Valley City, ND (AP & KCSi-T.V. News Oct 21, 2013)\u2013 An early Monday morning fire has heavily damaged Faith Luthern Church, on Fourth Street, Northeast, in Valley City.<\/p>\n

The fire was reported about 4-a.m.<\/p>\n

Valley City Fire Chief Gary Retterath says flames were shooting out an office window, when the fire units arrived.<\/p>\n

He says the heaviest damage occurred in an office area on the main level, but the rest of the building has heavy smoke damage. He estimates damage at more than $1 million.<\/p>\n

The North Dakota State Fire Marshall has been called in to investigate.<\/p>\n

The Valley City Fire Department and church officials ask that nobody enter the building, until an investigation is complete and the structure is safe.<\/p>\n

Valley City Police Chief Fred Thompson says authorities are looking into the possibility of the fire being connected to a recent string of church burglaries in Valley City. Faith Lutheran Church, was recently burglarized twice.<\/p>\n

Over the weekend of Sept. 28-29, 2013, the Valley City Police Department was called to Trinity Lutheran Church, Our Savior\u2019s Lutheran Church, the Congregational United Church of Christ and Faith Lutheran Church to investigate burglaries.<\/p>\n

\u00a0Valley City, ND (KCSi-T.V. News) \u2014 The Valley City Commission met in Regular Session Monday evening at City Hall.\u00a0 Commisisoner Luke was not present.<\/p>\n

A swearing in was held for new Valley City Police Office, Major Hopp, given by Mayor Wekrhoven.\u00a0<\/p>\n

Police Chief Fred Thompson then pinned the badge on the newest police officer.<\/p>\n

Officer Hopp\u00a0 graduated\u00a0from Valley City State University and he\u2019s a graduate and a native of Minnesota.<\/p>\n

Police Chief Fred Thompson says the police department will be fully staffed by the end of the year. Over the last 15 months since Thompson has taken over as the new Chief of Police he\u2019s hired four new police officers.<\/p>\n

Approval of Consent Agenda items included:<\/p>\n

A Game of Chance Raffle Permit for NDSU Judging Club, Mercy Healthcare Foundation, Express Wrestling, and Trinity Lutheran Church WELCA, and others as they appear on the agenda.<\/p>\n

Public Forum:\u00a0 No one spoke.<\/p>\n

A Public Hearing was held for Application for Property Tax Incentives for New or Expanding Businesses for Valley City Developers LLC\u00a0 Bridges Bar and Grill (five year PILOT program).\u00a0 \u00a0 The public hearing was closed.The Commissioners unanimously approved a Resolution approving Property Tax Incentive Payment In Lieu of Taxes to Valley City Developers LLC.<\/p>\n

\u00a0A Public Hearing was held, Regarding Special Assessments confirmed by the Special Assessment Commission for Paving Improvement District No. 101. Following the hearing, the City Commission unanimously approved Special Assessments as Recommended by the Special Assessment Commission for Paving District No. 101.<\/p>\n

New Business<\/p>\n

The City Commission approved the BCBS Contract for 2014.\u00a0 City Auditor Avis Richter said the 2014 premium will increase by 8%.\u00a0 BCBS said the average increase is 14%.\u00a0 The cost is shared with the city and employee participation.<\/p>\n

Approved the renewal of Recycling Contract with Valley Recycling for a 2 year period.\u00a0 City Administrator Schelkoph said clothing has been added to recyclable items.<\/p>\n

The City Commission considered moving the Commission meeting day to first and third Tuesday\u2019s of the month, at 5-p.m. Placed on agenda by Commissioner Nielson, who said many State Water Commission meetings and other meetings are held on Mondays.\u00a0 Mayor Werkhoven said Commissioners should be in attendance at state water meetings, representing the city. The Commissioners voted unanimously to make the change, effective January, 2014 and to have the City Attorney draw up an Ordinance.\u00a0 City Attorney Russell Myhre said any changes would need to be indicted in the City Code, by a Resolution.\u00a0 Two readings\u00a0 of the Ordinance will need to be made, with the plan to take effect in January 2014.<\/p>\n

The Commissioners unanimously\u00a0approved \u00a0a Conditional Use Permit for Jan Baumann dba Roby\u2019s Restaurant to operate as a restaurant in an I-1 zoned area.<\/p>\n

The City Commission unanimously approved preliminary and design engineering with KLJ for 4th Street SW Mill & Overlay in the amount of $18,000.<\/p>\n

The City Commissioners voted unanimously to approve the preliminary and design engineering with KLJ for 9th Street NE Shared-Use Path in the amount of $16,000.<\/p>\n

City Adminstrator\u2019s report, David Schelkoph said with the AMI utility meter update, officials will meet with Barnesville, Minnesota officials, on the project there. He said the Cooper Power meter Installation has 60 Valley City meters installed, with load control boxes installed, starting in November.<\/p>\n

He explained the next steps in the budgeting process.<\/p>\n

He noted the change in the size of garbage containers, going to 32 gallons. He said the size will help prevent messes, and littering with animals getting into the receptacles.He noted the city\u2019s web site has items listed that will NOT be picked up that are placed in garbage reciptacles. He said the city is doing this on an educational basis.<\/p>\n

City Updates and Commission Comments.<\/p>\n

Commisioner Mary Lee Nielson read from an E-Mail from\u00a0Edwin Curry\u00a0from the North Dakota Department of Health.<\/p>\n

