Koppelman says a number of buildings in the Valley City school district do not have air conditioning.<\/p>\n<p>On Thursday and Friday this week, Valley City Public Schools will start at the regular times.<\/p>\n<p>Dismissals Thursday and Friday this week will be at 1:10 p.m., for Valley City Public elementary schools both days, and at 1:30 -p.m. for the junior and senior high.<\/p>\n<p>&nbsp;<\/p>\n<div>\n<div>Jamestown, ND (KCSi-T.V. August 26, 2013) &#8212; The Jamestown City Council held the second budget meeting for the 2014 calendar year, Monday afternoon at City Hall.<\/p>\n<p>Council Member Gumke was not present.<\/p>\n<p>Mayor Andersen said the budget is scheduled for the First Reading at the September 3, 2013 City Council meeting. At that time the budget figures may be reduced but not increased.<\/p>\n<p>Highlights:<\/p>\n<p>First Monday, the City Fire Department request was approved for the 2014 budget, for over $500,000.<\/p>\n<p>The Police Department\u2019s requests for an unmarked, marked patrol cars, body cameras on officers, and computer desks, and five computers for patrol units, due to the software becoming obsolete, were approved. Mayor Andersen said she was not in favor of another marked patrol unit.<\/p>\n<p>The Council voted unanimously to approve the budget.<\/p>\n<p>The Finance and Assessment budget was approved.<\/p>\n<p>With Engineering,, approved was storm water structure modifications, as was Schools and Conventions. Removal of trees at the James River, (around 1,000 trees are estimated to be removed) was not currently budgeted for, nor was infrastructure planning services, or a portion of consulting engineering services.\u00a0 Those items may be budgeted for individually as need from other budget areas, or from sales tax dollars.<\/p>\n<p>Civic Center, expenses, items moved to Convention and Promotion fund from the Sales Tax Fund, was approved.<\/p>\n<p>Street Department, railroad crossing signal control changes was not specifically budgeted for, at this time. Other items in the budget except for the band saw was approved.<\/p>\n<p>Equipment replacment and vehicle depreciation funds were approved.<\/p>\n<p>The Visitors Capital Construction fund items as submitted were approved.<\/p>\n<p>Public Building Site Fund, had the Civic Center grass seeding replacement costs, was added for approval.<\/p>\n<p>Mayor Andersen said another budget meeting will be held for Utilities, at the September City Council meeting.<\/p>\n<p>&nbsp;<\/p>\n<p>The budget meeting then turned to hearing other budget requests.<\/p>\n<p>City Beautification Committee, request of \u00a0$7,500 was approved.\u00a0 Chairperson Kathy Larson outlined projects accomplished.<\/p>\n<p>The Community Service budget was approved, with the city\u2019s share at $12,500.<\/p>\n<p>The Fine Arts Association budget was at $5,000 was approved. \u00a0Arts Center Director Taylor Barnes said the dollars are matched by the North Dakota Council on the Arts with grant requests. She noted the Arts Center is applying to Arts Midwest for funding for the Arts Park. She presented information on how the Arts Center has served the community.<\/p>\n<p>Victim Witness Advocates, request was approved at $6,000.<\/p>\n<p>Buffalo City Tourism Foundation request was approved at $323,320 in conjunction with the Enterprise agreement between the city and tourism, an 8% increase. The Mayor asked the BCTF for an outline of goals the Foundation is working on.<\/p>\n<p>The meeting was shown live on CSi 67.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown, ND (KCSi-T.V. Aug 26, 20-13) &#8212; The United Way kick-off event is an Adult Prom on Sept. 27, 2013 at the Gladstone Inn starting at 7:00 p.m.<\/p>\n<p>A social, is at 7:00 then dinner at 7:30 and 8:30 is the grand march of the agencies.<\/p>\n<p>On Monday\u2019s Wayne Byers Show on CSi Cable 2, this year\u2019s United Way President, Lynette Stoddart said he agencies will compete for King and Queen of the prom by displaying the way in which the United Way contributes to their particular agency.<\/p>\n<p>Tickets to attend are $25 a piece and can be purchased from any United Way board member or at Gate City Bank, also feel free to call us at 952-8929 that\u2019s 952-8929 or check out their facebook page to get tickets that way.<\/p>\n<p>The ticket includes a meal and entertainment, which is provided by R &amp; C School of Rock DJ services, who are also donating their time and services.<\/p>\n<p>Sponsors are ETC salon and Tia Tanning,<\/p>\n<p>A cash bar will be set up in the ballroom courtesy of Andrea at the Gladstone, donating the space for the event.<\/p>\n<p>You must be 21 years old to attend.<\/p>\n<p>Also on Monday\u2019s show United Way Campaign Chairperson Megan Aldinger said<\/p>\n<p>The United Way Campaign Goal for 2013-2014 goal is $200,000. She pointed out that the ambitious goal last year was met and the Jamestown community &#8220;has been incredible over the last few years, and we believe that support will continue. The Jamestown community has a greater need for services, which is the reason that we had to raise the campaign goals to help meet the needs for the services in Jamestown. &#8221;<\/p>\n<p>The Stutsman County United Way currently helps to fund 22 agencies some of which include: Buffalo Valley Chapter of the American Red Cross, Boy &amp; Girl Scouts, Camp Rokiwan, Safe Shelter, RSVP, James River Family YMCA, Arts After School which is a program for children within the Jamestown Fine Arts Association, and Consumer Credit Counseling.<\/p>\n<p>She said that 99% of the money donated to the United Way stays here in Jamestown and Stutsman County.