During this time, 37th Street SE will be closed from 8th Ave SW to Highway 281.<\/p>\n<p>The closure is expected to last through the rest of the week. News Aug 21, 2013)\u00a0 &#8212;\u00a0 Jamestown College will hold a news conference this morning to make a major historical announcement.<\/p>\n<p>The story will be posted here on\u00a0 CSiNewsNow.com at noon today, as requested by Jamestown College officials.<\/p>\n<p>&nbsp;<\/p>\n<p>Valley City, ND (Aug 20, 2013) &#8212; The Corps of Engineers in Valley City reports that the \u00a0Baldhill Dam release is back to normal following the Corps thorough 5-year inspection.<\/p>\n<p>Baldhill Dam Manager Rich Schueneman adds, the Dam Safety Program Managers \u00a0report that the structure is in excellent condition.<\/p>\n<p>The Corps performs routine annual inspections and the more comprehensive inspection is every 5 years.<\/p>\n<p>Schueneman says all the gates on Baldhill dam were closed recently to complete the inspection work with the release down to 13 cfs.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown, ND (KCSi-T.V. Council Member Gumke was not present.<\/p>\n<p>With Finance &amp; Legal Committee business:<\/p>\n<p>The committee recommends granting the request from Joseph Errett to purchase Lot 4, Tahran\u2019s Addition, 1509 4<span style=\"font-size: xx-small;\">th <\/span>Ave NW (Currently held by Stutsman County) for $5,000.<\/p>\n<p>The committee recommends granting the request from Julie Lende to move a single stall garage from 407 4<span style=\"font-size: xx-small;\">th <\/span>St SE to 201 5<span style=\"font-size: xx-small;\">th <\/span>Avenue NE (S 65 Ft of Lots 4-5&amp;6, Block 28, Jamestown Original). (Lots 10-14, Tahran\u2019s Addition to 510 9<span style=\"font-size: xx-small;\">th <\/span>Ave SW<\/p>\n<p>(Lots 4-12, Block 5, Replat of Blocks 3,4, &amp; 5, Homestead Addition).<\/p>\n<p>No protests were received.<\/p>\n<p>The committee recommends seeking a quote from Springsted Incorporated to perform compensation study for City of Jamestown employment positions, in line with what the firm is doing with Stutsman County\u2019s compensation study.<\/p>\n<p>Also discussed was the Second Reading of an Ordinance to create and enact a new Chapter 27 of the City Code pertaining to the regulation of sexually oriented businesses of adult cabarets and escort services re-scheduled for the September 3, 2013 City Council meeting. Assistant City Attorney Mary Jensen said additional language is being added to the draft, noting mitigation items. Distances from residential areas is still the sticking point. Mayor Andersen said hours of operation and sound mitigation may solve a distance issue. The Second Reading will come before the September 2, 2013 City Council meeting.<\/p>\n<p>Clarice Liechty requested that the City reconsider the property tax exemptions for Prairie Apartments. She presented information of comparable properties to which the city has granted tax exemptions, and the amount of tax exemptions, and property taxes, on Prairie Apartments and the comparable properties.<\/p>\n<p>She noted the 2013 State Legislature has passed a bill to be able to revoke property tax exemptions or payment in lieu of taxes, if the owner did not comply with such items as assisted living provisions.<\/p>\n<p>Ms. Liechty is requesting the city revoke the property tax exemptions for Marvin Brown of Bayer-Brown properties. She said he is not providing assisted living services, and asked the city investigate her allegation.<\/p>\n<p>As Mayor, Ms. Liechty voted to approve that tax exemption, not realizing Brown was a competitor of her business, and that a like exemption was given to the Heritage Center.<\/p>\n<p>Mayor Andersen suggested that the city attorney provide a new analysis of the Brown tax exemption and payment in lieu of taxes, based on the new state law relative to revocation concerning not providing assisted living services.<\/p>\n<p>The committee recommends authorizing the city attorney to perform the analysis.<\/p>\n<p>The Monthly departmental reports were presented.<\/p>\n<p>\u3000<\/p>\n<p>Building, Planing &amp; Zoning Committee business:<\/p>\n<p>Draft Minutes of the August 12, 2013, Planning Commission meeting was presented.<\/p>\n<p>Committee Chairman, Council Member Buchanan pointed out questions of zoning on property being developed by Alan Lindberg on 2<sup>nd<\/sup> Street Southwest, at the former Job Service location. Questions concerning the former office location, and the patio type apartments to be located there, plus proposed storage units, and the type of zoning needed for each type of structure. Buchanan said, &#8220;spot zoning&#8221; may be needed on sections of the property.