News Aug 28, 2013) The U.S. Army Corps of Engineers reports, as the flood control storage at Pipestem Reservoir nears evacuation, releases were reduced from 600 cubic feet per second (cfs) to 500 cfs on August 26, 2013.<\/p>\n<p>Jamestown Reservoir releases are 30 cfs, and the combined release of the two reservoirs is 530 cfs.<\/p>\n<p>Jamestown Reservoir is currently at pool elevation 1430.7 feet, which is near the normal summer pool elevation of 1431 feet. The 30 cfs release is being made to match inflows and maintain a steady pool elevation. Pipestem Reservoir is currently at pool elevation 1449.4 feet with 5.4% of the flood pool occupied. Inflows are estimated at 80 cfs and the reservoir release is 500 cfs.<\/p>\n<p>Pipestem Reservoir releases are scheduled for reduction to 400 cfs on Thursday, August 29 and 300 cfs on Friday, August 30. The 300 cfs release will be held over the Labor Day weekend. Further release reductions are expected the first two weeks of September.<\/p>\n<p>&nbsp;<\/p>\n<p>Update&#8230;Wed., <strong>August 28, 2013<\/strong><\/p>\n<p>Jamestown, ND (KCSi-T.V. News) &#8212; Jamestown Area Chamber of Commerce Executive Felicia Sargeant says 115 booths will be at the\u00a0 Commnity \u00a0Block Party this year, a record number.\u00a0<\/p>\n<p>Booth space filled up quickly for the sixth annual Community Block Party to be held Thursday, Aug. 29, 2013, from 5 to 8 p.m. along First Avenue in Jamestown. The event welcomes\u00a0 University of Jamestown students to the community at the beginning of the school year.<\/p>\n<p>University students will gather between 5:30 and 5:45 p.m. Thursday\u00a0on campus \u00a0before walking down to the event.\u00a0 Josh Vraa, of Coborn\u2019s in Jamestown says, &#8220;It\u2019s great to get into the community and show everyone what you offer. It\u2019s a fun time, and you get to meet new people at one of the biggest events in Jamestown.&#8221;<\/p>\n<p>Returning this year are&#8230;the dunk tank, the Jamestown Police Department and the National Guard.\u00a0Businesses signing up for booths include,\u00a0\u00a0 Sugar Rush Boutique and Cherry Berry, several \u00a0Jamestown \u00a0hotels to recruit college student,\u00a0workers or raise awareness of their services for when university students\u2019 parents visti.\u00a0 Last year\u2019s Block Party grew to more than 80 booths with more than 3,000 people attending. Entertainment includes inflatable games, worm mobile, food, prize drawings, contests, free giveaways and more.<\/p>\n<p>Co-Chair Lisa Hicks of the Jamestown Area Chamber of Commerce says, &#8220;This event introduces the community to the wonderful students who attend the University of Jamestown year after year. It also helps promote relationships between the community and businesses.&#8221;<\/p>\n<p>All first-year students will attend as part of orientation activities. Upper-class students, faculty and staff will also represent the University of Jamestown.\u00a0 \u00a0\u00a0Director of New Student Orientation, Lori Listopad says, &#8220;We surveyed first-year students and found that a lot of them listed the Block Party as their favorite event of New Student Orientation. (AP) &#8211; A Texas man is on trial in North Dakota for allegedly burning down a motel in the town of Steele.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Fifty-one-year-old Allen Thomas, of Houston, has pleaded not guilty to one count of arson and 18 counts of endangering by fire. Authorities allege that Thomas used a cigarette lighter to ignite a mattress about a year ago because he was upset that the hotel owners had helped his girlfriend after the two had argued.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 No one was hurt in the fire but it displaced about two dozen people and destroyed the business.<br \/>\n\u00a0<br \/>\n\u00a0The \u00a0prosecutor this week told jurors that Thomas set the fire out of anger, while the defense attorney said witness testimony will show that Thomas is innocent.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0JAMESTOWN, N.D. (AP) &#8211; Rural airports in North Dakota that are seeing an increase in business because of the western oil boom are getting millions of dollars in state oil impact grants.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The state Legislature earlier this year approved $60 million over the two-year budget period to help deal with the growth.\u00a0 The state Aeronautics Commission is in charge of doling out the money.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Commission aviation planner Kyle Wanner says the Mohall airport is a good case study of what&#8217;s happening in western North Dakota. He says the small airport went from housing three airplanes to 25 within just one year.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Wanner says many small airports weren&#8217;t designed to handle such an increase, and they need money for improvements.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0\u00a0FARGO, N.D. (AP) &#8211; The last airplane has departed from the North Dakota Air National Guard base in Fargo, after more than 65 years of flying missions.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The 119th Wing that was founded in 1947 has made the move to unmanned aircraft systems after flying fighter jets for 50 years and most recently transport planes.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The airmen for the unit have been known as the Happy Hooligans since the 1950s. Three of Hooligans in F-16 fighter planes patrolled the skies over Washington D.C. after the terrorist attacks of Sept. 11, 2001.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The last F-16 was flown from Fargo to McChord Air Force Base Museum near Tacoma, Wash., in December 2006, when the base switched to the C-21 Learjet.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The lone remaining C-21 took off from the Fargo base Tuesday morning.<\/p>\n<p>&nbsp;<\/p>\n<p>FARGO, N.D. (AP) &#8211; Federal prosecutors say a man has been arraigned on civil rights and threat charges for threatening a synagogue in Fargo.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 U.S. Attorney Tim Purdon and Acting Assistant Attorney General for the Civil Rights Division Jocelyn Samuels says Dominique Jason Flanigan was indicted under seal by a grand jury on Dec. 12 on charges of transmitting threatening communication and interfering with a federally protected activity.