News Oct 15, 2013) &#8212; The North Dakota state Fact Finding Commission held a public hearing Tuesday night with the Valley City School Board and the Valley City Education Association concerning the impasse over a negotiated agreement.<\/p>\n<p>At impasse is a salary base increase of $200 for incoming teachers, health insurance funding formula and paying teachers for unused sick leave upon retirement and salary step increase for teachers who received advance education degrees.<\/p>\n<p>The School Board Advisory committee feels that the interim fund sitting at 6.5 percent it\u2019s not prudent to approve any salary increases.<\/p>\n<p>At Tuesday\u2019s 3-hour hearing testimony included individuals worried that if an agreement isn\u2019t reached soon it could tear the community apart.<\/p>\n<p>Valley City Education Association president Kathy Lentz said the VCEA has compromised on several key issues, but the school board appears to be unwilling to negotiate on any issue.<\/p>\n<p>Most of the Valley City teachers at the hearing told the commission they were shocked that the school board is not honoring a salary step increase for teachers who have received advance education degrees, referring to a previous negotiated agreement.<\/p>\n<p>Spokesperson for the school board Bismarck attorney, Rachel Bruner-Kaufman says the Valley City school board also wants to realign the health insurance funding committee to include two school board members and two members from the Valley City Education Association and the superintendent.<\/p>\n<p>With the salary base increase of $200 for new teachers hired in the school district, the school board is holding steady at a zero percent increase for now.<\/p>\n<p>Valley City resident Misty Kaufman told the commission that it\u2019s time for the school board to realize they have some of the best teachers in the state and the board should reward them and treat them with respect and honor their negotiated agreement.<\/p>\n<p>The 3-member Fact Finding Commission is comprised of Chairman Dean Rummel, Jerry Heib and Barb Evanson.<\/p>\n<p>Rummel says the Fact Finding Commission has until October 28, 2013 to present their non-binding recommendation to both sides.<\/p>\n<p>The school board and the teachers association has another 20 days after that to accept or reject the commissions findings.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown, ND (KCSi-T.V. News Oct 15, 2013) &#8212; The James River Valley Library System Library Board is planning an initiated petition process to put a county-wide quarter-cent sales tax on the ballot to pay for a new $9 million library facility, which would consolidate all the materials currently in Alfred Dickey Public Library and the Stutsman County Library.<\/p>\n<p>The library board\u2019s secondary plan is to purchase the Straus building next to Alfred Dickey Library, and after remodeling the interrior, use the space as an addition to Alfred Dickey Library, consolidating Stutsman County Library materials there in the single, expanded facility.<\/p>\n<p>That cost is estimated at about $3 million to $4 million.<\/p>\n<p>Also at issue is that the Stutsman County Library houses the bookmobile, and if that library is closed there is nowhere to park the bookmobile.<\/p>\n<p>\u3000<\/p>\n<p>He said there are 35 cast members, including University, high school and elementary school students, plus 20 members in the orchestra, with choreography provided by a University student. News) &#8212; The Jamestown City Park Board has delayed action on an easement agreement with the City of Jamestown.<\/p>\n<p>The issue is determination if the Parks and Recreation Department will received a break on it water bill.<\/p>\n<p>The easement agreement with the city would allow city workers to gain access to some city-owned water wells in McElroy Park.<\/p>\n<p>Chairman Larry Knoblich says he will visit with City Administrator Jeff Fuchs on how to proceed with a reduction in the water bill.<\/p>\n<p>A special meeting of the city park boad can be held to approve the easement if people are concerned about it.<\/p>\n<p>Parks and Recreation Department, Doug Hogan says city workers have always had access to the water well sites and the agreement was just a housekeeping item that city officials want resolved.<\/p>\n<p>The commission also approved $15,000 from the 2014 budget to helpwith the purchase of bleachers and a press box for the fastpitch softball diamond Number 11 at McElroy Park.<\/p>\n<p>The cost for the bleachers and press box is about $28,000, with half of the costs being covered by a match grant.<\/p>\n<p>The Buffalo City Tourism Foundation Executive Advisory Board, on September 20, 2013, approved a $15,000 grant request from the Jamestown Parks and Recreation Department for the addition of a press box to the recently improved fast-pitch softball diamond number 11, at McElroy Park.<\/p>\n<p>The total cost of the press box is estimated at $25,000 to $30,000.<\/p>\n<p>The press box to be located behind home plate is addition to recent improvements to diamond 11, which has included a scoreboard, new dugouts, and fences. Handicapped accessible seating is also be looked at.