News) &#8212; Wednesday evening\u00a0 (Aug 28, 2013)the Jamestown Public School Board and Jamestown Education Association presented their sides, during a mediation session concerning the impasse between the school board and the Jamestown Education Association, with many in attendance at the middle school\u2019s Thompson Room.<\/p>\n<p>A government-appointed fact-finder noted that this is the closest impasse case he\u2019s ever seen.<\/p>\n<p>The fact-finding commission, includes Jerry Hieb, of Valley City, and former state Sen. Barb Evanson, of Bismarck.<\/p>\n<p>The fact-finding commission is made up of three members, one appointed by Governor Jack Dalrymple, one appointed by the state attorney general and one appointed by the Department of Public Instruction.<\/p>\n<p>Salary is the sticking point in negotiating the two-year teachers\u2019 contract, leading the groups to impasse.<\/p>\n<p>The fact-finding commission questioned both sides.<\/p>\n<p>Then the hearing was then opened for public comment, and three school employees voiced concerns.<\/p>\n<p>Teacher Jay Nitschke emotionally spoke on how although she plans to retire soon, she doesn\u2019t want to see lower salaries have a negative effect on students or her fellow teachers, who are also her friends.<\/p>\n<p>The fact-finding commission, , will provide recommendations to the School Board and JEA within seven to 10 days.<\/p>\n<p>Following that the board and JEA must hold at least one negotiations meeting.<\/p>\n<p>Then if the issues are not resolved within 20 days of the recommendation, the fact-finding commission will advertise its recommendations in a full-page ad in The Jamestown Sun at the expense of the board, after that School Board can finalize the contract.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown, ND (KCSi-T.V. News) \u2013 Senators John Hoeven and Heidi Heitkamp and Congressman Kevin Cramer announced Wednesday (Aug 28, 2013) that airports across North Dakota have been awarded grants totaling over $11 million for improvements and construction projects.<\/p>\n<p>In the area a grant was awarded through the Federal Aviation Administration to Oakes Municipal Airport which will receive over $1.5 million to rehabilitate the runway, taxiway and the apron.<\/p>\n<p>\u3000<\/p>\n<p>STEELE, N.D. (AP) &#8211; A jury in North Dakota has found a Texas man guilty of burning down a motel in the town of Steele.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a051 year-old Allen Thomas, of Houston, was found guilty Wednesday on one count of arson and 18 counts of endangering by fire. Authorities say Thomas used a cigarette lighter to ignite a mattress about a year ago because he was upset that the hotel owners had helped his girlfriend after the two had argued.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 No one was hurt in the fire but it displaced about two dozen people and destroyed the business<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The prosecutor this week told jurors that Thomas set the fire out of anger, while the defense attorney said witness testimony will show that Thomas is innocent.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; A McIntosh County man who pleaded guilty to charges that starved his cattle to death is no longer charged with insurance fraud charges.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 James Schnabel pleaded guilty Friday to three of the four counts against him of overworking, mistreating or abandoning animals. More than 100 died.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Schnabel has to pay more than $1,300, do 80 hours of community service and allow his operation to be monitored for two years.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0Now the prosecutor has dropped charges of criminal attempt at theft of property and committing a fraudulent insurance act.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Reasons given included conflicting evidence, Schnabel&#8217;s lack of criminal history and his plea.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities allege that Schnabel submitted an insurance claim falsely stating that the starved cattle had died after being chased by wild dogs.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0MINTO, N.D. (AP) &#8211; The Walsh County Sheriff&#8217;s Office has identified a man who was found dead at the scene of a tractor fire near Minto.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities say firefighters found the body of 79-year-old Charles Slominski, of Ardoch, inside the tractor after putting out the fire Monday evening.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The incident is still under investigation.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0FARGO, N.D.
