News Nov 1, 2013)\u00a0 \u2013\u00a0\u00a0 \u00a0A Former Valley City State student-athlete will be transported back to Minnesota within 14 days to face murder charges following an extradition held Friday.<\/p>\n<p>21-year-old Cedric Chappell Jr. was charged with second degree murder in the shooting death of a man and attempted murder after he allegedly wounded another man in Minneapolis shooting.<\/p>\n<p>Chappell is accused of fatally shooting 22-year-old Willie Smith of St. Paul outside a Minneapolis restaurant and bar.<\/p>\n<p>The criminal complaint says a fight started inside the bar, spilled out into the parking lot and two groups started shooting at each other.<\/p>\n<p>Chappell was arrested Tuesday, October 1, 2013 on campus at Valley City State University.<\/p>\n<p>Chappell, did not waive his extradition back to Minnesota following the bond hearing in Valley City, Judge John Paulson set Chappell\u2019s bail at one million dollars.<\/p>\n<p>&nbsp;<\/p>\n<p>Valley City, ND (KCSi-T.V. News Oct 31, 2013) \u2013 A suspect who\u00a0allegedlywas involved in the burglaries of Valley City churches, is in custody. 18 year old Nicole Linderman, of Kathryn turned herself in to authorities on Wednesday.<\/p>\n<p>Valley News Live in Fargo reports, a warrant for her arrest was issued, along with an arrest warrant for 25 year old Andrew M. Miklas, of Valley City, also alleged to have been involved with the burglary of Faith Lutheran Church, in Valley City.<\/p>\n<p>Lindermann faces a charge of conspiracy to commit burglary.<\/p>\n<p>She is accused of waiting outside the church as the burglary was committed. Police are still looking for another suspect, Andrew Miklas, of Valley City who authorities allege was the burglar. Police say more arrests are anticipated in the case.<\/p>\n<p>&nbsp;<\/p>\n<p>ST. PAUL, Minn. KCSi-T.V. News\u00a0Nov 1, 2013) \u00a0&#8211; The U.S. Army Corps of Engineers, St. Paul District, started its annual winter draw down of eight of its Minnesota and North Dakota reservoirs recently.<\/p>\n<p>Baldhill Dam, near Valley City, N.D., began its draw down in October. Conservation elevation is<br \/>\n1,266 +\/- 0.2 feet. The goal is to reach elevation 1,262.5 feet by the end of February. During the winter, the snow water content in the basin will be monitored and changes to the target draw down and date may be changed. Maximum drawdown at Baldhill is elevation 1,255 feet.\u00a0<\/p>\n<p>Red River of North basin:\u00a0<\/p>\n<p>Lake Traverse, near Wheaton, Minn., is currently releasing flows due to fall rains. The pool is being returned to its conservation elevation of 976.8 +\/- 0.2 feet. The pool will be drawn down in March between 1.5-3 feet, depending on the amount of snow water content in the basin.\u00a0<br \/>\n\u00a0<br \/>\nOrwell Reservoir, near Fergus Falls, Minn., is currently at its conservation elevation of 1,064.0 +\/- 0.5 feet. The pool may be drawn down in March, depending on the amount of snow water content in the basin. Maximum drawdown at Orwell is elevation 1,050 feet.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/p>\n<p>Homme Dam, located near Park River, N.D., will be drawn down 3 feet in November. In March, the pool will be drawn down another 3 to 13 feet, depending on the amount of snow water content in the basin. The pool is currently at elevation 1,079.8 +\/- 0.2 feet, its conservation elevation.\u00a0\u00a0\u00a0<\/p>\n<p>Minnesota River basin:<\/p>\n<p>Lac qui Parle, near Montevideo, Minn, was raised from its summer conservation elevation of 933.0 +\/- 0.2 feet to its winter conservation elevation of 934.0 +\/- 0.2 feet in September. The winter raise enhances conditions for fish survival.<\/p>\n<p>Mississippi Headwaters basin:<\/p>\n<p>Gull Lake, near Brainerd, Minn., is currently releasing flows due to fall rains. The lake will be gradually drawn down during the fall, and the final elevation level will be determined by the winter snow water content.<\/p>\n<p>Cross Lake, near Crosslake, Minn., started its draw down Oct. 1. The target elevation is 1,228.3 feet at the end of November. The final draw down level will be determined by the winter snow water content.