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The indictment alleges that Flanigan called Temple Beth El in Fargo in January 2011 and left a voice mail message threatening the employees of the synagogue. The indictment charges that the threat intimidated and interfered with Temple Beth El employees because of their religion.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Court records show that Flanigan was arrested on Monday. Attorney information for Flanigan was not listed.<br \/>\n\u00a0<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; Insurance agents and farmers say they&#8217;re pleased with efforts by the federal Risk Management Agency to clarify rules for prevented planting insurance.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The insurance pays farmers if their cropland is too wet or dry to plant. But they must meet certain rules to qualify, and confusion over those rules led many Upper Midwest farmers to wonder if they would qualify on land they couldn&#8217;t plant last spring because of wet weather.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 North Dakota&#8217;s congressional delegation asked the Risk Management Agency to clarify the rules, and the agency has done so starting with the 2014 crop year. RMA Administrator Brandon Willis met with North Dakota farmers on Tuesday about the changes.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Both the North Dakota Farmers Union and the North Dakota Corn Growers Association say they&#8217;re happy to see the changes.<\/p>\n<p>&nbsp;<\/p>\n<p>FARGO, N.D. (AP) &#8211; North Dakota State University is reporting the second-highest enrollment in history for first-year students seeking undergraduate degrees. The school says 2,578 students were registered for the first full day of fall classes. Enrollment for first-year students is up more than 100 students, or about 4 percent, from 2012.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Graduate student enrollment is up more than 13 percent over last year, with 2,063 students.<br \/>\n\u00a0The official total enrollment count is taken four weeks into the semester and will be released on Sept. 24.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0GRAND FORKS, N.D. (AP) &#8211; Long-time staffer DeAnna Carlson Zink has been named to head the University of North Dakota Alumni Association and Foundation.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The group announced Tuesday that Carlson Zink will take over for Tim O&#8217;Keefe as the next CEO and executive vice president for the foundation, which is the nonprofit fundraising arm of the university.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 O&#8217;Keefe has led the organization for 11 years and plans to retire in March 2014.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Carlson Zink has worked with the foundation for 25 years. She has served as the group&#8217;s chief development officer and associate vice president since 2005.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0FARGO, N.D. (AP) &#8211; A Fargo treatment center has canceled an appearance by former NFL quarterback Erik Ainge. The retired player was arrested in July for drunken driving in Tennessee. Ainge was going to discuss his drug and alcohol abuse today at a hotel for ShareHouse&#8217;s Jeans and Jerseys fundraiser.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; A college student from the Standing Rock Indian Reservation is getting a chance to speak at the Let Freedom Ring ceremony commemorating the 50th anniversary of the 1963 March on Washington for Jobs and Freedom.<br \/>\n\u00a0<br \/>\n23-year-old University of Mary senior Alayna Eagle Shield will speak for two minutes in front of the Lincoln Memorial Wednesday about the importance of her culture and language.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The March on Washington was organized by civil rights leaders and credited with spurring passage of the 1964 Civil Rights Act and 1965 Voting Rights Act. Martin Luther King Jr. gave his &#8220;I Have a Dream&#8221; speech during the event.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Eagle Shield says she isn&#8217;t sure why organizers of the commemoration invited her to speak, but she says she feels blessed.<\/p>\n<p>&nbsp;<\/p>\n<p>In sports&#8230;<\/p>\n<p>\u00a0 BISMARCK, N.D. (AP) &#8211; North Dakota Game and Fish Department officials have decided to hold off at least a year before starting a lottery for paddlefish snagging. Biologists studied the 2013 season and determined that a lottery is not necessary in 2014. Experts will continue to monitor the paddlefish population for possible changes.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0WILLISTON, N.D. (AP) &#8211; The executive director of the 2013 Babe Ruth World Series says years of hard work planning for the event paid off and he couldn&#8217;t be more pleased with how Williston hosted the competition.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Williston Herald reports that when area leaders began planning for the event several years ago, many were concerned that hotels in the western oil patch city would lack adequate space for incoming guests.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Larry Grondahl says that many more hotels have since been built, and space in the past year has become a non-issue.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Committee members will return to their jobs before beginning work in a year and a half on the next world series in 2016. Grondahl says for now, he&#8217;ll sit back and enjoy the memories and experiences of the 2013 event.<br \/>\n\u00a0<\/p>\n<p>\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 FARGO, N.D. (AP) &#8211; North Dakota State coach Craig Bohl says his team is not satisfied with back-to-back Football Championship Subdivision titles.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Bison return 18 starters from a team that has won 28 of 30 games in the past two seasons and defeated two Bowl Subdivision teams.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Bohl says he not seen signs of complacency with his team, which he attributes to maturity and intense competition for starting spots.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The only team to win three straight FCS or Division I-AA titles is Appalachian State from 2005-07.