<\/p>\n<p>\u3000<\/p>\n<p>The committee approved recommending the First Reading of an Ordinance to amend and re-enact Section 3 and enact Sections 6.1 and 6.2, Appendix B, of the City Code pertaining to simple lot splits and boundary line adjustments.<\/p>\n<p>\u3000<\/p>\n<p>With Civic Center and Promotion Committee business:<\/p>\n<p>\u3000<\/p>\n<p>The committee considered the Guaranteed Savings Project for the Jamestown Civic Center as presented by Energy Services Group. Mechanical plant options were noted. A representative presented a condensed version of the proposal for the Civic Center\u2019s heating plant, cooling lighting, and weatherization.<\/p>\n<p>City Engineer Reed Schwartzkoph, City Administrator Jeff Fuchs, and Civic Center Manager Pam Fosse have met with Energy Services, to discuss proposals.<\/p>\n<p>The committee reviewed options, presented, and costs associated with project, including a maintenance package and any energy saving paybacks.<\/p>\n<p>Also projected was a $1.5 million financing, and tax revenues for payback.<\/p>\n<p>The city will also study what role the Civic Center will play in the community in future years, and make a commitment to the decision.<\/p>\n<p>The committee recommends updating all controls in the building.<\/p>\n<p>The meeting was shown live on CSi Cable 67, followed by replays.<\/p>\n<p>Jamestown, ND \u2013 (Aug 20, 2013) Interstate Engineering reports that the water line in Northwest Jamestown has been repaired.<\/p>\n<p>Earlier Tuesday Jamestown residents in the Washington Elementary School area were told that they may experience an interruption in their water service when crews hit a water line at the intersection of 3rd Ave NW and 9th St NW Tuesday morning.<\/p>\n<p>Residents who live north of 6th St NW, south and east of the James River, and west of 1st Ave N were expected to be impacted.<\/p>\n<p>\u3000<\/p>\n<p>Valley City, ND (KCSi-T.V. He said Stoudt Ross Ford in Valley City will be moving to the top of the hill along Winter Show Road. One option is to move both Stoudt Ross Ford and Miller Motors near the Wagon Wheel Inn.<\/p>\n<p>Stoudt says another option is to build a new Stoudt Ross Ford facility and to move Miller Motors into the existing Stoudt Ross Ford location on West Main Street.<\/p>\n<p>Stoudt says the new facility would be about 18,000 square feet compared to the existing facility of 13,000 square feet.<\/p>\n<p>He said the current amount of Valley City employees will be retained, and eventually expanded.<\/p>\n<p>He added that prospects are likely for the purchase of existing buildings.<\/p>\n<p>Following the public hearing the City Commission unanimously approved a Resolution allowing a 5 Year Commercial Property Tax Incentive to Stoudt Properties LLC.<\/p>\n<p>&nbsp;<\/p>\n<p>Resolutions<\/p>\n<p>Approved a Resolution approving new city garbage rates. City Adminstrator Schelkopf said the commercial gabage rates will double in all rate classifications, and the landfill fees will also increase. He pointed out the adjustments reflect increasing costs in garbage hauling by the cityl<\/p>\n<p>\u3000<\/p>\n<p>Ordinances<\/p>\n<p>Approved was the Second and Final Reading of an Ordinance approving the Plat of the VanBruggen Subdivision located in the NE \u00bc Sec 29, Twsp 140 N Range 58, W of the Fifth Principal Meridian, Valley City, Barnes County, ND.<\/p>\n<p>Also approved was the Second and Final Reading of an Ordinance approving Replat of Block 3, Fairhill Properties situated in the NE \u00bc of Sec 28, Twsp 140 N Range 58, W of the Fifth Principal Meridian, Valley City, Barnes County, ND.<\/p>\n<p>\u3000<\/p>\n<p>New Business<\/p>\n<p>City Commissioners reviewed the Housing Incentive offered by the city.<\/p>\n<p>Noted in addition to construction allowance, the city park and recreation department also offers incentives. The Commissioners voted to keep intact the present city housing incentive.<\/p>\n<p>\u3000<\/p>\n<p>Discussion was held on the design of 2013 Flood Protection Program, specifically College Street, 5<span style=\"font-size: medium;\"><span style=\"font-size: xx-small;\">th <\/span><\/span><span>Avenue SW, and general design concept citywide. KLJ in Valley City help lead the discussion.<\/span><\/p>\n<p>Following comments from the public, Commissioner Matt Pederson said Valley City has plans and priorities to protect the city, adding that flood risk factors have been taken into consideration city-wide. He pointed out that the city does not yet have funding for a comprehensive flood study plan.