Valley City, ND (KCSi-T.V. News Aug 12, 2013) — The Barnes County Sheriff\u2019s Office is asking for the public\u2019s assistance in the search for 24 year old Michael Allen Nelson.<\/p>\n

Nelson has four active warrants out, wanted for Failure to Comply with Registration Requirements (Class C Felony,) Failing 24\/7 Drug Testing, Physical Control of Motor Vehicle, Failure to Appear, Disorderly Conduct and Failure to Appear in court.<\/p>\n

Nelson was last seen in the Valley City area over the last few days. with information on Nelson\u2019s whereabouts should call the Barnes County Sheriff Office 701-845-8530, Valley City Police Department 701-845-8110 or 911.<\/p>\n

Jamestown, ND (KCSi-T.V. News) — The community is welcome to support the Jamestown All Vets Club, with a two day fundraiser Aug 23 & 24, 2013, at the Bunker in Jamestown.<\/p>\n

On Monday\u2019s Wayne Byers Show on CSi Cable 2, spokesperson Nellie Degen said the fundraiser is a rummage sale, with sloppy joes and baked goods available with those proceeds also going to support the All Vets Club\u2019s operations.<\/p>\n

She pointed out that on Thursday August 22, 2013, rummage sale items can be dropped off at the Bunker in Jamestown from 6-p.m., to 9-p.m.<\/p>\n

Then, on Friday August 23rd<\/sup>, the Bunker will be the location for the rummage sale, and food items from noon to 7-p.m.<\/p>\n

On Saturday August 24th<\/sup> the hours at the Bunker will be 8-a.m., to 1-p.m.<\/p>\n

She added that all proceeds will be donated to the All Vets Club for operations, now under the management of Jon Beyer.<\/p>\n

Jamestown, ND (KCSi-T.V.) — The Stutsman County Memorial Museum will host an Ice Cream Social on Sunday August 18, 2013 form 2-4-p.m. at the Museum at 321 3rd<\/sup> Street, Southeast in Jamestown.<\/p>\n

To be served will be root beer floats, and ice cream.<\/p>\n

David Morlock will be at the event, to play the Museum\u2019s turn-of-the-century, Kimball piano, accompanying sing-a-longs of old favorite songs.<\/p>\n

The event is also the opportunity to view first-hand the progress being made on the construction of the two-story gazebo on the lot north of the Museum, and to visit with the in-house construction boss, Alden Kollman, and his helpers.<\/p>\n

The Museum\u2019s Front Porch Chat will not be held that day, but will return on Sunday August 25, 2013. The Guest Speaker will be Bill Kennedy of the James\u00a0River Valley Library System, talking on the history of the Alfred Dickey Public Library and present and future plans.<\/p>\n

Jamestown, ND (KCSi-T.V. News) — The Jamestown Planning Commission Monday (Aug 12, 2013) delayed action on a new plat for the area near the former Job Service building in Southwest Jamestown.<\/p>\n

The area, on Second Street Southwest goes to the James River, and is being redeveloped as townhouses by Alan Lindberg as the Lindberg Addition.<\/p>\n

The new plat contains townhouses with plans to remodel the former Job Service building into office space.<\/p>\n

In June this year the area was rezoned from M-1, manufacturing, to R-3, residential, to accommodates the townhouses.<\/p>\n

The use of the current building requires commercial zoning instead of the existing R-3 zoning,.<\/p>\n

SRF Consulting, planner, Stephanie Falkers, says the former Job Service Building is presently not zoned correctly, and does not provide enough parking for an office building, however an approved parking variance could be applied for.<\/p>\n

Changing part of the addition to commercial requires the City Council action to amend the city\u2019s Growth Management Plan before the changes can be made to the zoning.<\/p>\n