<\/p>\n<p>\u3000<\/p>\n<p>Jamestown, ND (KCSi-T.V. News (Oct 14, 2013) &#8212; The Jamestown City Planning Commission unanimously approved a housing development plat for the Lindberg Addition.<\/p>\n<p>The plat is the proposed location for 14 patio homes near the former Job Service North Dakota building on Second Street Southwest.<\/p>\n<p>The old Job Service building is zoned as commercial space and will be developed as office space.<\/p>\n<p>The plat approval will be on the November 4, 2013 City Council agenda, for consideration.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown, ND (KCSi-T.V. (AP) &#8211; A case involving a North Dakota couple who say they should not be prosecuted for medical marijuana is likely headed to the state Supreme Court.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Brian Kuruc and his wife, Rebecca Larson, of Dickinson, were apprehended at a Casselton motel in January and charged with possession of marijuana with intent to deliver. They have pleaded not guilty.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Judge Wickham Corwin ruled earlier this month that should the case go to trial, the jury would not be instructed that a pot prescription from Washington state is a valid defense to possession with intent to deliver or simple possession.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Defense attorneys Mark Friese and Charles Sheeley say their clients plan next week to enter conditional guilty pleas, after which they should file an appeal to the Supreme Court over rulings by Corwin.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; The FBI has concluded that a man who killed himself in Parshall the day a grandmother and three of her grandchildren were slain in New Town was responsible for those deaths. The FBI says Kalcie Eagle shot and killed Martha Johnson, Benjamin Schuster, Julie Schuster and Luke Schuster last November. Eagle had been considered a person of interest in the killings.<\/p>\n<p>&nbsp;<\/p>\n<p>MINNEAPOLIS (AP) &#8211; A Minneapolis man wanted in a fatal bar shooting two months ago has been arrested in Fargo, N.D. The Star Tribune reports 42-year-old Ron Powell is charged with second-degree murder, second-degree assault and illegal possession of a firearm in the death of 51-year-old Mark Stephenson. Powell also is accused of shooting and wounding another man who was his intended target in a dispute over money and a car.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; A Bismarck woman accused of watching too many children in her home and neglecting one of them has pleaded not guilty.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Thirty-one-year-old Bonnie Maddock is charged with felony child neglect or abuse and a misdemeanor count of unlawfully providing day care services. She is due back in court Nov. 18.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Bismarck Tribune reports that Maddock was charged after a 4-year-old boy in her care wandered away from her home and was found walking alone at a city intersection. Authorities also determined that Maddock allegedly cared for more than five children at once without a license.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 She could face up to 10 years in prison if convicted on the felony charge.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; Tesoro Corp. says part of a broken pipeline that leaked 20,600 barrels of crude oil in a wheat field in northwestern North Dakota will be sent to an independent lab for testing.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Texas-based company says Tuesday that it will &#8220;remove, reroute and replace&#8221; a 200-foot section of pipe. The company says federal regulators have approved the plan.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Company officials are investigating what caused the hole in the 6-inch steel pipeline. The spill was discovered on Sept. 29 by a farmer harvesting wheat.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Officials say the spill has been contained and no water sources have been contaminated.\u00a0<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Tesoro says it is developing plans to restart the pipeline but the timeline is not yet known.<\/p>\n<p>\u00a0Scientists are questioning the method used to estimate the amount of crude oil that recently leaked.<\/p>\n<p>Tesoro says it came up with its more than 20,000-barrel spill estimate on ground analysis. Oil spill experts say a more accurate assessment would likely come from analyzing pipeline flow data.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0KILLDEER, N.D. Lackey held the Tigers to four hits while striking out eight in 6 2\/3 innings, but he needed Napoli&#8217;s seventh-inning blast in order to pick up the win. Napoli&#8217;s home run came off Justin Verlander, who allowed just three other hits while fanning 10 in eight innings.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 LOS ANGELES (AP) &#8211; Matt Holliday hit a two-run homer and pinch-hitter Shane Robinson added a solo shot as the St. Louis Cardinals beat the Dodgers 4-2 in Los Angeles to take a three-games-to-one lead in the National League Championship Series. Holliday had been 0-for-12 in the series and hitless in his previous 22 at-bats at Dodger Stadium before his homer put the Cardinals ahead 3-0 in the third inning.
