News) &#8212; The Jamestown City Council&#8217;s Finance &amp; Legal Committee, Building, planning &amp; Zoning Committee, and Civic Center &amp; Promotion Committee met Tuesday Evening (Aug 21, 2012) at City Hall.<\/p>\n<p>Council Member Gumke was not present.<\/p>\n<p><span style=\"text-decoration: underline;\">With Finance &amp; Legal Committee Business:<\/span><\/p>\n<p>A motion was made and seconded to table the offer from Tim Dabill to purchase Lots 1 &amp; 2, Block 2, Beverly Hills 6th Addition, and Lots 18 &amp; 19, Beverly Hills 3rd Addition, in the amount of $6,000, subject to the buyer paying for all costs of surveying and approval of a re-plat prior to deed transfer.\u00a0 Dabill was not present at the meeting.<\/p>\n<p>Approved was the request from the Corner Bar for a permit to close the east end of 2nd St West and to dispense alcoholic beverages on September 15, 2012, from 10:00AM to 2:00AM, September 16, 2012.<\/p>\n<p>Informational: Monthly departmental and financial reports, were presented.<\/p>\n<p><span style=\"text-decoration: underline;\">At the Building, Planning &amp; Zoning Committee meeting:<\/span><\/p>\n<p>Planning Commission minutes of August 13, 2012, were presented.<\/p>\n<p>A Public Input Meeting was held to receive public comments regarding Section 8, of Appendix B of the City Code relative to subdivision development improvements and suggested changes.<\/p>\n<p>Committee Chairman, Dan Buchanan outlined guidelines for speaking at the meeting, including a three minute oral presentation, followed by two minutes for the committee response.<\/p>\n<p>Comments would only be taken on the subject at hand.<\/p>\n<p>He added that written comments to supplement oral comments may be submitted to City\u00a0Administrator Jeff Fuchs by 5-p.m., on August 31, 2012.<\/p>\n<p>Mark Goehner, representing Eddy Funeral Home and Marjo, Inc., spoke of changes needed, concerning costs to developers, and installation of infrastructure issues.<\/p>\n<p>He said he has worked with Jordahl developers from Fargo.<\/p>\n<p>Clarice Liechty asked what the City Council has been doing to address reviewing and any changes to the city Ordinance, and to look at what other cities are doing.<\/p>\n<p>Corey Bayer said he has not developed new properties.<\/p>\n<p>He said Jamestown could look at ways to stretch developers dollars over a period of time, to make projects more cost effective.<\/p>\n<p>The committee asked for general comments from those in attendance.<\/p>\n<p>Candice Dempsey, of Reuben Liechty Realty, said the climate for housing in Jamestown is stagnant.<\/p>\n<p>She added a need for condominiums in Jamestown.<\/p>\n<p>Families new to Jamestown in some cases are struggling to find a home to buy in Jamestown.<\/p>\n<p>Dave Hillerud, of Hillerud Construction also suggested seeing what other cities are doing with their Ordinances, concerning development.<\/p>\n<p>He asked what kind of timeline the city has to make changes.<\/p>\n<p>City Attorney Ken Dalsted it takes couple of months to affect an Ordinance change based on a consensus by the City Council, in addition to any recommendations by the City Planning Commission.<\/p>\n<p>Mayor Andersen said the city has copies of Ordinances from North Dakota cities of similar size to Jamestown, that will be reviewed.<\/p>\n<p>City Administrator Jeff Fuchs added, currently the developer is responsible for the costs of installing water and sewer lines, road grading and graveling, curb and gutter, and paving.<\/p>\n<p>Paying Special Assessments is the responsibility of the developer until the property is sold.<\/p>\n<p>Other business following the input meeting:<\/p>\n<p>Informational: A Public Hearing and Second Reading of an ordinance to annex all of Titan Addition excepting therefrom all that portion previously annexed as described in the City Resolution recorded as Document #X32323, all within the NE\u00bc of Section 4, Township 139 North, Range 64 West, Stutsman County, North Dakota, is scheduled for the September 4, 2012, City Council Agenda.<\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"text-decoration: underline;\">Civic Center &amp; Promotion Committee:<\/span><\/p>\n<p>No items at this time.<\/p>\n<p>It was noted that a firm has inspected the Civic Center boilers, with some repairs made, and testing is underway.<\/p>\n<p><strong>The meeting was\u00a0heard live on CSi Cable 67, followed by Replays.<\/strong><\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Jamestown, ND (KCSi-T.V.
