News Sept 14, 2013) \u2014 With the Jamestown sanitary sewer project, Interstate Engineering reports that 3rd Street SE, from 9th Avenue SE to 12th Avenue SE, is open to traffic. Temporary surfacing is in place. Drivers should be aware that traffic has been moved to the north side of the street in this area.<\/p>\n<p>In addition, 12th Avenue SE is open to traffic from 3rd Street SE to 5th Street SE.<\/p>\n<p>Starting early this (9-16-13) a section of 2nd St SW that crosses the James River will close. 2nd St SW is expected to close from 5th Ave SW to 3rd Ave SW \u2013 the street that runs on the south side of Historic Franklin School \u2013 starting update&#8230;Tuesday, September 17. The bridge over the James River will be closed as well during this time.<\/p>\n<p>A detour will be in place on 1st St SW. Work is expected to last for about two weeks. Drivers can continue to access CSi Technology Center at Historic Franklin by using the east enterance from 3rd Ave SW.<\/p>\n<p>Drivers are also advised that starting this week, crews will be working in the area of 17th St SE and 19th Ave SE. The intersection will remain open during this time. The musical tribute to the 164th Infantry Association and veterans will begin at 3 p.m. on the Valley City Courthouse lawn, 230 4th St. N.W.<\/p>\n<p>The concert, which is free to the public, will include the Dixieland ensemble, woodwind quintet, jazz combo, jazz band and concert band. Concertgoers are encouraged to bring a lawn chair or blanket. In case of inclement weather, the concert will be moved to Vangstad Auditorium at Valley City State University.<\/p>\n<p>The 164th Infantry Association includes veterans and military families from the 164th Infantry Regiment, a North Dakota National Guard unit best known for its valiant service in World War II. Instead, the band will still play for the 164th and the public, with some association members taking part in a small luncheon in Bismarck the following day. (AP) &#8211; The federal Farm Service agency says emergency haying will be allowed on Conservation Reserve Program acreage in seven North Dakota counties in response to severe drought conditions. The Bismarck Tribune reports that CRP participants in Barnes, Griggs, Kidder, Lamoure, Logan, Stutsman, and Wells may cut hay on eligible CRP practices after submitting a signed request to their local FSA office.<\/p>\n<p>&nbsp;<\/p>\n<p>\u3000\u00a0BISMARCK, N.D. (AP) &#8211; Trial is scheduled this week in the July 2012 stabbing death of a man on the Fort Berthold Indian Reservation.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Waylon Hicks is charged in federal court with second-degree murder. He has pleaded not guilty. Authorities say Hicks killed Jeremiah Sage after the two left a New Town bar.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The 30-year-old Sage, of Halliday, served two tours of duty with the Marines in Iraq. (AP) &#8211; North Dakota officials say most bridges in the state are in good shape and getting better, with most of those that could be at risk of failure carrying no more than a few dozen vehicles a day.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 An Associated Press review of data submitted by states to the federal National Bridge Inventory found 7,795 bridges nationwide that are both structurally deficient bridges and fracture critical, a combination of red flags that experts say is particularly problematic.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 There are 150 such spans among the 4,500 bridges in North Dakota. Those deemed fracture critical could collapse if a single vital component fails, while those rated structurally deficient have had their condition rated as poor or worse by inspectors.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Officials say many of the bridges on the fracture critical list have been fixed.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0GRAFTON, N.D.
