News Aug 15, 2013) &#8212; The lack of moisture in July this year in Jamestown and Stutsman County set an all-time record.<\/p>\n<p>The National Climatic Data Center reports, weather stations in the region reported July as one of the three driest Julys on record. The region ranked as the driest for a July since record keeping began in the 1880s.<\/p>\n<p>Even though July was dry, the area is classified as abnormally dry rather than in a drought.<\/p>\n<p>The dry condition is expected to continue, and most areas of central and eastern North Dakota could stay dry through the first frost.<\/p>\n<p>&nbsp;<\/p>\n<p>VALLEY CITY, N.D. (AP Aug 14, 2013) &#8211; Officials in Barnes County say two people have died in a fiery crash east of Litchville.<\/p>\n<p>Barnes County Sheriff Randy McClaflin says the accident happened shortly after 9 a.m. Wednesday (Aug 14, 2013) at the intersection of North Dakota highways 1 and 46.<\/p>\n<p>Witnesses say the fire engulfed both semi tractor trailers vehicles<\/p>\n<p>Highway Patrol Sgt. Tom Herzig reports, the driver of an eastbound semi failed to stop at a stop sign and collided with the northbound semi.<\/p>\n<p>Sgt. Herzig says there are precautions on the road where the crash happened, including rumble strips and flashing red and yellow lights.<\/p>\n<p>Both drivers were pronounced dead at the scene.<\/p>\n<p>Both vehicles were destroyed by the fire.<\/p>\n<p>Names and hometowns of the driver&#8217;s are being withheld pending family notification.<\/p>\n<p>The crash remains under investigation.<\/p>\n<p>\u3000<\/p>\n<p>Jamestown, ND (KCSi-T.V. News Aug 15, 2013) &#8212; Jamestown Police reports an individual was taken into custody on Tuesday, after allegedly confronting a group of 13 teens and young adults.<\/p>\n<p>Police Chiefr Scott Edinger, says 40 year old Phillip Moore of Jamestown allegedly confronted the between the ages of 16 and 20, in the north city parking lot west of First Avenue at about 9:30 p.m., and allegedly pull a gun.<\/p>\n<p>A 9-1-1 call was placed and five city police officers responded.<\/p>\n<p>Moore was taken into custody in the 800 block of Second Ave Southwest without incident.<\/p>\n<p>The case has been referred to the Stutsman County State\u2019s Attorney for possible formal charges.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown, ND (KCSi-T.V. News) &#8212; The Jamestown City Council started the 2014 Calendar Year budgeting, on Wednesday afternoon at City Hall.<\/p>\n<p>At the outset of the meeting, City Administrator, Jeff Fuchs outlined the projected preliminary 2014 budget.<\/p>\n<p>He said the total taxable value in the city for 2014 is $30,468,000, compared to the 2013 taxable value of $28,660,000.<\/p>\n<p>The projected Mill Levy for 2014 is 98.97 Mills a decrease of 5.78 Mills from 2013.<\/p>\n<p>The preliminary budget with requests and anticipated expenditures shows the city would deficit spend $905,000 in 2014.<\/p>\n<p>The preliminary budget includes a 3% cost of living increase in city employee salaries, with those eligible, a step adjustment of 2.5%.<\/p>\n<p>The health insurance increase is projected at 10.3%, workers compensation with an increase of 9.5%, Social Security 4.6%, and employee pensions at 1%.<\/p>\n<p>Total benefits show a projected increase of $136,000, an 8.5% increase.<\/p>\n<p>2014 projected wages and benefit increases are 6.1%, or $9.1 million, up from $8.6 million in 2013.<\/p>\n<p>General Fund expenditures are projected to increase by 15.8% at $7.83 million or an increase of $1.1 million.<\/p>\n<p>The Jamestown City Fire Department is requesting equipment replacements, and City Fire Chief Jim Reuther indicated future requests will include water tankers, and one more employee, in light of future fire coverage as the city expands.<\/p>\n<p>Jamestown Police Department, Chief Scott Edinger is requesting two additional patrol units, one marked, one unmarked, plus officer cameras, and computer software for the storage of evidence. The computer related costs may be shared with the Stutsman County Sheriff\u2019s Office and the local taskforce.<\/p>\n<p>Presently the police department has five marked patrol cars, and 29 officers.<\/p>\n<p>The city will continue to hear budget requests at subsequent meetings, and then began deliberating approving or paring requests.<\/p>\n<p>Mayor Andersen thought that another two hours of budget talks will be needed, hearing from department heads.<\/p>\n<p>The next budget meeting is tentatively set for Monday August 26, 2013 from 3-5-p.m., at City Hall.<\/p>\n<p>Wednesday\u2019s meeting was shown live on CSi 67.<\/p>\n<p>Jamestown, ND (KCSi-T.V. News Aug 14, 2013) &#8212; The Jamestown\/Stutsman Development Corporation is moving ahead with addressing the challenges of workforce issues.<\/p>\n<p>On Wednesday\u2019s (Aug 14, 2013) Wayne Byers Show on CSi Cable 2, JSDC Business Development Coordinator, DeAnn Brunner said, that the JSDC\u2019s Holly Miller has additional trainning and is heading up a project concerning workforce presentations for schools and others in the community. She and Ms. Brunner recently attended a IEDC Workforce Conference.<\/p>\n<p>She said that Ms. Miller is developing workforce issue ideas, including holding job fairs and trade shows, highlighting and showcasing positions available in Stutsman County, reaching individuals outside the area.<\/p>\n<p>Jamestown will be joining the ACT program reaching middle school students, who may be looking at job training outside traditional higher education programs, and pointing out skill sets need for certain jobs.<\/p>\n<p>The workforce campaign will be targeting others in the community as well.