News) &#8212; The Jamestown City Council\u2019s, Finance &amp; Legal Committee, Building, Planning &amp; Zoning Committee, and Civic Center &amp; Promotion Committees met Tuesday evening at City Hall. All members were present.<\/p>\n<p>&nbsp;<\/p>\n<p>With Finance &amp; Legal Committee business:<\/p>\n<p>The committee recommends approval of the request from Buffalo City Diesel for Economic Development Funds, to provide for up to $200,000 in P.A.C.E (primary sector business) interest buy down funding with the City Share to be $160,000 and paid from the City Sales Tax Fund.<\/p>\n<p>The committee recommended approval of the annual request from Buffalo City Tourism Foundation for $75,000 in Economic Development Funds to provide for tourism grant funding, with the City Share to be $60,000, and paid from the City Sales Tax Fund.<\/p>\n<p>The committee recommended approval of the request from Municipal Judge Tim Ottmar that witness fees paid for testimony in Municipal Court be increased from $10 to $25.00, consistent with District Court fees.<\/p>\n<p>The committee recommends approval of the request from the ND National Guard for an amendment to the lease agreement with the City to increase the leased area for the maintenance facilities from approximately 3.67 acres to 4.36 acres.<\/p>\n<p>Informational, Monthly departmental reports were presented.<\/p>\n<p>The committee recommended to be placed on the November 4, 2013 City Council meeting, without recommendation, the proposed agreement from Interstate Engineering, Inc., for engineering services for Water System Improvements for Great River Energy.<\/p>\n<p>Under the proposed contract, Interstate Engineering would design and oversee construction necessary to distribute city water to Great River Energy.<\/p>\n<p>GRE is seeking to purchase an average of about 620,000 gallons per day for operation of its Dakota Spirit AgEnergy ethanol plant.<\/p>\n<p>The city has not finalized the contract with GRE at this time, said Mayor Katie Andersen, said the city hopes to do that this week, adding that the project has an estimated $1.4 million cost with GRE paying a portion and the city paying the rest between $700,000 and $800,000 for improvements that benefit the entire water system.<\/p>\n<p>\u3000<\/p>\n<p>With Building, Planning &amp; Zoning Committee business:<\/p>\n<p>Draft Minutes of the October 14, 2013, Planning Commission meeting was presented. (AP) &#8211; Police in Fargo say they&#8217;ve arrested a bounty hunter who lied about breaking down the wrong person&#8217;s door during the hunt for a fugitive.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Twenty-seven-year-old Rene Anthony Charles Greeno, of Summerville, S.C., was taken into custody Tuesday, days after an arrest warrant was issued for him.<br \/>\n\u00a0<br \/>\nCourt documents state Greeno and four other people kicked in the wrong apartment door in September during their search for a man who skipped bail.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Greeno is charged with one count of criminal trespass, one count of giving false information to law enforcement and one count of criminal mischief.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0A voice message left at the paper by someone identifying himself as Greeno said he was innocent and plans to operate in Fargo as a bounty hunter.<\/p>\n<p>&nbsp;<\/p>\n<p>MANDAN, N.D. (AP) &#8211; An Almont man has pleaded not guilty to negligent homicide in the death of a mail carrier in southwestern North Dakota.\u00a0<br \/>\n\u00a0<br \/>\n21-year-old Ernest Borntrager could face up to five years in prison if convicted. He is due back in court Nov. 25.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Borntrager is accused of negligently causing the death of 66-year-old Martha Kautzman, who was critically injured in a July 7 crash on N.D. Highway 31 north of New Salem and died of her injuries about two weeks later.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities allege that Borntrager was speeding and pulling a trailer that did not have functioning brakes.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; The North Dakota Supreme Court has overturned the conspiracy to commit murder conviction of a second man who stood trial for a fatal Beulah shooting.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The\u00a0 state&#8217;s high court Tuesday reversed the conviction of 31-year-old Richard Whitman.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 In August it overturned the guilty verdict against 26-year-old Cody Borner.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A jury in June 2012 found Borner, of Stanton, and Whitman, of Hazen, guilty of two counts each of conspiracy to commit murder in the shooting death of Michael Padilla and the shooting of Timothy Padilla.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 In both decisions, justices ruled that the language used in charging documents in the case was improper and that both men can be prosecuted again.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0GRAND FORKS, N.D. (AP) &#8211; The North Dakota Supreme Court has ordered a new trial for a Grand Forks man accused of trying to kill his roommate.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Travis Samshal was convicted in November of reckless endangerment and appealed.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 He was accused of firing a hunting rifle at Leo Franco on Dec. 14, 2011. Samshal testified that he was afraid for his safety and that Franco had made unwanted sexual advances, which Franco denied.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Samshal also said he was only trying to scare Franco and deliberately missed when he pulled the trigger.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Supreme Court issued an opinion Tuesday reversing the reckless endangerment conviction and ordering a new trial. The Court says the judge in the trial made an error by not allowing evidence regarding threatening statements Franco allegedly made to Samshal.\u00a0<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0<\/p>\n<p>WASHINGTON (AP) &#8211; Air Force officials tell The Associated Press that twice this year, officers entrusted with launch keys to nuclear-tipped missiles have been caught leaving open a blast door, including at North Dakota&#8217;s Minot Air Force Base. The door is intended to help prevent intruders from entering the officers&#8217; underground command post and potentially compromising secret launch codes. The blast door violations are another sign of serious trouble in the handling of the nation&#8217;s nuclear arsenal.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0FARGO, N.D. (AP) &#8211; Three more members of a Fargo-based Air National Guard unit are returning home from Afghanistan.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Guard says the airmen with the 119th Security Forces Squadron are scheduled to fly into Fargo on Wednesday afternoon.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The unit served about half a year overseas, helping with security at Bagram Airfield and elsewhere in Afghanistan.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Most of the airmen in the 30-member unit returned home earlier this month. (AP) &#8211; State regulators have approved a permit to allow oil drilling near Theodore Roosevelt National Park.