Adoption of the plat would follow changes to the zoning.<\/p>\n

\u00a0DICKINSON, N.D. (AP) – A dispute over contracts for school teachers in Dickinson has landed in court.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Southwest District Judge Dan Greenwood has ordered the school board not to enforce a 30-day deadline for teachers to sign a two-year contract or be released from their jobs. He also said the district should issue a contract for the upcoming school year only. He’s scheduled a Sept. 23 hearing on the matter.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The school board unilaterally issued two-year contracts in July after the two sides failed to reach a negotiated agreement. The contract is based on recommendations by a state fact-finding commission.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The 231 teachers represented by the Dickinson Education Association then sued the school board, saying a two-year contract would be to their disadvantage.<\/p>\n

Meanwhile, the Valley City Public School District has hired a mediator to address concerns expressed by teachers represented by the Valley City Education Association.<\/p>\n

Valley City Public Schools Superintendent Dean Koppelman says after executive sessions with both entities this summer failed to reache an agreement \u00a0the school board decided to set up an advisory committee to begin discussing the negotiated agreement.\u00a0<\/p>\n

Some of the concerns of the VCEA\u00a0\u00a0in the negotiated agreement\u00a0 include \u00a0a request to increase the base salary for teacher by $1,500 to $35,000.<\/p>\n

Another issue is a\u00a0medical insurance cost share with the school district, a\u00a0sick leave pay increase\u00a0 and \u00a0retirement\u00a0 plan, and wanting the board to make an effort to move toward noon duty relief for all teachers.<\/p>\n

The Valley City Education Association asserts that there was never an intent to negotiate with VCEA. The board had adopted a budget before negotiations were complete.<\/p>\n

Additional negotiation meetings will be announced in the near future.<\/p>\n

\u00a0FARGO, N.D. (AP) – The U.S. Department of Agriculture says most areas of North Dakota are in need of significant moisture soon as crops are showing signs of stress.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The USDA in its weekly crop report says that average temperatures were 4 to 10 degrees below normal, and the cooler weather has slowed row crop maturity. Topsoil moisture supplies are rated 7 percent very short, 35 percent short, 54 percent adequate and 4 percent surplus.

\n\u00a0\u00a0\u00a0\u00a0 Statewide, there were 6.1 days suitable for fieldwork.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Spring wheat turning color is 73 percent, behind the 78 percent average, and the crop is 21 percent ripe and 2 percent harvested. Durum wheat turning color is 56 percent, well behind 94 percent last year but equal to the 56 percent average.<\/p>\n

FARGO, N.D. (AP) – Tough times in agriculture: The U.S. Department of Agriculture is forecasting North Dakota’s spring wheat crop this year to be 10 percent smaller than it was last year.

\n\u00a0\u00a0\u00a0\u00a0 The department in its crop production report forecasts the crop based on Aug. 1 conditions at 229.6 million bushels, unchanged from the July forecast. The average yield is expected to be 41 bushels per acre, down 4 bushels from last year but unchanged from the July estimate.

\n\u00a0\u00a0\u00a0\u00a0 The Durum wheat crop is forecast to be 28.2 million bushels, down 34 percent from last year but up 6 percent from the July estimate. The average yield is forecast at 34 bushels per acre, up 2 bushels from last year and last month.

\n\u00a0\u00a0\u00a0\u00a0 Soybean production is forecast to be 140 bushels, down 13 percent from last year.<\/p>\n

\u00a0FARGO, N.D. (AP) – A former Minot bank loan officer accused of helping companies obtain millions of dollars in bogus loans has been sentenced to more than a year in prison.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Howard Palmer pleaded guilty in December to bank fraud and false entry in bank records. He was originally charged with 22 counts.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Palmer was a vice president for the Minot branch of American State Bank and Trust of Dickinson. Authorities say he lied to a committee about various loan applications, including a $2.5 million loan for a Florida company.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 His lawyer says Palmer didn’t benefit financially from the loans.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 U.S. District Judge Daniel Hovland on Monday sentenced Palmer to 15 months in prison and ordered him to pay back more than $2.7 million.