<\/p>\n<p>Ms. Brunner pointed out that CSi video of the recent groundbreaking at Spiritwood, for the Dakota Spirit Energy project is available on line at<\/p>\n<p><a href=\"http:\/\/www.csinewsnow.com\/\"><b>www.CsiNewsNow.com<\/b><\/a><\/p>\n<p>A link is also available at the JSDC web site,<\/p>\n<p><a href=\"http:\/\/www.growingjamestown.com\/\"><b>www.growingjamestown.com<\/b><\/a><\/p>\n<p>ST. PAUL, Minn. (KCSi-T.V. News Aug 14, 2013) \u2013\u00a0 The U.S. Army Corps of Engineers, St. Paul District, will complete a periodic inspection of Baldhill Dam, located northeast of Valley City, N.D., early next week.<\/p>\n<p>The Corps will reduce outflows from 850 cubic feet per second, or cfs, to around 13 cfs next week in order to dewater the stilling basin. Once dewatered, engineers will inspect the structure. The Corps will hold the outflow at 13 cfs for the time needed to complete the inspection, which typically takes 24 to 48 hours. The Corps plans to return the dam to normal outflows by Wednesday, August 21, 2013.<\/p>\n<p>The Corps\u2019 comprehensive periodic inspections are performed every five years as part of its dam safety program. Routine or annual inspections are conducted at the site each year but do not involve dewatering the stilling basin.<\/p>\n<p>The nearly 700 U.S. Army Corps of Engineers, St. Paul District, employees working at more than 40 sites in five upper-Midwest states serve the American public in the areas of environmental enhancement, navigation, flood damage reduction, water and wetlands regulation, recreation sites and disaster response. Through the Corps\u2019 Fiscal Year 2011 $175 million budget, nearly 2,800 non-Corps jobs were added to the regional economy as well as $271 million to the national economy. News) &#8212; The James River Valley Library System,Development Director, Bill Kennedy\u00a0says \u00a0legal issues are being reviewed for a joint library project.<\/p>\n<p>How to get an initiative to a public ballot, allowing Jamestown and Stutsman County residents to vote on funding for a new library building is being looked at.<\/p>\n<p>At issue is which political subdivision has authority to take on the debt of the project, including whether the City of Jamestown\u2019s Home Rule Charter would resolve how to include city and county voters in a measure.<\/p>\n<p>The Capital Campaign to raise funds continues.<\/p>\n<p>The JRVLS Board of Directors unanimously suggests that Kennedy meet with<\/p>\n<p>Jamestown City Administrator Jeff Fuchs, County Auditor\/Chief Operating Officer Casey Bradley, City Attorney Ken Dalsted, Stutsman County State\u2019s Attorney Fritz Fremgen and JRVLS attorney Tim Ottmar to discuss the issue.<\/p>\n<p>Currently, the Library Board is considering placing a quarter-cent sales tax up for a public vote, perhaps as soon as June 2014.<\/p>\n<p>The Library Board is continuing to put dollars into repairs at the Alfred Dickey Library.<\/p>\n<p>The Library Board will get a cost estimate for placing a tile and drain system along the outside of the wall, along with a cost estimate to replace the wall\u2019s plaster.<\/p>\n<p>Kennedy says the cost of repairs is an investment into the reuse of the building.<\/p>\n<p>\u3000<\/p>\n<p>STRASBURG, N.D. (AP) &#8211; Residents of Strasburg will vote next month on whether to renovate part of the school in the south central North Dakota town.<\/p>\n<p>The school board is asking voters on Sept. 10 to approve a $2.9 million project, and allow the school district to raise its debt limit to pay for construction.<\/p>\n<p>The board wants to renovate the 1935 portion of the K-12 school that currently houses the gym, kitchen, dining hall and stage. Superintendent Mary Larson says the state Department of Public Instruction has signed off on the project.<\/p>\n<p>The project would raise property taxes by about $21 per year on a home valued at $50,000.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0MINNEWAUKAN, N.D. (AP) &#8211; An explosion at an apartment building in Minnewaukan caused several thousand dollars in damage and injured one person. Benson County Sheriff Steve Rohrer tells the Grand Forks Herald that the blast about 3 a.m. Tuesday was caused by a furnace propane line that wasn&#8217;t properly sealed. The injured man was taken to a hospital with unspecified injuries.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; North Dakota Attorney General Wayne Stenehjem (STEN&#8217;-jehm) says the Mandan City Commission didn&#8217;t break the law when it met behind closed doors. The commission held a special meeting to discuss negotiating strategy for buying property. Stenehjem says the closed meeting was recorded as required by state law.<\/p>\n<p>&nbsp;<\/p>\n<p>MINOT, N.D. (AP) &#8211; The Minot School District is offering a $5,000 reward for information leading to the conviction of people who vandalized a middle school under construction. Superintendent Mark Vollmer says it will cost more than $100,000 to clean and repair Eric Ramstad Middle School following two vandalism incidents last week involving first paint and then fire. The new school is still scheduled to open after the Thanksgiving break.<\/p>\n<p>&nbsp;<\/p>\n<p>FARGO, N.D. (AP) &#8211; North Dakota Republican Senator John Hoeven (HOH&#8217;-ven) is asking agriculture producers in the state to lobby lawmakers from &#8220;urban and suburban&#8221; areas of the country about passing a farm bill.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Hoeven has spent the last two days in North Dakota talking with state representatives of farm groups. He met with about 20 people Wednesday in Fargo.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Hoeven is one of the farm bill negotiators for the Senate, which has approved a bipartisan five-year bill to govern farm programs and food stamps.
