News)\u00a0 &#8212;\u00a0 Spraying in the City of Jamestown for adult mosquitoes is scheduled for Saturday, August 31, 2013 and will continue for the following 1-2 evenings as is necessary.<\/p>\n<p>All spraying is contingent upon <b><span style=\"text-decoration: underline;\">weather conditions. <\/span><\/b><\/p>\n<p>All spraying operations will take place between approximately 8:30 PM (dusk) until approximately 6:00 AM.<\/p>\n<p>Parents are advised to keep children out of the streets and away from the spray machines.<\/p>\n<p>Motorists are urged to use caution when traveling in the vicinity of sprayer units.<\/p>\n<p>Residents can obtain additional reduction of mosquito populations by supplementing the mosquito control operations with the spraying of individual backyards where necessary. It is also recommended that grass be mowed regularly and shrubs trimmed to reduce resting places for the mosquitoes. PAUL, Minn. &#8211; With the Labor Day Weekend, the U.S. Army Corps of Engineers, St. Paul District, asks everyone to take a moment and remember to be safe while on the lakes and rivers.<br \/>\nThe Corps of Engineers encourages everyone planning on enjoying water-related activities this holiday, and in the future, to always remember to wear your life jacket &#8211; just having the life-saving device on board the watercraft is not enough.<br \/>\nEach year, too many drowning-related deaths occur that could have been prevented. In some cases, the drowning occurs because people underestimate the power of the water and overestimate their swimming ability. Boating accidents and\/or falls overboard contribute to drowning incidents, too. Other factors such as alcohol, hypothermia and neglecting to wear a life jacket, or personal flotation device, also contribute to too many preventable deaths.<\/p>\n<p>With the onset of September comes cooler water temperatures and the additional risk of hypothermia. Any water temperature below 70 degrees is considered cold water and means an increased risk of hypothermia. So while you are out fishing, boating or waterfowl hunting, please remember to not only bring your life jacket, or float coat, but also wear it. It could save your life.<\/p>\n<p>If you are recreating at one of the many Corps-managed recreation areas, feel free to check with a park ranger if you need a loaner life jacket. The board of directors has announced that Sue\u00a0 Balcom accepted the position of FARRMS Executive Director beginning Sept. 1.<br \/>\nBalcom replaces Annie Carlson, Mercer, who has decided to spend more time with her family and Morning Joy Farm, which she operates with her husband, John. (AP) &#8211; The sheriff in North Dakota&#8217;s Eddy County has been placed on limited duties after being charged with felony child abuse or neglect.<br \/>\n\u00a0<br \/>\nSheriff Brandon Maygra is accused in court papers of excessively spanking a 10-year-old boy between March 25 and June 19 at a home in New Rockford.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A message left by The Associated Press with Maygra&#8217;s attorney, Theodore Sandberg, was not immediately returned.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Eddy County Commission Chairman Jeffrey Pfau says commissioners were notified about the charge Tuesday and placed Maygra on limited administrative duties. Pfau says that if Maygra is convicted he&#8217;ll request that the sheriff resign.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 An initial appearance is scheduled for Sept. 12.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; A Bismarck woman is accused of neglecting a child under her care and of watching too many children in her home.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Thirty-year-old Bonnie Maddock is charged with felony child neglect or abuse and misdemeanor unlawfully providing early childhood services.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Maddock has not made a court appearance. Court documents do not list an attorney for her, and a working home telephone listing could not immediately be found.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities charged Maddock after an officer found a 4-year-old boy at a city intersection. Police say the boy was supposed to be with Maddock. They say a check of her home also uncovered conditions unsuitable for a day care.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Maddock also is accused of caring for more than six children at once without a license.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0FARGO, N.D. (AP) &#8211; The prosecutor in the case of a North Dakota man whose conviction for conspiracy to commit murder was overturned by the state Supreme Court says he&#8217;s trying to figure out his next step.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The ruling issued Thursday allows the state to charge Cody Borner with another crime, but McLean County State&#8217;s Attorney Ladd Erickson said Friday he&#8217;s still analyzing the opinion.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A jury last summer found Borner, of Stanton, and Richard Whitman, of Hazen, guilty of two counts each of conspiracy to commit murder in the death of Mike Padilla, of Billings, Mont.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The court says Borner was accused of a crime that is not defined in North Dakota law.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Erickson says the high court ruling in effect changed the law from what it was when the case was charged.<\/p>\n<p>&nbsp;<\/p>\n<p>GRAND FORKS, N.D. (AP) &#8211; Secretary of State Al Jaeger says the Libertarian Party is eligible to place candidates on the June 2014 primary ballot.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Jaeger says more than 7,000 signatures were turned in to his office recognizing the party as a political organization in the state.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Roland Riemers, of Grand Forks, wanted to be the North Dakota Libertarian candidate for governor in 2012 but was left off the ballot.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The state ruled that Riemers didn&#8217;t qualify because his lieutenant governor candidate didn&#8217;t turn in the right paperwork. (AP) &#8211; Conservation advocates who want a bigger portion of North Dakota oil tax revenues for an outdoor heritage fund can begin collecting signatures to bring their proposal to a public vote next year.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Secretary of State Al Jaeger says he has approved the petitions for circulation. Supporters of the idea need to collect about 27,000 signatures to get the measure on the November 2014 ballot.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The proposed Clean Water, Wildlife and Parks Fund would set aside 5 percent of the state&#8217;s oil extraction tax revenue, which would raise an estimated $150 million during the current two-year budget period.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A similar proposal last year was derailed by a petition fraud scandal that involved fake signatures. (AP) &#8211; Biologists say bird counts show that sharp-tailed grouse and Hungarian partridge populations are significantly lower than last year across North Dakota.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 As of Wednesday, brood results suggest grouse numbers are down 51 percent statewide from last year, though the average size is about the same as in 2012.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The statewide Hungarian partridge population is down 34 percent from last year.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Aaron Robinson with the North Dakota Game and Fish Department in Dickinson says even though spring survey numbers indicated a population comparable to last year, the telling factor is always late-summer counts. But he says he&#8217;s considering a limited and narrow action in response to a chemical weapons attack that he says Syria&#8217;s government carried out last week. Obama says that attack was a challenge to the world and threatens U.S. national security. Obama&#8217;s comment came after the U.S. released an intelligence assessment that found with &#8220;high confidence&#8221; that Syrian President Bashar Assad&#8217;s government carried out a chemical weapons attack last week. The U.S. says the attack killed more than 1,400 people.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 WASHINGTON (AP) &#8211; Secretary of State John Kerry says the United Nations cannot tell the world anything about a chemical weapons attack that the U.S. doesn&#8217;t already know and hasn&#8217;t already made public. He says President Barack Obama will ensure the U.S. makes decisions on its own timeline, based on its own values and interests. Obama has been seeking international support for a potential military strike against the regime of Syrian President Bashar Assad. But the U.N. Security Council has not backed a strike.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 SANAA, Yemen (AP) &#8211; Security and military officials in Yemen say a suspected U.S. drone strike has killed three alleged al-Qaida militants, including a provincial leader of the group. There are no reports of damage or injuries from the major temblor. (AP) &#8211; The father of one of four black girls killed in a 1963 racist church bombing in Birmingham, Ala., is home from prison after being granted an early release. A defense lawyer for Chris McNair says the 87-year-old has been reunited with his wife and daughters. A federal judge approved the Obama administration&#8217;s request to release McNair from a prison medical center in Minnesota where he was serving time for federal bribery convictions.