It stated that west end outlet on Devils Lake is no longer operating because of a problem with the Round Lake stand pipe tank.<\/p>\n

\u00a0Curry says it will not be possible to resume pumping from the west end outlet again this year.<\/p>\n

The\u00a0east end outlet continues to flow into the Sheyenne River. Curry says the river is flowing high for this time of year and there is sufficient dilution to continue operating the east end outlet at full capacity.<\/p>\n

\u00a0Officials will monitor the downstream water quality and adjust discharge with the goal of maximizing the amount of water removed from the lake while not exceeding 750 mg\/l sulfate level in the Sheyenne River.<\/p>\n

\u00a0Nielson says if the sulfate levels exceed 750 milligram per liter downstream near Valley City the new water treatment plant will be able handle the higher sulfate levels to keep the city\u2019s drinking water safe.<\/p>\n

City Attorney Myhre said the city is reviewing and amending the traffic code (recodification.)<\/p>\n

City Police Chief Thompson said remodeling is continuing at the Police Department.<\/p>\n

Chad Peterson of KLJ said the ribbon cutting ceremony at 9th<\/sup> Avenue, Northwest with local and state officials, including Governor Dalrymple, and NDDOT officials is now tentatively set for Friday, October 25, 2013 at 1-p.m., weather permitting.<\/p>\n

Jamestown, ND (KCSi-T.V. News Oct 21, 2013) \u2013 With the Jamestown sanitary sewer project, Interstate Engineering reports that a section of 7th Street SE, at the intersection of 13th Avenue SE, is closed due to construction. 7th Street SE is closed from WedgCor to the west side of the railroad tracks. This closure is expected to last for two weeks.<\/p>\n

Work continued Monday on 2nd St. SW in Jamestown. The manhole cover was installed at 3rd Ave & 2nd St SW, and the block from 3rd Ave to 4th Ave was being swept of gravel.\u00a0 Work remains near the river on 2nd St SW, that portion will not open this week.<\/p>\n

A reminder, 2nd St SW from Post Office to River remains closed, as is 3rd Av SW from 2nd St SW to 1st St SW.\u00a0 USE 4th Ave SW to enter CSi Cable & Computers at Historic Franklin.<\/p>\n

\n\u00a0\u00a0\u00a0\u00a0 Authorities say the 43-year-old stabbed officer Daryl Lawson with a homemade knife on Aug. 25 at the North Dakota State Penitentiary.

\n\u00a0 For safety reasons, Bridges made his first appearance Monday while at the penitentiary rather than at the Burleigh County Courthouse.

BISMARCK, N.D. (AP) – The USS North Dakota nuclear attack submarine is slated to be christened on the same day North Dakota celebrate its 124th birthday.

\n\u00a0\u00a0\u00a0\u00a0 North Dakota Secretary of State Al Jaeger says the submarine will be christened on Nov. 2 in Groton, Conn. North Dakota entered the Union on Nov. 2, 1889.

DICKINSON, N.D. (AP) – A Tioga farmer dealing with a large oil spill says he’s getting calls from people who have dealt with past spills

\n\u00a0\u00a0\u00a0\u00a0 Steve Jensen says it’s encouraged him to stay involved with cleanup of the spill he discovered in a wheat field in late September. Officials estimate the leak from a Tesoro Corp. pipeline at more than 20,000 barrels.

\n\u00a0\u00a0\u00a0\u00a0 Former landowner Alan Kadrmas is one who has reached out to Jensen. He\u00a0says \u00a0a 15,000-barrel spill about 10 miles northeast of Dickinson in 1987 had lasting effects on the land.

MANDAN, N.D. (AP) – Officials are close to wrapping up a yearslong project to clean up an underground diesel fuel spill in Mandan.

\n\u00a0\u00a0\u00a0\u00a0 The state Health Department says nearly 1 million gallons of fuel has been recovered since 2006. The department recently gave the city approval to begin planning the shutdown of wells being used to recover the diesel. State Waste Management Director Scott Radig says the well system could be fully shut down within three years.

\n\u00a0\u00a0\u00a0\u00a0 BNSF Railway in 2004 agreed to pay more than $30 million in cash and real estate to settle a lawsuit over the spill that was discovered underneath downtown Mandan in 1984. The railroad did not admit to any liability as part of the settlement.

\n\u00a0\u00a0$7.4 million of the settlement fund remains.<\/p>\n

\u00a0BISMARCK, N.D. (AP) – The only director the North Dakota Office of Administrative Hearings has ever had is leaving.

George Sinner appointed Allen Hoberg to head the office when it was created in 1991, and Hoberg was reappointed by former Govs. Ed Schafer and John Hoeven. His current term ends in 2015.

Dickinson, ND (KCSi-T.V. Sports) — The Jamestown Blue Jay Football team, by virture of Saturday\u2019s win in Dickinson has earned the fourth and final Class AAA Playoff spot.<\/p>\n

The Blue Jays handed Dickinson a 17-13 loss in West Region action.<\/p>\n

This marks the first appearance in the playoffs for the Blue Jays (3-3 region, 5-3 overall) since 2008.<\/p>\n

SPARKS, Nev. (AP) – Police in Nevada say the two people who were killed in a school shooting\u00a0Monday morning were a staff member and a student who was likely the attacker. The Scouts don’t name the men, but Glenn Taylor and Dave Hall have taken responsibility for what happened. They say the rock formation was loose and they feared it was dangerous. They were leading a group of teenage Boy Scouts on a trip when it happened.