\n\u00a0\u00a0\u00a0\u00a0 The men claim that Darrell Smith, of Forest City, solicited their investments for the North Dakota plant through misrepresentations. The Iowa Insurance Division revoked Smith’s insurance and securities license over allegations he misspent the money.

\n\u00a0\u00a0\u00a0\u00a0 Smith’s attorney, Kathryn Barnhill, says her client did not solicit investments from Hylden and Sheldon. She says no securities laws have been broken.

\n\u00a0\u00a0\u00a0\u00a0 School Board President Amber Battest acknowledges that the amount seems a bit much for a town of 136 people with 18 students. But she\u00a0says \u00a0the town is growing, and the K-8 school built in the 1960s has run out of room.

\n\u00a0\u00a0\u00a0\u00a0 The state Department of Public Instruction has signed off on the project. It will add two classrooms, a handicapped-accessible bathroom and storage and the project is scheduled to be completed by fall 2014.

\n\u00a0\u00a0\u00a0\u00a0 Money for the project will come from the school’s resources and a no-interest loan from the Slope County Commission that the school can pay back as it is able.<\/p>\n

\u00a0FARGO, N.D. (AP) – Conservation advocates are resurrecting a proposed ballot initiative that would set aside a bigger slice of North Dakota’s mushrooming oil revenues for an outdoor heritage fund.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The Clean Water, Wildlife and Parks Amendment would set aside 5 percent of the state’s oil extraction tax, which totaled $880 million last year. The amount has more than quadrupled since 2008.
\n\u00a0
\n\u00a0\u00a0\u00a0 At the 2012 level, the 5-percent set-aside would generate $44 million per year for conservation efforts.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Supporters are still working on proposed ballot language but expect to begin circulating petitions in September to collect the 40,000 signatures needed to place the initiative on the November 2014 ballot.

Jamestown, ND (KCSi-T.V. Sports) — The Jamestown City Park Board has approved a $100,000 addition of fairway bunkers at Hillcrest Municipal Golf Course.<\/p>\n

Bids will be advertised for the project to rebuild or replace about 20 bunkers.<\/p>\n

Herfort Norby Golf Course Architects, of Chaska, Minn., has been hired by the Parks and Recreation Department to provide design and consulting services to create a master plan for improvements to the golf course.<\/p>\n

Advertising for bids is starting this week, and the bid opening will be held September 24, 2013. The plan is to have the bunker project completed by October 1, 2013.<\/p>\n

BISMARCK, N.D. (AP) – The number of bowhunters seeking deer was at a record level in North Dakota last year.

Ramirez was first put on the disabled list in May. He struggled with lingering symptoms for quite a while before beginning a rehab assignment. Ramirez fills the roster spot vacated by Jamey Carroll.<\/p>\n

\u00a0ATLANTA (AP) – Authorities have identified a fan who died after falling more than 60 feet from an upper-level platform at Atlanta’s Turner Field as a 29-year-old man.

\n\u00a0\u00a0\u00a0\u00a0 The Fulton County Medical Examiner’s Office early Tuesday identified the man as Ronald Homer of Conyers and said an autopsy is planned for Tuesday.

\n\u00a0\u00a0\u00a0\u00a0 Homer fell during Monday night’s game between the Atlanta Braves and Philadelphia Phillies. Atlanta police spokesman John Chafee says there’s no indication of foul play, and the fall appears to have been an accident.<\/p>\n

GREEN BAY, Wis. (AP) – Veteran kicker Ryan Longwell is retiring as a Green Bay Packer.

\n\u00a0\u00a0\u00a0\u00a0 Longwell is the all-time leading scorer in Packers’ history. He scored 1,054 points during his nine-year career in Green Bay. He connected on 226 field goals and 376 extra points.

\n\u00a0\u00a0\u00a0\u00a0 Longwell set a team record by leading the Packers in scoring in nine consecutive seasons, beating the previous mark of seven by Don Hutson from 1939-45.
