For more information on services at JRMC, visit www.jrmcnd.com or call 701-952-1050.<\/p>\n<p>\u3000<\/p>\n<p>DICKINSON, N.D. &#8212; The Valley City Public School Board and the Valley City Education Association has received the Education Fact Finding Commission of North Dakota.<\/p>\n<p>Currently at impasse, the Board of Education and the Valley City Education Association have until November 13, 2013 to agree to the commission\u2019s recommendations or make minor changes to those recommendations and finalize a contract.<\/p>\n<p>If both entities are still at impasse after the November 13th deadline, the commission report will be published and in the report the commission chairman Dean Rummel will explain to the public why the negotiations failed, and who, in his opinion, compromised the possibility for agreement.<\/p>\n<p>The commission recommends the base salary be increased by $100 from $33,500 to $33,600 and teachers would continue to advance on the salary schedule for time served and the educational credits that they have earned.<\/p>\n<p>The commission made the recommendation, based on the reduction in cost due to the replacement of five to six teachers who have retired or resigned,, including the FACS teacher position, and the change in budgeting for the self-funded health insurance account.<\/p>\n<p>The commission recommends that a new Health Insurance Committee be formed, based on increasing health care costs, the implementation of the Affordable Care Act, and the complexity and advantages of a self-funded health insurance program.<\/p>\n<p>Four VCEA members, two School Board members, one non-certified VCSD employee, the School District Business Manager and the Superintendent. All nine would be voting members.<\/p>\n<p>The commission is also recommending the sick leave payment at retirement be paid at the rate of $35 per unused sick leave day up to a maximum of $5,000, allowing retiring teachers to be rewarded for the minimal usage of their sick leave days.<\/p>\n<p>The commission\u2019s recommendation also eliminates the involvement of the Sick Leave Bank, saying it is a difficult concept, to allow a teacher with a catastrophic illness to apply to the sick leave bank to qualify for a retirement payment based on unused sick leave days.<\/p>\n<p>\u3000<\/p>\n<p>\u00a0WILLISTON, N.D. (AP) &#8211; Searchers using night-vision gear helped find a deer hunter who spent a night along the Missouri River.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A game warden says 26-year-old Kaleb Trowbridge, of Williston, was hunting with a friend late Monday at the Lewis and Clark Wildlife Management Area south of Williston.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The\u00a0 men separated to bow hunt from different tree stands. His partner reported Trowbridge missing when he didn&#8217;t meet up after dark.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities and friends searched the woods and determined Trowbridge got turned around and walked away from his vehicle after seeing an arrow on the ground pointing in the direction he walked.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 He was found along the river&#8217;s shoreline before dawn on Tuesday morning when he heard a search boat, turned on his headlamp and was spotted.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0GRAND FORKS, N.D. (AP) &#8211; A major distributor of propane in the Midwest says it&#8217;s bringing in truckers from around the country to try to tackle a shortage of the gas in the region.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 CHS Inc. propane marketing manager Matt Kumm says peak harvesting times usually are staggered throughout the Midwest, but that didn&#8217;t happen this year. He says the infrastructure isn&#8217;t built to handle that extreme of a demand over such a short time period.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Farmers and grain elevators use propane to dry crops that come off the field too wet to store properly. Governors from states across the Midwest including North Dakota, South Dakota and Minnesota have signed executive orders extending operating hours for propane truckers.<\/p>\n<p>&nbsp;<\/p>\n<p>LINCOLN, N.D. (AP) &#8211; The City Council in Lincoln has fired the police chief on a 3-2 vote in which the mayor had to break the tie.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Chief Marcel Sim has been on administrative leave since late September because of a restraining order filed against him after domestic violence complaints made by his wife. He resigned earlier this month but then withdrew the resignation.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The council voted to fire Sim on Monday night during a special meeting attended by more than 50 people. Mayor Robert Johnston says the matter has been painful for everyone involved, but the council has to do what is in the best interest of the city just southeast of Bismarck.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A telephone listing for Sim could not immediately be found. (AP) &#8211; The final member of a Fargo-based Air National Guard unit that served about half a year in Afghanistan is returning home.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Guard says the airman was scheduled to fly into Fargo mid-day Wednesday.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Most of the nearly 30 members of the 119th Security Forces Squadron returned home earlier this month, in three separate bunches.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The members of the unit helped with security at Bagram Airfield and elsewhere in Afghanistan. The Guard says small differences in their missions and the scheduling of their replacement forces resulted in the varying return times.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0FARGO, N.D. (AP) &#8211; Dry weather over the past week has helped many North Dakota farmers make progress on the harvest of late-season crops.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Agriculture Department says in its latest crop and weather report that the sugar beet, potato, flaxseed, dry bean and canola harvests all are nearing completion. The corn, soybean and sunflower harvests still lag behind the average pace, however.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Pasture and range conditions in the state are rated 70 percent good to excellent, and calf and cattle conditions are 85 percent good to excellent.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Topsoil moisture is 97 percent adequate to surplus, and subsoil moisture 95 percent adequate to surplus.<br \/>\n\u00a0<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; A Houston-based energy company is cleaning up a saltwater spill on U.S. Forest Service land in the western North Dakota oil patch.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The spill from a disposal line was discovered a week ago. It leaked an estimated 150 barrels of saltwater, a byproduct of oil production. That&#8217;s about 6,300 gallons. State health officials say some of the saltwater reached Blacktail Creek north of Belfield but that no harm to fish, wildlife or livestock has been observed.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; U.S. Rep. Kevin Cramer says President Barack Obama has declined his invitation to visit North Dakota.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Cramer sent an invitation to the president last week, touting the state&#8217;s strong economy and job opportunities as reasons for Obama to make his first presidential visit to North Dakota.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Republican congressman says Obama declined the offer without explanation, but said he would keep Cramer&#8217;s request on file.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0FARGO, N.D. (AP) &#8211; A change of plea hearing for one of two brothers charged in a conspiracy to deal large quantities of methamphetamine was postponed after the defendant asked for more time to think about the deal.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 David Cerna is charged in federal court with conspiracy to possess with intent to distribute a controlled substance. He was scheduled to change his plea to guilty at a hearing Tuesday in Fargo.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 However, Cerna told U.S. District Judge Ralph Erickson that he felt pressured to decide on the plea and said he&#8217;s struggling with the decision.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Erickson postponed the hearing until later in the week.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Cerna&#8217;s brother, Juan, pleaded guilty earlier Tuesday to a drug conspiracy charge. He faces life in prison.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities say the conspiracy moved met from Texas to North Dakota and Minnesota.<\/p>\n<p>&nbsp;<\/p>\n<p>FARGO, N.D. (AP) &#8211; A Wisconsin man who was doing computer consulting work in Fargo has been convicted on child pornography charges.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A jury found 58-year-old Robert Evans, of Waukesha, Wis., guilty on 14 counts of possession of materials containing child pornography.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities were alerted to the case after a North Dakota Bureau of Criminal Investigations special agent discovered two computers in the state that were sharing child pornography in a peer-to-peer network.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A federal agent eventually traced the computers to Evans&#8217; apartment in south Fargo. Investigators found more than 22,000 images and videos depicting mostly young girls engaged in sexually explicit conduct.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Sentencing is set for Jan. 15 in Fargo.<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; North Dakota Governor Jack Dalrymple and Alliance Pipeline have announced completion of $170 million natural gas pipeline. It will carry natural gas 80 miles from Tioga to Sherwood, where it meets with the company&#8217;s existing line that moves it to Chicago.
