(AP &amp; KCSi-T.V. News,\u00a0Oct 2, 2013) &#8211; A North Dakota college football player who was a standout athlete at a Minnesota high school has been charged with fatally shooting a man outside a Minneapolis bar over the weekend.<\/p>\n<p>Cedric Chappell Jr. was arrested Tuesday at Valley City State University. He is charged in Hennepin County, Minn. with second-degree murder and attempted second-degree murder. He&#8217;s being held in the Barnes County jail.<\/p>\n<p>The Minneapolis Police Department contacted the Valley City Police Department last weekend to seek assistance in investigating the case. Minneapolis police got an arrest warrant for one count of murder and one count of attempted murder.<\/p>\n<p>Twenty-two-year-old Willie Smith, of St. Paul, was fatally shot outside the Blue Nile restaurant and bar about 2 a.m. Saturday. Another man was shot in the leg.<\/p>\n<p>A criminal complaint says a fight started inside the bar, spilled out into the parking lot and two groups started shooting at each other.<\/p>\n<p>Chappell was a standout athlete at Washburn High School in Minneapolis.<\/p>\n<p>The VCPD, was assisted by the Barnes County Sheriff\u2019s Office and the Stutsman County Narcotics Task Force, who able to locate Chappell, on the VCSU campus where he was taken into custody without incident.<\/p>\n<p>VCSU spokesman Greg Vanney, says Chappell has been suspended from the university adding that VCSU officials are cooperating with police in the investigation.<\/p>\n<p>Anyone with information on the case should call the Valley City Police Department at 701-845-3110.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown, ND (KCSi-T.V. (AP) &#8211; A Montana man accused of oil and gas violations that threatened Stark County&#8217;s drinking water must pay a $2,500 fine.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Nathan Garber pleaded guilty to violating the rules and regulations of the North Dakota Industrial Commission.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The\u00a0 criminal charge stems from a civil case against Halek Operating ND LLC. It was fined $1.5 million for injecting saltwater into a Stark County disposal well after the company was told the well was not up to state standards.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Court records say Garber directed another company to modify the disposal well site to mislead state inspectors.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 He also was ordered to reimburse the Department of Mineral Resources Oil and Gas Division $1,800 for its cost in investigating the matter.<\/p>\n<p>&nbsp;<\/p>\n<p>WAHPETON, N.D. (AP) &#8211; Voters in the southeastern North Dakota town of Wahpeton have approved a $30 million school building project.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Wahpeton Superintendent Rick Jacobson says unofficial results of the election showed 88 percent of those voting Tuesday approved the project.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Voters also gave approval to funding the project by having the school district increase its debt service.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The project would build a new grade school and remodel the middle and high schools.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The district earlier dropped a plan to offer free hot dogs to voters during the bond issue vote. (AP) &#8211; Officials say the temporary closure of Theodore Roosevelt National Park in western North Dakota because of the federal government shutdown leaves a hole in the area&#8217;s tourist attractions.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Medora Mayor Doug Ellison\u00a0says \u00a0he hopes Congress reaches a budget agreement soon so the park can reopen. He says the park is a big attraction, and most area businesses depend on tourists.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Park officials put up signs Tuesday and told campers they had 48 hours to leave the park.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Acting park superintendent Meg Schwartz says four rangers will work during the shutdown to ensure the safety and security of the park&#8217;s facilities. (AP) &#8211; Dickinson State University enrollment numbers show the number of students at the western North Dakota school has fallen by nearly 42 percent in three years.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The\u00a0 university&#8217;s official fall enrollment is 1,449 students. That&#8217;s down from 2,482 in 2010.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Ken Haught, dean of the university&#8217;s College of Arts and Sciences, says Dickinson State is not as crowded as it once was. (AP) &#8211; North Dakota wildlife officials are asking people to give plenty of space to a young bull moose roaming through the Bismarck area.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Bob Timian, chief of enforcement for the state Game and Fish Department, says reports began coming in Monday night about a moose in the northeastern part of town.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Timian says young bull moose often are pushed out of their home range and expand their territory as they look for mates in the fall. Authorities didn&#8217;t find any explosives.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 NEW YORK (AP) &#8211; Prosecutors are indicating that more serious charges could be filed against a motorcyclist who authorities say began a tense encounter between the driver of an SUV and a throng of bikers in New York City over the weekend. Christopher Cruz has already been charged with reckless driving and unlawful imprisonment. LOUIS (AP) &#8211; The company that owns three car rental agencies &#8212; Enterprise, Alamo and National &#8212; says it plans to hire 11,000 new workers by the middle of next year.