<\/p>\n<p>Ms. Stoddart add the United Way Board consists of an 18 member Board of Directors. This year our President is Lynette Stoddart, 1st Vice President, Carla Edinger, 2nd Vice President, Megan Aldinger, Treasurer, Shane Ede, and Secretary\/Publicity, Jessica Haak. You can serve two consecutive three year terms and then you are required to sit out, so we are always looking for new board members who bring new ideas and energy to the board.<\/p>\n<p>The United Way theme this year, is &#8220;Rockin\u2019 the United Way.&#8221;<\/p>\n<p>Upcoming events have also been planned in the coming months.<\/p>\n<p>Those include a bake sale at the buffalo mall a bowling tournament, as the BIGGEST donations come from the business and workers in the community, with pledge packets be distributed in September.<\/p>\n<p>Also, is on Facebook at United Way of Stutsman County with updates.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; An officer is back at work a day after he was stabbed by an inmate at the North Dakota State Penitentiary who&#8217;s serving life in prison for murder.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 It happened around 6 p.m. Sunday in the segregation unit.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Highway Patrol Capt. Kyle Kirchmeier, who&#8217;s investigating, says that when the officer approached a cell door, the inmate pushed the door open, knocked the officer to the ground and jumped on top and assaulted him.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 He says the inmate used a homemade metal shank as a weapon.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The officer&#8217;s name wasn&#8217;t released. He was able to get away but did suffer wounds that required treatment at a hospital.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Kirchmeier says the inmate was 43-year-old John Bridges.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Once the investigation is done, the Burleigh County prosecutor will decide on charges.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0GRAND FORKS, N.D. (AP) &#8211; Officials say Grand Forks is experiencing its lowest apartment vacancy rates in at least 10 years.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Greater Grand Forks Apartment Association says a July survey showed that 4 percent of apartments in Grand Forks and neighboring East Grand Forks, Minn., complexes were vacant. That&#8217;s down 3 percent from a July 2011 survey.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Association executive director John Colter says he&#8217;s surprised by the drop. He says about 200 units were added in 2012 and hundreds more were being built this summer.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Lifelong Grand Forks resident Aaron Castorenosays he has been looking for about six months without success to rent a place near his children&#8217;s elementary school.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Castoreno says it&#8217;s either impossible to find a rental or &#8220;it&#8217;s gone right away.&#8221;<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0GRAND FORKS, N.D. (AP) &#8211; A North Dakota couple is protesting a ruling that gives their parents the right to spend time with their grandchildren over the couple&#8217;s objections.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Attorneys say the case is rare because the children&#8217;s parents are alive and well and parenting together.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Diane Bjerke and her husband, Robert, sued their son, Cory, and the children&#8217;s mother, Naomi Sterf, after a previous mediation attempt to work out visitation had been unsuccessful.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Cory Bjerke and Sterf are appealing specifics Judge Lawrence Jahnke&#8217;s order. A hearing is scheduled Sept. 10 in Grand Forks.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Cory Bjerke and Sterf said in a statement that parents should be able to determine &#8220;when and with whom their children associate with.&#8221;<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Bjerke&#8217;s parents did not return a phone call seeking comment.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; About 30 North Dakota Army National Guard soldiers who spent nearly a year serving in Cuba are back on U.S. soil.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The soldiers with the 191st Military Police Company arrived in Fort Bliss, Texas, on Sunday afternoon. They&#8217;ll go through the demobilization process there before returning to North Dakota.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The soldiers mobilized last October and arrived at the U.S. Navy base in Guantanamo Bay in November. The inspectors met with doctors and took samples from victims before heading to Damascus. Earlier Monday, one of their vehicles was hit by sniper fire. The government says rebel forces were responsible, while the rebels blame a pro-government militia.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 FORT HOOD, Texas (AP) &#8211; Jurors in Texas who&#8217;ll decide whether Army Maj. Nidal Hasan will live or die have been hearing testimony Monday from victims and their families &#8212; including a soldier who&#8217;d been expected to die after being shot in the head. Staff Sgt. Patrick Ziegler testified that his cognitive level is about the same as a 10th or 11th grader, and that he has trouble caring for his 10-month-old son. (AP) &#8211; Students throughout the Midwest are getting out of school early this week because of sweltering temperatures and a lack of air conditioning in some classrooms. Schools in Nebraska, Iowa, the Dakotas and Illinois made plans to release children in the early afternoon, before temperatures reached expected highs &#8211; nearly 100 degrees in much of the central United States. Many schools have air conditioning systems that don&#8217;t extend throughout the entire building.