<\/p>\n<p>Commissioner Mary Lee Nielson added that the city is working with the State Water Commission, and said Valley City will hold more public hearings on the issue.<\/p>\n<p>Mayor Werkhoven is also looking for additional funding from outside sources, including the State of North Dakota.<\/p>\n<p>City Commissioners approved the low bid of $23,692 to Miller Motors for 2014 &#8211; 2 \u00bd Ton Extended Cab Pickup for the Water Treatment Plant. (AP) &#8211; A Federal Express employee is accused of stealing more than $65,000 worth of gold and silver coins from a UPS shipping center in Fargo.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0\u00a0 35-year-old Nickolas Pulicicchio, of Fargo, was charged with one count of C felony theft of property.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Court documents say his stepsister told police he came to her apartment with containers of coins and asked her to keep two of them, saying the FBI was looking for them and to keep quiet about it.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The stolen coins turned out to be an exact match for some of the coins missing from United Parcel Service that were being shipped by Treasure Island Coins to a customer.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Pulicicchio was arrested at his job and charged with possession of $2,900 worth of the coins.<\/p>\n<p>&nbsp;<\/p>\n<p>FARGO, N.D. (AP) &#8211; Members of North Dakota&#8217;s high school graduating class of 2013 who took the ACT college readiness assessment scored slightly lower than the national average.<\/p>\n<p>However, their scores generally meet admissions standards for the state&#8217;s colleges and universities.<\/p>\n<p>The test assesses students in reading, English, math and science reasoning. The report from the American College Testing company says North Dakota test-takers had an average composite score of 20.5 on a scale of 1 to 36. That is slightly lower than the national average of 20.9.<\/p>\n<p>Depending on a student&#8217;s grade point average, an ACT score of 18 to 22 is required to be automatically accepted to the University of North Dakota.<\/p>\n<p>At North Dakota State University, a score of 21 or higher is recommended for consideration.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0FARGO, N.D. (AP) &#8211; Heavy morning dews caused by cool temperatures have slowed the harvest of small grains in parts of North Dakota over the past week.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Agriculture Department says in its weekly crop and weather report that only 9 percent of the staple spring wheat crop has been harvested, compared with 35 percent on average and 82 percent last year.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Only 2 percent of the durum wheat crop is in the bin, behind 20 percent on average and 57 percent last year.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The report says development of the state&#8217;s corn, soybean and sunflower crops is well behind average.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BRUCE, S.D. (AP) &#8211; Cooler temperatures in the Dakotas this summer has honey producers anticipating a drop in honey crops. North Dakota and South Dakota are the nation&#8217;s top two honey producing states. North Dakota churned out 34 million pounds in 2012. Experts say those numbers will likely be down for 2013.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0FARGO, N.D. (AP) &#8211; Opponents of a planned Red River diversion project around Fargo-Moorhead are suing the Corps of Engineers in federal court. Members of the Richland-Wilkin Joint Powers Authority say diversion leaders have unnecessarily expanded the scope of the project, which has boosted the cost and will threaten farmland.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; North Dakota&#8217;s fall duck flight is expected to be down significantly from last year but still similar to the good fall flights of 2007-2011.<\/p>\n<p>Mike Johnson with the state Game and Fish Department says the fall flight estimate is a combination of a spring breeding duck survey and a summer brood survey.<\/p>\n<p>The breeding duck survey in May indicated the duck index was down 17 percent from 2012 but still exceeded the long-term average by 73 percent.<\/p>\n<p>The mid-July waterfowl production survey indicated a duck brood index down 48 percent from 2012 but still 27 percent above the long-term average.<\/p>\n<p>The index doesn&#8217;t count every duckling in the state.