<\/p>\n<p>Big Sandy Lake, near Libby, Minn., also started its draw down Oct. 1. The normal draw down is to elevation 1,214.31 feet, or 2 feet below the middle of the summer band.<\/p>\n<p>Pokegama Lake, near Grand Rapids, Minn., is currently releasing flows. The normal drawdown is to elevation 1,270.42 feet, or 3 feet below middle of the summer band.<\/p>\n<p>Leech Lake, near Federal Dam, Minn., began its draw down Oct. 1. (AP) &#8211; A Grand Forks jury convicted a temporary science teacher of having sex with a 14-year-old girl at a hotel after meeting her in a Catholic parish on the Turtle Mountain Indian Reservation.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Twenty-eight-year-old Sean Kovalevich was found guilty Thursday of two counts of gross sexual imposition of a girl under 15 and a lesser count of corruption of a minor.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 He was arrested late last year weeks after he started teaching science in Starkweather.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Kovalevich could get up to life in prison when he&#8217;s sentenced.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0\u00a0WEST FARGO, N.D. (AP) &#8211; An arrest warrant has been issued for a Fargo woman accused of embezzling more than $37,000 from a West Fargo transportation company where she worked.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Fifty-year-old Kari Jo Radtke faces a felony theft charge that carries a maximum punishment of 10 years in prison. Court documents do not list an attorney for her. A telephone listing for her has been disconnected.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Forum reports that Radtke is accused of writing checks on OLR Transportation accounts to cover personal bills. (AP) &#8211; The National Park Service is periodically closing some backcountry trails in Theodore Roosevelt National Park as officials continue work to thin the elk herd there.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Superintendent Valerie Naylor says the trails in the park&#8217;s South Unit will be closed on Tuesdays, Wednesdays and Thursdays during the project. Roads, overlooks and the Cottonwood Campground are not affected.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The park in the western North Dakota Badlands is in the maintenance phase of an elk management plan that included large reduction efforts in 2010 and 2011 in which nearly 900 elk were killed. The herd had grown to more than 1,200 animals, when the ideal size for the park is between 100 and 400.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Only 69 elk were killed last year, and only about 40 are being killed this year.<br \/>\n\u00a0<\/p>\n<p>&nbsp;<\/p>\n<p>\u3000BISMARCK, N.D. (AP) &#8211; The Navy is christening its newest attack submarine at a ceremony this weekend at the shipyard of Groton&#8217;s Electric Boat.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The North Dakota is the Navy&#8217;s 11th Virginia-class submarine and only the second Navy vessel to be named for the state of North Dakota.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The commander of the Navy&#8217;s submarine forces, Vice Adm. Meanwhile, the police chief in Pennsville, N. Travelers hoping to fly out of Los Angeles were unable to reach the airport because of road closures.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 PESHAWAR, Pakistan (AP) &#8211; Pakistani intelligence officials say five suspected militants &#8212; including the leader of the Pakistani Taliban &#8212; have been killed in a U.S. drone strike. A senior U.S. intelligence official says the United States received positive confirmation this morning that Hakimullah Mehsud had been killed. Two Taliban commanders said at least four missiles struck just after a vehicle carrying Mehsud entered a compound. Mehsud has been wanted by the United States for his role in a December 2009 suicide bombing that killed seven Americans in Afghanistan. He&#8217;s also believed to have been involved in a failed car bombing in New York.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 NEW YORK (AP) &#8211; The Nasdaq has shut down trading on one of its options markets, the latest technical problem to hit the exchange.
