with the 2022 General Fund mill levy increased by 4.46 mills.\u00a0 The expenditures in the 2022, city budget increased by $138,609.\u00a0 Cash reserves have been met. \u00a050 percent of the budget is earmarked for public safety.\u00a0 The estimated property tax information has been mailed to property owners.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>R<\/strong><strong>ESOLUTION <\/strong><\/p>\n<p><strong>N<\/strong><strong>EW <\/strong><strong>B<\/strong><strong>USINESS <\/strong><\/p>\n<p>Approved the Monthly Bills for the City and Public Works in the Amount of $2,347,996.56.<\/p>\n<p>&nbsp;<\/p>\n<p>Approved was the Valley City Barnes County Development Corporation Request for Funds. \u00a0\u00a0Director, Jennifer Feist said the request is for $10, 000 for drainage analysis for the Northwest Industrial Park.<\/p>\n<p>&nbsp;<\/p>\n<p>The city Commission approved the Valley City Barnes County Development Corporation\u2019s request to Retain $188,000 of Economic Development Funds. \u00a0Jennifer Feist\u00a0 said, the request stems from purchasing a steel building in the \u00a0Northwest Industrial Park.\u00a0 The funds would return to the city if the plans do not materialize.<\/p>\n<p>&nbsp;<\/p>\n<p>Approved was Granting an Easement to Barnes County Park Board for Monson Trail. City Attorney Martineck said, the easement is along West Main Street, and was approved pending a review.<\/p>\n<p>&nbsp;<\/p>\n<p>Approved was City Administrator to Negotiate Sale of City Lot Located North of West Main Street in NP Additions 5 and 6.<\/p>\n<p>&nbsp;<\/p>\n<p>The City Commission approved a Site Authorization for Barnes County Wildlife Federation at the Valley City Eagles Club on April 2, 2022.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Highlighting the C<\/strong><strong>ITY <\/strong><strong>A<\/strong><strong>DMINISTRATOR<\/strong><strong>\u2019<\/strong><strong>S <\/strong><strong>R<\/strong><strong>EPORT:<\/strong><\/p>\n<p>Gwen Crawford said, city departments are going above and beyond of their regular duties.<\/p>\n<p>The cold storage building has been closed on.\u00a0\u00a0 The closing on the Valley Implement building is expected this week.<\/p>\n<p><strong>C<\/strong><strong>ITY <\/strong><strong>U<\/strong><strong>PDATES <\/strong><strong>&amp; C<\/strong><strong>OMMISSION <\/strong><strong>R<\/strong><strong>EPORTS <\/strong><\/p>\n<p>KLJ updated the city projects, progression.<\/p>\n<p>Commissioner Gulmon said a marketing coordination position is being reviewed with committee meetings.<\/p>\n<p>He said, until 2022 budget the mill levy had not been increased since 2016.<\/p>\n<p>Mayor Carlsrud thanked those working on the 2022 City Budget.
